SAN DIEGO, Calif. (KGTV) - As the country waits to hear what happened to missing Fort Hood soldier Vanessa Guillen, a San Diego group for female veterans is ready to offer support for anyone who needs it.Related: Army confirms identity of suspect in Vanessa Guillen case who died of self-inflicted gunshot woundGuillen was last seen April 22, 2020 and while the Army has said there are no signs of sexual assault, her family says otherwise. Now, posts with the tag #IAmVanessaGuillen are circulating online, as people share their own stories of sexual assault in the military.Billiekai Boughton with the San Diego Women Veterans Network said any conversation like this can bring up hard memories for female veterans. She said while many women have a positive experience in the military, four out of five females report harassment or assault. The goal of her group is to support women through any of this pain. She says this is important in a community like San Diego which has about 26,000 female veterans.“For those of us who have been in the military and have had negative experiences, this can be a memory (sic) of feeling unsafe,” said Boughton. The group’s website says the most common request of women veterans in San Diego is to meet other women veterans. Their primary goal is to create a community for female military veterans, while also encouraging community service and policy change, which encourages and embraces the positive traits female vets have to offer.“Our friends remind us how strong we are. Our friends remind us we’re okay, and we can come together when we’re not,” she said.Boughton said they also are a bridge for any other resources a woman might need and they can connect people with groups for any help they might need in life. The veterans crisis hotline is 800-273-8255. 1808

SAN DIEO (KGTV) - Parole agents checked on child sex offenders Thursday night to ensure they were in compliance, as part of the 26th Annual Operation Boo.10News rode along with California Department of Corrections and Rehabilitation Agents who went knocking on 7 doors Halloween night."The gates were closed, the lights were turned off, they kind of know what is expected of them," Parole Agent Matthew Holmes said. Some of the stops took us to National City, City Heights, even a marina where a house boat was docked."Most of the time they're compliant, occasionally somebody has to go back to jail, but we just try to hold them accountable for their conditions," Holmes said. That means no alcohol, drugs, weapons, or pornography.Thursday night everyone checked out.One parolee told 10News he's excited to take the next step after his release, "I feel fantastic, the program is great, State Parole is great. It's definitely worth it. I think all this tax payers expense, they're getting their money's worth, I'll tell you that."Operation Boo is just a small part of agents' role of checking in on parolees. Wednesday five parolees were arrested for being out of compliance. 1181

SAN DIEGO (KGTV) San Diego real estate icon Doug Manchester lost his nomination to be the ambassador to the Bahamas after a series of emails that may have implied pay for play proposition, according to a new report. The report, from CBS News, uncovered an email exchange between Manchester and Republican National Committee Chair Ronna McDaniel. The exchange came just days after Manchester returned from a humanitarian trip to the Bahamas to provide post Hurricane Dorian aid. President Trump nominated Manchester to the ambassadorship in 2017. RELATED: White House withdraws Doug Manchester ambassador nominationUpon Manchester's return from the Bahamas in September 2019, Trump tweeted a thank you to Manchester and called him "hopefully the next ambassador to the Bahamas."Three days later, CBS News reports that McDaniel emailed Manchester asking for a 0,000 contribution. Manchester replied that he could not make a contribution now because of his nomination, but noted his wife had just made a large contribution."As you know I am not supposed to do any, but my wife is sending a contribution for 0,000," said the email, obtained by CBS News. "Assuming I get voted out of the [Foreign Relations Committee] on Wednesday to the floor we need you to have the majority leader bring it to a majority vote … Once confirmed, I our [sic] family will respond!" RELATED: San Diego businessman Doug Manchester flies aid to the BahamasManchester copied Sens. Rand Paul and Jim Risch, the latter the head of the committee. His staff contacted the White House with concerns, leading to the nomination being withdrawn, according to CBS News. Stephanie Brown, a spokeswoman for Manchester, said there was absolutely no pay-to-play. She said Manchester sought legal opinions, which concluded he did nothing wrong. Brown said Manchester withdrew the nomination after an arson attack on his family in April. It is common for political donors to receive ambassadorships. In fact, Manchester contributed million to Trump's inaugural committee.Political analyst John Dadian noted, however, that the contributions cannot be made with anything in return expected. "The first part of his quote should have stopped there: 'I cannot contribute because I'm here,'" Dadian said. "The minute he says after the fact, then there's a problem."Manchester told CBS News that his email was not a pay for play offer. He told the network getting confirmed is a politcal process with numerous steps, and that his wife made the 0,000 contribution because she loves President Trump. The R.N.C also told CBS News it was not seeking money to speed up Manchester's nomination, and took aim at Manchester for tying the two together.A spokeswoman for the Federal Election Commission said the agency cannot comment on pending or potential enforcement matters. 2838

San Diego City Council Tuesday night unanimously passed the location of a high-pressure underground pipeline to move sewage from San Diego's Morena treatment plant to a facility in Miramar. Residents say they're concerned the pipeline could break, wreaking havoc on the area. "Our concern is if that line was ruptured, bnecause it's under so miuch pressure, that it would spew raw sewage into the environment," said Ruth DeSantis, a longtime U.C. resident who heads the area's community foundation. DeSantis added that neighbors are concerned over traffic, noise, property values, and even smells seeping out of vents. There's a middle school, park, and hundreds of homes nearby. The city says it took various measures to minimize health and safety hazards, although some impacts like noise and traffic are unavoidable during construction.San Diego spokesman Jerry McCormick added that sewage geysers would not be possible under the pipeline system."Unlike a potable water system, where there are multiple loops to provide continuous pressure and in time of a rupture must be isolated by multiple valves, often times creating large releases of water, this system will not operate like that," McCormick said. "Instead, if there is a rupture, we can shut down the pumps and the flow will come to a very abrupt and quick stop."Community groups in University City are now teaming up with those in Clairemont to fight the project."We can put everything in Clairemont and Clairemont is sleeping, and I just wanted to say, that's not right," said Roseline Feral, of the nonprofit Clairemont Town Council. The city is aiming to have about a third of its water supply be reclaimed water by 2035. That would help combat shortages and price increases.                                       1922

SAN DIEGO, Calif. (KGTV) - As deaths in the US from suicide and opioid overdose skyrocket, San Diego health leaders have plans already in action to fight the rising trend."People are living in a lot of pain," says Dana Richardson, who oversees the Community Health and Engagement department at the Community Health Improvement Partners (CHIP)."We're talking about promoting resilience, problem-solving skills and reducing isolation."In San Diego in 2017, 458 people committed suicide, and 1,266 people died from an overdose. Richardson says the link between the two can't be ignored. The Centers for Disease Control says those two factors are the reason that life expectancy dropped in the US for the first time in years. According to a CDC report, someone born in 2018 can expect to live to be 78.6 years old, down from 78.7 in 2017.While the drop is slight, the factors causing it are significant."This is a large epidemic across the country," says Dr. Sayone Thihalolipavan, a Deputy Public Health Officer for the County Department of Health and Human Services.Thihalolipavan says the county has already put out health alerts warning people about Fentanyl, a highly potent opioid that can cause a fatal overdose from just a few microscopic particles. They have also received several state and federal grants to buy thousands of doses of Naloxone, a drug used to fight the effects of an opioid overdose.Across the nation, Fentanyl was responsible for 28,466 of the 70,237 overdose-related deaths in 2017.Other grants have paid for the training of medical professionals in the East County, where overdose numbers are higher. They're teaching doctors, nurses and pharmacists about which opioids are safer to prescribe, and in what amount. The hope is the training will help people avoid addiction and dependency, which can lead to abuse.Other health officials are looking at the link between alcohol abuse and suicides.A recent county study showed that the top three areas in San Diego for suicide rates all rank in the top five for the prevalence of alcohol licenses and sales. Richardson believes that shows alcohol's role in people choosing to take their own life."It's a mind-altering drug," he says. The county also has a website, Up2SD.org and a crisis hotline (888-724-7240) set up for anyone who needs help. 2321
