SAN DIEGO (KGTV) – Local and federal authorities are asking for the public’s help in finding a father suspected of abducting his two children and fleeing to Mexico.Authorities said on Jan. 12, 2019, Foong Lian Chin’s ex-wife dropped off their two sons, with the understanding that he would return them to her on the following day. However, when Chin did not return the kids, the ex-wife “called law enforcement to check Chin’s address” but “there was no answer at his house.” Law enforcement also tried to reach Chin by phone but could not get a hold of him.On Jan. 16, 2019, a court gave Chin’s ex-wife full custody of the couple’s children and an arrest warrant was issued for Chin. Authorities said the million warrant is for parental child abduction.According to authorities, investigators learned Chin took his sons -- 8-year-old Huaiyu Chin and 7-year-old Binyu Chin -- to Mexico.Chin, who immigrated to the U.S. from Singapore in the 1980s, has lived in New York, Southern California, and Baja California.Chin and his sons were believed to have last been spotted in Tijuana, Mexico.Chin is Asian, 47 years old, 5 feet 8 inches tall, and weighs 130 pounds. SAN DIEGO (KGTV) -- Kidney dialysis affects thousands of people a day. Proposition 23 attempts to regulate some aspects of treatment. If passed, it would require a physician, nurse practitioner on-site during dialysis treatment. There are several ads on television, urging Californians to vote against the measure.Dialysis has been a part of DeWayne Cox’s life for years. “I was diagnosed 12 years ago with kidney failure and I began dialysis 10 years ago,” he said.Cox said he goes to a dialysis center three days a week. He calls Proposition 23 “unnecessary.”“I am taken care of from the moment I walk in the door to the moment I take my walkout,” Cox said. “It makes me angry that these propositions keep being placed on public voting for people who have no idea what dialysis is.”One No on 23 ad shows a dialysis patient saying “I could die if Prop. 23 passes because if my clinic closes, I don’t know where I’ll go for treatment.”According to the Legislative Analyst’s Office some clinics could close. “Given the higher costs due to the measure, some governing entities, particularly those with fewer clinics, may decide to close some clinics,” the report said.It also said clinics could respond in other ways, like continuing current operations but with lower profits.About 600 licensed clinics in California provide dialysis to roughly 80,000 patients each month, according to the LAO. If passed, the measure would also require the centers to regularly report dialysis-related infection information to the state. The No campaign has major committee funding from DaVita and Fresenius—two of the biggest kidney dialysis companies—as well as U.S. Renal Care.Californians have seen kidney dialysis propositions before. Proposition 8 in 2018 attempted to limit dialysis clinics’ revenues. The measure failed. The Legislative Analyst’s Office said the measure could increase health care costs for state and local governments by the low tens of millions of dollars a year. Under the measure, the LAO said state Medi-Cal costs, and state and local employee and retiree health insurance costs could increase due to governing entities negotiating higher payment rates and patients requiring treatment in more costly settings like hospitals. 2243

SAN DIEGO (KGTV) - In celebration of Dr. Seuss's birthday, and as part of "America Reads," the United Way of San Diego is holding a week-long book drive across San Diego County."Reading to children is the utmost important thing a parent can do," says United Way CEO Nancy Sasaki. The United Way will accept book donations at their office, and also at any SDCCU branch location across the county. They're also teaming up with Warwick's Book Store in La Jolla for donations. The need is most significant among low-income families. The United Way says 61% of low-income families in San Diego don't have any books in their homes for kids. That puts them at a significant disadvantage."If a kid is not at a 3rd-grade reading level by the end of third grade, we know they're four times more likely not to graduate high school on time," says Sasaki. "And if they come from low-income communities, they're six times more likely to fall behind."Studies show that reading to children as few as three times each week helps promote vocabulary and reading proficiency."In many family settings where the parents are working 2 or 3 jobs, and they're crossing paths in the night, and they're barely able to get the food on the table, reading is not so easy to do," Sasaki says. "So just having books in the household is an important part."The United Way is also hosting a series of reading events this week. For more information about those, click here. 1443
