The Philadelphia Police Department has released officer-worn body camera footage and 911 calls from an October shooting that led to the death of Walter Wallace, Jr.ABC News reports that the release maks the first time in the department's history that it has released body camera footage.Wallace was shot and killed by police on Oct. 26. Police at the time said they were responding to reports of a man with a weapon and that Wallace did not respond to orders to drop a knife he was holding.According to WPVI-TV, Philadelphia police received three 911 calls regarding the incident. The first came from a neighbor who reported that a fight next door. The other two calls came from family members, who asked for help in dealing with Wallace.Bodycam footage from the incident shows officers Wallace leaving a house and walking toward the street holding a knife. Police repeatedly yelled at Wallace to drop his knife and ask others in the area to back away.Despite repeated warnings to drop his weapon, the video shows Wallace circling a parked car and walking toward officers. Police fired 14 shots toward Wallace, though the department has not confirmed how many of those shots struck Wallace.Wallace was later transported to a local hospital where he was pronounced dead.According to WPVI, officers are the scene were not armed with less-lethal weapons, like stun guns. Police Commissioner Danielle Outlaw said Wednesday that the department has sought funding to equip more officers with stun guns.Wallace's death sparked a few days of protests in Philadelphia. Police say that 30 police officers suffered minor injuries during the demonstrations. 1653

The New York attorney general is investigating the parent company of MoviePass, a source familiar with the probe confirmed to CNN Business.The state is looking into whether Helios and Matheson (HMNY) misled investors about its finances, the source said. Now the stock is trading at 2 cents — and that's after the company approved a reverse split to boost the price 250-fold earlier this summer.Nasdaq has even warned Helios and Matheson that it could delist the stock.Helios and Matheson and MoviePass did not respond to requests for comment Wednesday.The company is wrestling with other problems as well.Board member Carl Schramm, an economist and Syracuse University professor, recently quit his job and claimed that executives mismanaged the business and withheld crucial information from the board.Purported stockholders have filed two federal class-action complaints against Helios and Matheson in August, claiming the company made "materially false or misleading" statements to the market. The company said at the time that it intended to "vigorously defend" itself and believed the complaints were "without merit."Last month, the company filed new paperwork with the Securities and Exchange Commission indicating that it was going to ask shareholders to vote on another reverse split — one that this time could increase the stock by as much as 500-fold.That meeting was scheduled to happen Thursday. In documents filed with the government on Tuesday, the company said the meeting would be moved to November 1 so stockholders had more time to consider the split before voting. 2323

  

The Palm Beach County Supervisor of Elections Susan Bucher says she expects to begin the manual recount process at 11 a.m. ET Friday.This comes after a Thursday order from the Secretary of State to complete a manual recount statewide for the Senate race and Agriculture Commissioner's race.Palm Beach County also must complete a manual recount for a State House race.Manual recounts are required when a candidate’s margin of victory is less than .25 percent.However, Bucher said first, they need to complete the machine recount for the Senate race before they can begin the manual recount.She said they have not completed the tabulation process to come up with vote totals for the Senate race to find all the over and under votes.“We just want to get to a place where we should start a manual recount. Right now we’re incomplete and we’re incomplete for various reasons, mostly because there were requirements that we show some duplicated, damaged ballots, and haven’t run those and requirements that we canvass ballots for over and under votes that were duplicated by staff," Bucher said.  "So, we’ve completed that process, but now we have to go run them through our tabulators to get the rest of our over unders.”  They do not have to manually recount every single ballot, only ones considered overvotes or undervotes.An overvote is a ballot in which the voter appeared to vote for more than one candidate in a race, and an undervote is a ballot in which the voter appeared to vote for no candidate in a race.An election worker, along with a representative from each political party, will review the ballots in question. If they cannot agree on the voter’s intent, it will go to the canvassing board.A judge’s ruling will determine the order of the recount races.The results are due by noon on Sunday.  1853

  

The Harvard Global Health Institute released an interactive map in July that shows the risk of contracting the coronavirus based on daily new cases per 100,000 people. At the time the map was released, three states were in the red. As of Monday, that number has since increased to 13.According to Harvard, the 13 states represent ones where full stay-at-home orders are necessary, while an additional 23 should consider them.The map has four colors – green, yellow, orange and red – to demonstrate the risk by county and state. The map shows 13 states – North Dakota, South Dakota, Montana, Wisconsin, Utah, Missouri, Idaho, Iowa, Oklahoma, Arkansas, Tennessee, Nebraska and Wyoming – in the red for where infections are high.“If you look at the map with the color coding of cases and states that are going up, you see states in the Northwest and the Midwest, it's going in the wrong direction right now,” Dr. Anthony Fauci told CNN’s Jake Tapper on Monday. “So, if there's anything we should be doing, we should be doubling down in implementing the public health measures that we have been talking about for so long, which are keeping a distance, no crowds, wearing masks, washing hands, doing things outside, as opposed to inside, in order to get those numbers down.”As these states start to get colder, Fauci is concerned the virus will become even trickier to contain.“We're entering into the cool months of the fall and ultimately the cold months of the winter,” Fauci said. “And that's just a recipe of a real problem, if we don't get things under control before we get into that seasonal challenge."According to the Harvard Global Health Institute, when areas are shaded red, stay-at-home orders become necessary.Unlike Harvard’s recommendations, Fauci says that shutdowns can be avoided.“I think people think that, when we talk about public health, that we're talking about shutting down,” Fauci said. “Let's get that off the table. We are not talking about shutting down. We're talking about simple public health measures, as simple as they sound, are really quite effective. And that's what we say over and over again, universal wearing of masks, keep physical distance, above all, avoid crowds and congregate settings.”No states are in the green.Two states that were in the red early in the summer, Florida and Arizona, have dropped out of the red. Florida, now in the orange, is ranked No. 28 for most coronavirus infections. Arizona now is No. 38 in the US for COVID-19 infections.In general, the worst effects of the coronavirus have moved from the northeast in the spring to the south in the summer and to the upper Plains and Northern Rockies now in the fall.In North Dakota, there are currently 158 hospitalized “due to COVID,” and 233 hospitalized “with COVID.”A number of states, even those outside of the “red” areas, are seeing record numbers of cases. On Friday, Ohio set its record number of reported cases with 1,840. Ohio Gov. Mike DeWine, a first-term Republican, expressed concern in a news conference last Friday.“We have it in our power to slow it down. I know everyone is tired, but we must learn to live with it.
