BEIJING, Sept. 10 (Xinhua) -- China has decided to postpone a negotiation with Japan on the East China Sea issue as part of its response to the seizure of a Chinese fishing boat, said Foreign Ministry spokeswoman Jiang Yu Friday night.The postponed talks, the second governmental negotiations on the principle common understandings on the East China Sea issue, had been scheduled for mid September, according to Jiang.A Japanese court on Friday, despite Chinese protests, ruled a 10-day detention through Sept.19 against the captain of a Chinese trawler which collided with Japanese patrol ships off the Diaoyu Islands in the East China Sea on Tuesday.The Chinese trawler under detention stops at the harbor of Ishigaki, Okinawa, Japan, Sept. 9, 2010. Japan's acts have violated the law of nations and basic international common sense, and are ridiculous, illegal and invalid," Jiang said."Japan will reap as it has sown, if it continues to act recklessly," Jiang warned.Chinese Foreign Minister Yang Jiechi on Friday summoned Japanese Ambassador to China Uichiro Niwa, saying China's determination to defend its sovereignty over the Diaoyu Islands and the interests of the Chinese people was unswerving.Yang said China demanded Japan immediately and unconditionally release the boat and all the crew, including the captain.On Tuesday, two Japan Coast Guard patrol ships and the Chinese fishing boat collided in waters off the Diaoyu Islands.No injuries were reported, but the fishing boat was then intercepted by the Japanese patrol.

ATHENS, Oct. 2 (Xinhua) -- Chinese Premier Wen Jiabao arrived here Saturday, kicking off his three-day official visit to Greece.The Greece visit, the first stop of Wen's four-nation Europe tour, is the first by a Chinese premier in 24 years.During his stay, Premier Wen is due to meet Greek President Karolos Papoulias and Parliament Speaker Philippos Petsalnikos and hold talks with Greek Prime Minister George Papandreou before witnessing the signing of a series of deals. Wen will also deliver a speech in the Greek parliament on China-Greece and China-EU relations."Coping with the financial crisis will be an important topic for talks between Wen and Greek leaders. We have a positive attitude about the measures taken by the European Union and the International Monetary Fund," Chinese Vice Foreign Minister Fu Ying said earlier on Wen's Greece visit. Greece's sovereign debt crisis triggered fears of a domino effect across the eurozone earlier this year."We have noticed that the Greek government has adopted measures which have been effective. BEIJING, Sept. 15 (Xinhua) -- The Chinese government on Wednesday stressed the importance for the country to improve river controls and prevent mountain floods in the wake of this year's frequent natural disasters.The statement was issued following an executive meeting of China's State Council, or the cabinet, which was chaired by Premier Wen Jiabao on Wednesday.In contrast with large rivers, the medium and small rivers in China are the Achilles' heel of the country's river control work, which surfaced in the wake of a series of flood-triggered disasters this year, according to the statement.Over the next five years, China will increase efforts to control medium and small rivers, remove dangers and consolidate medium and small reservoirs, as well as preventing mountain floods in a bid to protect the safety of people's lives and property, according to the statement.The central government will take flood-prone areas with dense population as priorities in dyke building and river regulation works, it said.Further, reservoir consolidation work should seek to increase the modulation capacities of water resources.The construction of flood storage regions along large rivers and lakes, including China's Dongting Lake and the Poyang Lake, should also be intensified.China will set up more radar stations and meteorological stations in flood-prone areas, and make thorough investigations across the country in order to have a panoramic view of the areas with hidden natural disaster dangers like flood, mudslide, landslide and collapsing mountains .Also, the country will strengthen ecological protection by planting more trees and vegetation to guard against soil erosion, according to the statement.To that end, the central government promised to provide financial support to local governments by increasing input and expanding funding channels, as well as strengthening supervision of construction.Floods, landslides and mud-rock flows in China killed 3,185 people and left 1,067 missing this year, as of the end of August, according to statistics from the Chinese National Committee for Disaster Reduction and the Ministry of Civil Affairs.The Chinese central government has spent 2.43 billion yuan (361 million U.S. dollars) on flood control and drought relief as of Aug. 23 this year, according to the Ministry of Finance.The meeting also noted that maintaining ecological diversity, including three tiers of ecosystems, species and genes over the next 20 years, is the basis of the existence and development of human beings and also a guarantee of safe ecological security and food safety.China will continue to improve laws and policies and promote international collaborations to protect ecological diversity, it added.
