Weeks of nationwide protests against police brutality have placed a microscope on past instances of police use of force across the country — especially in the case of Elijah McClain.McClain, 23, died shortly after the Aurora (Colorado) Police Department arrested him on Aug. 24, 2019. Body camera footage shows officers grab McClain almost immediately after attempting to stop him.Police later told The Denver Post that "there were no allegations that McClain had done anything criminal."As police struggled to detain McClain, an officer placed him in a "carotid hold" — a maneuver designed to limit blood flow to the brain. When McClain became unresponsive, paramedics administered a shot of ketamine "due to the level of physical force applied while restraining the subject and his agitated mental state." Police insist that paramedics were the ones who chose to administer ketamine. Paramedics say the procedure is common in the area.McClain later suffered a heart attack and died six days later.AutopsyOn Nov. 10, a coroner released an autopsy report that listed McClain's death as "undetermined" — meaning they could not determine if McCain's death was an accident, a homicide or of natural causes.The report references multiple abrasions on McClains face, back and legs, and also references some hemorrhaging around his neck.Though the report notes that the levels of ketamine in McClain's body were at a "therapeutic level," examiners could not rule out that he had an unexpected reaction to the drug.The coroner ultimately determined that it was most likely McClain's "psychical exertion" that led to his death but stopped short of saying he died of natural causes.InvestigationShortly after the arrest, the officers involved in McClain's arrest were placed on leave. They've since been reinstated.On Nov. 23, the Aurora Police Department announced that the officers would not face charges."There is no evidence that any of the officers sought to cause injury or death to Mr. McClain," a letter from the 17th Judicial District Attorney's Office read. The letter went on to say that the officers' use of force was appropriate given the circumstances.At a press conference, Aurora Police released police body camera footage from the arrest, which shows officers grab McClain almost immediately after attempting to stop him. Video also shows McClain vomiting and telling him that he couldn't breathe.On June 5, the Aurora Police Department banned the use of the chokehold officers used during McClain's arrest.McClain's family has called for an independent investigation into the arrest for months. But it wasn't until June — about 10 months after McClain's death — that steps were taken to put an investigator in place.But less than 24 hours after Aurora City Manager Jim Twombly announced that Connecticut-based attorney Eric Daigle would lead the third-party investigation into McClain's death, the city severed its contract with Daigle. WEST LAFAYETTE, Ind. -- Target will bring a new type of store to Indiana in 2019.The retailer announced Thursday it will open its first small-format store at 304 W. State Street near the Purdue campus in West Lafayette.The store will offer "a quick-trip shopping experience" with beauty and personal care items, food and beverages, and dorm and apartment essentials.The small-format Target will also offer Order Pickup which will allow customers to buy online and pickup in the store.The nearly 12,000-square-foot West Lafayette store will employ up to 45 people.Development will begin this spring pending city council approval.Target says it has plans to open 130 of these small-format stores by the end of 2019.The stores will be in areas where a traditional Target may not fit, like dense suburban neighborhoods, urban areas and on college campuses.   877

WAVELAND, Miss. — Storm-weary Gulf Coast residents are preparing for a new weather onslaught as Tropical Storm Sally churns northward. Forecasters from the National Hurricane Center in Miami said Sally is expected to become a hurricane on Monday and reach shore by early Tuesday, bringing dangerous weather conditions including risk of flooding to a region stretching from the western Florida Panhandle to southeast Louisiana. Louisiana Gov. John Bel Edwards urged people to prepare for the storm immediately. He also said there are still many from southwestern Louisiana who evacuated from Hurricane Laura into New Orleans — exactly the area that could be hit by Sally.As the Gulf Coast braced for Sally, Bermuda was hunkered down and riding out the effects of Hurricane Paulette. That storm — with maximum sustained winds of 90 mph as of 4 a.m. ET — was hovering above the Atlantic island nation as of Monday morning. The storm is expected to impact Bermuda throughout the day on Monday before moving west on Tuesday.Also on Monday, Tropical Storm Teddy formed in the eastern Atlantic Ocean. According to National Hurricane Center forecasts, it's not expected to make landfall until next week if it doesn't dissipate by then.Teddy marks the 19th named storm of 2020. Weeks ago, it was thought that the US was on its way to reopening the economy with the coronavirus no longer posing the threat to the nation it once did.And then increases of testing have shown in recent weeks the virus is not only more prevalent than previously thought, but is spreading at a faster rate.Last Friday, Texas Gov. Greg Abbott ordered the states bars to close. Fellow Republican Gov. Ron DeSantis of Florida made a similar announcement, prohibiting on-site alcohol consumption at bars.Come Monday, Arizona Gov. Doug Ducey also closed bars in his state. The sudden reversal came out of necessity as all three states are concerned that hospitals could be overwhelmed with COVID-19 patients.So what makes bars uniquely dangerous?Bars are largely places meant for extended social interaction. That has led to several recent outbreaks of the virus.For instance, there were at least 100 reported cases tied to an outbreak in the Tigerland nightlife district in Louisiana. A group of 16 friends all tested positive for the virus after a visit to a bar, according to local reports."It seems like the largest growing sector of cases in the United States seems to be in the 18 to 40 year old range," Zach Jenkins, Associate Professor of Pharmacy Practice at Cedarville University. "Bars also seem to be a common source that infections are springing from. In my estimation, what we're seeing is the direct result of lockdowns easing up. Bars were physically closed throughout the country, people had minimal to no access to alcohol, and many people canceled their vacation plans. "Bars are often social experiences by nature, and younger crowds are more likely to frequent them. When alcohol consumption is added to the mix, people are less likely to keep their distance or practice other behaviors that limit the spread of the virus. Another layer to consider is that many bars lack outdoor seating in larger cities may have limited outdoor seating. Add all of that together, and you start to see why bars seem to be such a hot spot for activity."The CDC still encourages people to remain six feet apart and wear masks in public settings, which could be a challenge consuming alcohol while in a crowded bar.The CDC has released guidelines for the public to decide on whether it's safe to visit places such as bars and restaurants.
