"That history is not that old."Then came the Obama-Era Affirmatively Furthering Fair Housing (AFFH Rule). This was a supplement to the FHA that required local governments receiving federal funds to create plans to fight continued housing discrimination.But on Wednesday, President Trump tweeted:"I am happy to inform all of the people living their Suburban Lifestyle Dream that you will no longer be bothered or financially hurt by having low income housing built in your neighborhood ... Your housing prices will go up based on the market, and crime will go down. I have rescinded the Obama-Biden AFFH Rule. Enjoy!"While this may seem like a blow to local affordable housing advocates, Russell believes this tweet is more of a political stunt to appeal to Suburbanites outside of California."Housing policies are largely enacted at the local level. At the state and local level," Russell said. "The state has reaffirmed its commitment to fair housing time and again."Encinitas has been a local municipality with a history of resisting affordable housing. But in the last few years, Russell says it has started to turn the corner.With or without this change in the federal mandate, he says municipalities here, still must continue to follow local rules."Regardless of what the man tweets, it's not going to change the way the State of California does business," says Russell. 2153

SAN FRANCISCO (AP) — Pacific Gas & Electric, which is blamed for some of California's deadliest recent fires, knew for years that dozens of its aging power lines posed a wildfire threat but avoided replacing or repairing them, it was reported Wednesday.The Wall Street Journal, using company documents obtained under the federal Freedom of Information Act, reported that the utility told the U.S. Forest Service in 2017 and 2018 that 49 aging steel towers on one transmission line needed replacement and another 57 needed replacement of their hardware and aluminum lines.The Journal previously reported that PG&E delayed safety work on the line, known as the Caribou-Palermo line, for five years.State investigators said an equipment failure on that line sparked a November wildfire that essentially wiped out the Northern California town of Paradise and killed 85 people. It was the deadliest and most destructive in state history.On Wednesday, the Butte County Sheriff's Office identified a previously unnamed victim as 67-year-old Shirley Haley of Paradise.Four other people have been tentatively identified while two bodies remain unidentified.After the fire, PG&E decided to stop using the line, which was built in 1921.PG&E also estimated

  

SAN DIEGO, Calif. — For months, health professionals have urged the public to help stop the spread of COVID-19, while promoting face coverings, social distancing, and hand washing.“We’ve known for a long time that this virus is an enveloped virus and has an outer lipid layer, and we know that it’s sensitive to agents that can disrupt this fatty outer shell. That’s why we ask patients and people to wash their hands with soap," said Dr. Kami Hoss, founder and CEO of The Super Dentists in San Diego. Throughout the pandemic, Dr. Hoss has also asked patients to swish some mouthwash before they sit down for care.“That’s just one more layer of protection we’ve added," said Dr. Hoss. Now, researchers at Cardiff University in the United Kingdom are learning some mouthwashes can kill COVID-19 within 30 seconds, at least in a lab setting. The study found mouthwashes containing .07 percent of cetylpyridinium chloride showed promising signs of combating the virus, as well as those with ethyl lauroyl arginate. But while these mouthwashes killed the virus in the lab, the virus is continuously replicating in humans.
