SACRAMENTO (AP) — California would set a goal of generating 100 percent of the state's energy from carbon-free sources under legislation approved by the state Assembly.The bill approved Tuesday would accelerate California's renewable energy mandate from 50 percent to 60 percent by 2030. It would then set a goal of phasing out all fossil fuels by 2045, but it does not include a mandate or penalty.Supporters say the measure would help address climate change and boost California's clean energy economy.RELATED: California Energy Commission approves solar panel requirement for new homesCritics say it's unrealistic and would saddle families and businesses with higher energy bills.The measure returns to the Senate which must approve changes made in the Assembly. The move is hailed by reform advocates and criticized by counties that would assume responsibility for some of the state’s most violent criminal youth. The bill generally follows Gov. Gavin Newsom's latest plan to unravel the Division of Juvenile Justice, which houses about 750 youths. But legislators added what advocates said are needed safeguards and standards for the hundreds of millions of dollars that would eventually flow to counties to house and treat youths. Ron Jeremy, an adult film star, is charged with forcibly raping three women and sexually assaulting a fourth in separate incidents between 2014 and 2019.The Los Angeles County District Attorney announced the charges against 67-year-old Ronald Jeremy Hyatt Tuesday, and said three of the incidents happened at the same bar in West Hollywood.The District Attorney accuses Hyatt of sexually assaulting two women, ages 33 and 46, on separate occasions in 2017 at the bar. Then in 2019, the DA states Hyatt raped a 30-year-old woman at the same, unnamed bar.Hyatt is also accused of forcibly raping a 25-year-old woman in May 2014 at a home in West Hollywood.If Hyatt is convicted of these charges, he could face a maximum of 90 years to life in prison.In 2001, a documentary about his career and featuring Hyatt was released, “Porn Star: The Legend of Ron Jeremy.” He reportedly has more than 2,000 film credits as an adult film actor. 940

  

SACRAMENTO, Calif. (AP) — Attorney General Jeff Sessions will travel to California to make a major announcement about sanctuary policies that limit local and state cooperation with federal immigration authorities.Sessions is expected to speak Wednesday to law enforcement officials at an annual gathering of California law enforcement organizations in Sacramento.Trump administration officials have promised to crack down on policies that keep local law enforcement from advising federal agents when they release immigrants living in the country illegally.The administration has heavily criticized California, home to sanctuary cities such as San Francisco.In addition, Gov. Jerry Brown signed legislation last year imposing limits statewide on cooperation with federal immigration officials, although there are exceptions.ICE has said it will increase its presence in California, and Sessions wants to cut off funding to jurisdictions that won't cooperate.His announcement comes after Oakland Mayor Libby Schaaf warned of an immigration sweep in advance. U.S. Immigration and Customs Enforcement said hundreds of immigrants eluded detention because of her warning. Agents still arrested more than 200 people during a four-day sweep.White House spokesman Sarah Huckabee Sanders said Schaaf's tweet was an "outrageous" attempt to circumvent federal authorities and was under review by U.S. Justice officials.Sessions has blamed sanctuary city policies for crime and gang violence and announced in July that cities and states could only receive certain grants if they cooperate. California is suing to force the administration to release one such grant.His audience Wednesday includes members of the California Peace Officers' Association and groups representing police chiefs, sheriffs, district attorneys, narcotics investigators and the California Highway Patrol.The groups' members have often been split on sanctuary policies. None of the groups favored the state law restricting cooperation with immigration officials, but only the California State Sheriffs' Association was actively opposed and some individual officials voiced support.Protesters from labor unions, Democratic Party and immigrant rights organizations planned to rally along with some state and local elected officials outside the hotel where Sessions will speak.State Attorney General Xavier Becerra is speaking to the same law enforcement organizations later Wednesday.Becerra, a Democrat who is up for election in November, has been sharply critical of Republicans Trump and Sessions, particularly on immigration policies.He has said federal authorities need to have warrants before collecting information from state employers or entering nonpublic areas.He and other defenders say sanctuary policies increase public safety by promoting trust between immigrant communities and law enforcement, while allowing police resources to be used to fight other crimes. 2940

  

SACRAMENTO, Calif. (AP) — Gov. Gavin Newsom has approved legislation prompted by the helicopter crash that killed Kobe Bryant and eight others.The bill signed Monday makes it a crime for first responders to take unauthorized photos of deceased people at the scene of an accident or crime.Reports surfaced after the January 26 crash that graphic photos of the victims were being shared. Eight deputies were accused of taking or sharing graphic photos of the scene, Los Angeles County Sheriff Alex Villanueva said then, adding that he had ordered the images deleted.Sheriff Villanueva said the department has a policy against taking and sharing crime scene photos, but it does not apply to accident scenes.The measure that will take effect Jan. 1 makes it a misdemeanor with fines up to ,000 per offense to take such photos for anything other than an official law enforcement purpose.Bryant’s widow, Vanessa Bryant, has sued the department over the photos. In her lawsuit, Bryant alleges that eight deputies took "gratuitous images" with their cell phones after responding to the scene.Bryant's suit also alleges that one of those deputies showed images from the scene to someone outside the department. According to Yahoo, that deputy showed photos from the scene to a person at a bar and bragged "about how he had been at the crash site." A bartender who overheard the conversation later notified the Los Angeles County Sheriff's Department about the conversation. 1474
