CHULA VISTA, Calif. (KGTV) -- The Chula Vista City Council Tuesday approved a number of items to help people struggling during the COVID-19 pandemic. The city’s eviction moratorium was extended until at least July 31, giving renters relief if they cannot make their monthly rent payments.The council also approved a .5 million small business grant program to reimburse businesses for losses caused by the closures during the pandemic. The money comes from the federal government. Businesses can apply for the grant on the city’s website and must meet certain criteria. Some of the requirements include having less than 10 employees, being independently owned and not being an essential business.For businesses along Third Avenue, the relief is welcome. Chula Vista Brewery has moved their business outdoors and continued curbside pick-up to stay afloat during the pandemic.In a move to expand outdoor dining, Chula Vista’s council approved a permitting process to allow businesses on Third Avenue to expand into the public right of way, with social distancing and ADA compliance. This will allow for things like sidewalk and curb cafes.The city also authorized the closure of a portion of Third Avenue to traffic. Chuck Grassley, the oldest Republican US senator and the president pro tempore of the chamber, announced he tested positive for the coronavirus on Tuesday.He previously announced he was in quarantine after having a close contact with someone who tested positive for the virus.“I’ve tested positive for coronavirus,” Grassley tweeted. “I’ll b (sic) following my doctors’ orders/CDC guidelines & continue to quarantine. CHULA VISTA, Calif. (KGTV)- A Hilltop High School alumnus who graduated in 1972 is more grateful for one of her teachers on the anniversary of D-Day. Kathy Cappos Hardy had Mr. Tom Rice as a United States Government teacher her senior year of high school. She tells 10News, “the way he enlivened it and related it to our lives made it truly something important to me”. Cappos Hardy has vivid memories of Rice and even says she pursued her career in education because of his impact he had on her. It wasn’t until about 20 years ago when Cappos Hardy realized her US Government teacher was also one of the thousands of troops who stormed the beaches of Normandy, France during World War II. 97-year-old Tom Rice is from Coronado. He was a paratrooper with the 101st Airborne Division who landed in Normandy on June 6, 1944. On D-Day, Cappos Hardy wrote an editorial thanking her teacher for his service in and out of the classroom. Now, she’s not only hoping he sees it, but that she also gets a chance to tell him thank you when he returns from Normandy. “I hope he knows that there are a lot of us that admire him not only as a teacher but what he did prior to that.” Cappos Hardy tells 10News. 1203

CHULA VISTA, Calif. (KGTV) - Chula Vista Police are asking the public for help solving three hit-and-run cases that have remained unsolved since January of last year — two of which resulted in deaths.The first occurred on Jan. 22, 2017, at about 6:45 p.m. at the intersection of Broadway and G Street. Police said 43-year-old Rafael Cruz Fermin was hit by a vehicle traveling southbound on Broadway. The driver of the vehicle fled the scene in what was described as a red, 2002-2005 Ford Explorer or Mercury Mountaineer.Fermin died at the scene, despite being given first aid. Read more.The second incident was on Sept. 14, 2017, at about 7:30 p.m. in the 700 block of E Street. A driver struck a 52-year-old man between the McDonald's and Motel 6, before fleeing the area. The victim was left with severe internal injuries, of which police say he still suffers from.The driver, described as a possibly older, white man with short white or blonde hair, was last seen in a gold, older model Pontiac, Lincoln, or Buick. The vehicle has a partial plate of "5BK." Read more.The third hit-and-run was on Jan. 4, 2018, at about 7 p.m. in the 1500 block of Third Ave. A vehicle traveling northbound on Third Ave. hit a 94-year-old man. The man was taken to a nearby hospital, where he was pronounced dead.The driver, described as a man wearing a red baseball cap, was last seen driving a white, early model SUV, police said.
