SANTEE, Calif. (KGTV) --  A man is in the hospital tonight after trying to save his dogs in an apartment fire. The Santee Villas Apartments were roaring in flames Thursday night. One of the residents headed directly into the danger zone trying to save his two chihuahua. Melanie Jaracz watched in horror as her neighbor risked his life climbing through a window."They busted out the windows to that," said Jaracz. "He tried climbing through that and they kept dragging him back. Nobody could get him to come out because he was so worried about his animals."Santee fire crews say it started in a bottom unit and quickly spread to three others around it. First responders tried to revive one of the dogs but it was too late. The man was taken to the hospital to be treated for burns and smoke inhalation. The cause of the fire is under investigation.  887

(CNS) - Orange County supervisors Tuesday voted to declare Aug. 24 as Kobe Bryant Day.Bryant was born on Aug. 23 and wore the number 24 in his playing days, said Orange County Board Chairwoman Michelle Steel, explaining why she settled on Aug. 24 as the date to honor the former Lakers great who died Jan. 26 in a helicopter crash that also killed his daughter and seven others.Bryant also wore the number 8 during his first several seasons in the NBA.Steel said Bryant, who lived in Newport Beach, was a "treasured member of our community," who "inspired so many men and women to pursue their dreams and never give up."Supervisor Don Wagner, in an apparent reference to Bryant's 2003 sexual assault civil case in Colorado, which Bryant ultimately settled, said the former NBA star had his ups and downs in his lifetime."Kobe Bryant's life, like each one of us who ever lived, presents moments to celebrate and to condemn," Wagner said. (KGTV) — After a series of delays, a project to revamp a stretch of Otay Mesa Road near San Ysidro High School is nearing completion.The city says it expects to reopen the half-mile portion of the road, from Hawken Drive to Saltaire Place, by the second week of May. The stretch of road has been closed since 2016, cutting off access to San Ysidro High School and the 905 freeway for residents of the Remington Hills neighborhood."You either hit all the stoplights going all the way out over to Picador (Blvd), or you have to go all the way around through San Ysidro, 805 to the 905," said Benjamin Bribiesca, who says the detour adds upwards of 15 to 20 minutes to his daily commute to his job in Eastlake.The city says some of the final work to be done includes grading, repaving, adding anti-graffiti materials, re-vegetation and some sidewalk improvements. The .5 million project also added a protected sidewalk for San Ysidro High School students, who for more than a decade had been walking on a dirt path close to cars passing on the winding road.The project was delayed more than a year due to the addition of a water line, relocation of utilities, poor soil conditions, unseasonably rainy winters, and an April to July moratorium due to cooper's hawk nesting season. 1306

(KGTV) - Customs and Border Protection closed three lanes of traffic heading into the United States from Mexico Tuesday morning.In a statement, CBP said it was “to install and pre-position port hardening infrastructure equipment in preparation for the migrant caravan.”One lane of traffic was also closed at the Otay Mesa port of entry.It comes as active-duty troops have been working to add barricades and fencing as part of “Operation Secure Line.”On Tuesday, troops could be seen moving barriers covered with barbed wire along the border, periodically closing the southbound lanes into Mexico.In their statement, CBP officials warned “persons traveling northbound to the U.S. anticipate possible increased wait times because of the lane closures.”Even before the lanes were closed, wait times of six to seven hours had been reported at peak times in the standard lanes. Part of that was due to traffic control by authorities on the Mexican side.Travel as a pedestrian, however, has not appeared to be affected.Rebecca Fodor walked across Tuesday night and said it only took a few minutes. She said she did notice armed troops in camouflage uniforms.“It didn’t really change anything. I think they were just watching for anything suspicious,” she said.The lane closures will remain in effect indefinitely. CBP says reopening “is not anticipated to take place until sometime after people in the caravan arrive to the border.”  1469

SAN YSIDRO, Calif. (KGTV) -- San Diego Fire-Rescue is on scene of a brush fire burning in San Ysidro Monday afternoon. According to department spokeswoman Mónica Mu?oz, the fire sparked near State Route 905 west and Caliente Avenue in an area near San Ysidro High School. The fire burned about one and a half acres before the forward rate of spread was stopped. No structures were threatened and no one was injured, according to Mu?oz.Three San Diego Fire-Rescue engines and two federal fire brush engines and a helicopter team responded to the blaze.
