SAN DIEGO (KGTV) - The Imperial Beach Charter School PTA president was arrested on suspicion of embezzling funds from the group, the San Diego County Sheriff’s Financial Crimes Unit said Wednesday. A warrant was issued in November for 30-year-old Kaitlyn Birchman, a mother of two. Riverside County deputies arrested Birchman late Tuesday night at her home in Temecula.Birchman was the head of the Imperial Beach Charter School's parent-teacher association until March, when she was voted off the board. Other members said her departure followed months of missing funds. According to McKay, vendors from previous years sent the PTA bills for unpaid services. McKay contacted the bank and discovered the PTA’s account no longer existed. “The checks...she had written to herself and signed herself. ATM withdrawals that weren't anywhere near Imperial Beach or had anything to do with a PTA event." The PTA confronted Birchman in March with the help of a Sheriff’s deputy, who spoke about embezzlement. "She [Birchman] said that it was just a misunderstanding,” McKay said. “It was a lot of blind faith that they thought if she says everything is okay, then everything must be okay." SAN DIEGO (KGTV) - The first round of artists for San Diego’s Wonderfront music festival, supported by the star power of Tony Hawk, Trevor Hoffman, and Rob Machado, was announced Monday. The event will take place on seven stages in parks and on piers along the Port of San Diego, from South Embarcadero up to Broadway Pier. Wonderfront is scheduled for Nov. 22-24, 2019, the weekend before Thanksgiving. Wonderfront organizers plan to mix well-known stars with local favorites and emerging artists. “Our goal with this lineup was to have it stacked from start to finish each day with great artists. It’s hard to really call any certain bands our so-called headliners as so many lines of bands on this festival are all headliners in their own right,” said Wonderfront co-founder Paul Thornton. The first round of artists, announced Monday, include Miguel, Slightly Stoopid, Ben Harper & The Innocent Criminals, MGMT, Dimitri Vegas & Like Mike, Nicky Jam, Don Omar, Vince Staples, Tyga, Los Angeles Azules, Tucanes de Tijuana, Walk the Moon, Phantogram, X Ambassadors, Michael Franti & Spearhead, Lil Dicky, Big Gigantic, and Pennywise. A second round of artists will be named later in the summer, organizers said. North County resident Tony Hawk will have a presence at the festival with the Huckjam stage for music and a skateboarding ramp, where he and other pro skaters will perform tricks. “I’m excited to bring back the Huckjam format (choreographed and freestyle skating with live music) after 10 years of hiatus, and there is no better place for it than my hometown. SAN DIEGO (KGTV) - Sunday, doctors revealed President Donald Trump is taking a steroid, called Dexamethasone, as the latest medication for his coronavirus treatment."We just don't know what's going to happen next, things are very unpredictable," Dr. Christian Ramers, Chief of Population Health at Family Health Centers, said.Ramers has seen thousands of COVID-19 patients and says the disease has two phases, virus production and inflammatory. He said the shift generally happens seven to ten days in."Once things kind of shift, the damage actually comes more from the immune system's response than the virus itself," Ramers said, which is why a steroid like Dexamethasone is prescribed."Where it showed a decrease in mortality was in people who already required oxygen or if they were even sicker than that and were on ventilation," said Ramers, citing a study.Sunday, doctors stated the president received oxygen Friday before being taken to Walter Reed Medical Center, but said his oxygen levels only dipped to 94% and 93%. Normal levels are 95% and above.Ramers said studies show if you give the steroid too early or to someone who has a mild case, it could cause harm. "If you dial down the immune system too early or in a case that is really mild, you might have the opposite effect you're looking for," Ramers said.There's also a list of side effects."If you use them for a chronic basis or for more than a couple of days there is a long list of things it can cause. SAN DIEGO (KGTV) - The Community Resource Center, a non-profit dedicated to helping families in need, was able to overcome the COVID-19 pandemic and deliver holiday happiness to North County families.Every year, the CRC does their annual "Holiday Baskets" program, where families in need get a shopping spree-style day at the Del Mar Fairgrounds to get food, toys, clothing, and more for the holidays.But in 2020, the pandemic made the annual shopping spree impossible because of state and county health guidelines.So the CRC changed things up a bit, turning the event into a drive-thru.Now, instead of walking through a shopping area and picking out items, families will drive through the fairgrounds and have things handed to them in their cars."We'll have a pre-made box of food for each family, we'll have pre-made boxes of blankets for each family, and a pre-made box with family gifts," says CRC CEO John Van Cleef. "So the ability to choose gifts has changed this year, but we'll be providing puzzles, board games, and other family-based gifts."Because of the changes, the CRC could only assist 1,100 families, which is down from their usual 1,600.It may have been even fewer if not for the help of a 15-year old girl."There's always a way that we can help each other out," says Lucie Babcock, who has been volunteering with the CRC since she was 9.For the past five years, Lucie has held bake sales or lemonade stands to raise money for the CRC. She then uses the money to buy toys and gifts for the families.Because of the Pandemic, she couldn't do her usual fundraising.Instead, Lucie wrote letters to family and friends asking for donations. She raised 0."Even if it seems like maybe you don't have the connections to make a difference, there's always a way," she says.Van Cleef says people like Lucie inspire him to keep helping others.The Holiday Baskets event is Saturday, Dec. 4, but families must pre-register to participate. 1952

SAN DIEGO (KGTV) -- The battle between rideshare companies and drivers' unions is on the ballot in the form of Proposition 22. It's a way for companies like Uber and Lyft to push back against California's Assembly Bill 5, which classifies drivers as employees with benefits instead of independent contractors.The gig companies are fighting the state in court, so they haven't been following those rules since the law went into effect on Jan. 1. Now, the fate of drivers will be in the hands of California voters on Nov. 3.The Yes on 22 campaign is backed by Uber, Lyft, and Doordash.It would classify drivers as independent contractors.Drivers could work towards a stipend to help purchase their own health insurance.They would also get some hourly pay, but only during what's called "engaged time." Yes on 22 says engaged time starts from the moment a driver accepts a ride until they drop the passenger off. It does not include time drivers spend waiting for their next passenger."If you were to compensate for all the time the driver spent on an app, you'd have to force them to accept every ride that comes across which would eliminate their flexibility to choose when they want to work and how long they want to work," said Vetter.Driver Al Porche says that's exactly why he's voting yes."Times are great right now," said Porche. "I've been driving all this year. I switched over from transporting people to delivering food and meals or groceries."According to the New York Times, rideshare companies have spent more than 0 million promoting the campaign, making it the costliest in state history.A "No" vote on Prop 22 would continue the current ruling under AB 5, reclassifying drivers as employees with a swath of rights and protections.Tonje Ettesvoll is against Prop 22, warning it's deceptive if you don't look closely."When you look at all these ads on TV and social media, that is Uber and Lyft's voice, said Ettesvoll. "That is not the driver's voice."She's been driving full-time for four years in San Diego and says it's only gotten worse."They have cut my rate many, many times to the point where I'm driving from 40 hours a week to 60 with the same pay."Nicole Moore with Rideshare Drivers United says about 40% of the job is waiting for your next ride -- time Prop 22 wouldn't pay up for in terms of pay or benefit because it's not considered engaged time."This is work. Just because you're a cashier in a store and you don't have somebody checking out doesn't mean you're not paid," said Moore. "It is definitely helping the billionaires and the people who are running these companies but it is not helping the drivers."The Yes on 22 campaign says if the proposition doesn't pass rides will be harder to find and prices will go up.
