(KGTV) — Two people were arrested this week after a pursuit took authorities from Valley Center into unincorporated Escondido.San Diego Sheriff's Department says the pursuit began just after 9 p.m. near State route 76 near Pala Mission Rd. after a deputy spotted a stolen truck. When the deputy tried to pull the truck over, the deputy says the drier sped off.The chase reached speeds of 90 miles per hour and lasted about 30 minutes, with deputies from Fallbrook and San Marcos assisting in the chase.A spike strip was used and put an end to the chase near the Mountain Meadows community of unincorporated Escondido, the department said.After hitting the curb, the driver put the truck in reverse and rammed into a Sheriff's patrol car, deputies say.No deputies were hurt.The female driver and male passenger of the truck, identified as Sally Arrellanes and Roy James Duncan, were arrested and charged with felony evading, assault with a deadly weapon likely to result in great bodily injury, vehicle theft, conspiracy to commit crime and possession of a stolen vehicle. 1093

VISTA, Calif. (KGTV) -- California could become the first state in the nation to use recycled plastic as part of its roads and freeways.The state Senate unanimously passed SB 1238, which directs Caltrans to study the use of plastics in asphalt for construction, or repair of a state highway or road."There's no other state in the nation that has more paved roads in California," said Sen. Ben Hueso, who wrote the bill. "So, imagine if California developed the use for a product that it's abundant in … This would be a game changer. This would be a great way to reuse plastic.”That's especially important now, as China has stopped buying recycled materials from the U.S. Prior to 2018, California sent 2/3 of its recyclable materials to China, which has since banned all plastic trash imports.Now, instead of going into the landfill, it could go into California’s roads."It would help create jobs in our state. It would help a local contractor that we have in our county, it would help improve the sturdiness of our roads and reduce the maintenance of our roads," said Hueso.Hueso said he got the idea from a group of students at Bonita Vista High School in Chula Vista. He met with their Progressive Club and Green Club, challenging them to find solutions.The students introduced Hueso to MacReber Southern California, a Vista company that takes plastic and prepares it to be used in asphalt."It makes too much sense not to do," said MacReber CEO Rebeca Sparks. "With this technology, we can truly offset our footprint, and not only offset it but be do more than that to be plastic positive."MacReber takes plastic out of the recycling and landfill chain, and then processes it. The company then sells the plastic to asphalt companies. They use the plastic mix instead of oil when making asphalt.MacReber said in addition to being more environmentally friendly, it also creates a stronger, sturdier road."It's going to look feel and move the same as a traditional asphalt," said MacReber President Chris Sparks. "But our product lends to a stronger, longer lasting asphalt road."Hueso said finding a use like this for all of the plastic waste produced in California is vital to the environment, especially now that China has stopped buying the state's plastic waste.The bill still has to get approval from the state Assembly, and then it would need the governor’s signature to become law.After that, Caltrans would be responsible for studying and implementing the idea. 2478

VISTA, Calif. (KGTV) -- The San Diego Sheriff's Department is reviewing the actions of several deputies after a witness posted a controversial video on Facebook.The video shows two deputies walking a man in handcuffs just before they slam his head into a fence. Later in the video, they can be seen smacking another man in the head who is already down on the ground in handcuffs.The woman who shared the video on Facebook claims they deputies used excessive force and wants justice for the two men. A Sheriff's spokesman says the video was taken on Monday morning when deputies were responding to a domestic violence call at a Vista apartment complex.When deputies arrived the suspect was wielding a weapon and holding someone against their will, the spokesman said. During the arrest, other parties fought with the deputies. The spokesperson says the department is reviewing the body camera footage and the cell phone video.10News visited the scene of the arrests. It's really unfortunate."But a Nickelodeon spokesperson refuted that claim Friday afternoon, saying that the show has not been canceled.Also, Lego is still selling Lego City Police Stations on its website.Paw Patrol is a children’s cartoon that shows dogs in rescue situations. The cartoon includes dogs working as police officers, firefighters and other rescue type jobs. The show claims to be the No. 1 ranked TV program for pre-school children.While Live PD and COPS succumbed last month to pressure to cancel amid national unrest over policing and racial injustice, Paw Patrol has remained on the air. There were a few social media posts made that claimed that the show depicts policing in a positive light, and thus should be canceled.The show also caught flack for joining other TV shows in a social media blackout on June 7, which said “muted and listening.”President Donald Trump’s son Eric said that the people who were calling to cancel Paw Patrol are “truly insane.”Besides Paw Patrol remaining on Nickelodeon, the cartoon series is slated to have a full-length movie.
