SAN DIEGO (KGTV) — Some Pacific Beach families say they no longer feel comfortable at their public library because of the homeless population."It's no longer a library it's a homeless shelter, and that's the word that's spreading."Racheal Allen spends hours each day crusading for public safety in PB. The Neighborhood Watch Block Captain is tired of seeing the same problems on repeat at the library. "Cleanliness an issue, hygiene, I would not let my kid run around barefoot here," Allen said.MAP: Track crime happening in your neighborhoodMost recently she saw the swing sets being used as a clothesline. "I've seen a lot, but when I saw that it was a slap in the face," Allen added.And another slap in the face she says, a new library policy enacted last year. "If I was to enforce I'm going to suspend a toddler who falls asleep or I’m going to going to suspend an 80-year-old man who nods off reading the newspaper.”Jones says now, staff will wake a person up but they won't be kicked out if they're not disrupting others. "It was punitive and unfair and targeting a specific population," Jones said.Jones says one reason the policy changed was after a librarian found a teenager sleeping. SAN DIEGO (KGTV) - Some residents picking up trash in a City Heights neighborhood were met by a disturbing sight and an ominous warning near a homeless encampment.Blocks from an elementary school on Fairmont Avenue, Matt Armstrong and a friend collected more than seven bags of trash in a culvert near the small encampment Wednesday. The next day, he and his friend were at it again, when they saw it. In front of a tent and hanging from a limb was a noose and a handmade sign inches away."It says, 'Trespassers will hang by the heads,'" said Armstrong.Armstrong, a black belt, wasn't intimidated, but the warning is one he takes seriously."Something like this sends a message that they will hurt you. There are no rules. It's disconcerting," said Armstrong.The safety issue becoming more prominent the last few years as more and more local residents have reported to 10News about encounters with aggressive transients. Unwilling to back down, Armstrong ventured back into the brush, where several homeless told him the transient who hung the noose wasn't there."They told me it was a joke, but it's not funny to me. People should not feel unsafe in their own neighborhood," said Armstrong.Armstrong also filed a complaint about the noose with the city. We reached out to city officials but have yet to hear back. 1346

SAN DIEGO (KGTV) — San Diego State University's Interfraternity Council voted this week to ban social gatherings on campus this fall.The Thursday night vote bans all IFC social events and requires that all IFC recruitment events be held virtually to curb the spread of COVID-19. IFC's social moratorium also prevents fraternities from hosting any formal or informal events at chapter facilities or in satellite houses."The fact of the matter is that COVID-19 is currently a very real concern in our SDSU community," Lee Abed, IFC president, said. “Because of this, we would like to ensure that our community sees COVID-19 have as little of an impact as possible. Therefore, out of an abundance of caution, we have decided to halt all social events effective immediately.”The ban only applies to IFC members and does not affect College Panhellenic Association, the National Pan-Hellenic Council, or the United Sorority and Fraternity Council. Any chapters that violate the guidelines will be referred to the IFC judicial board for review, the school says.With some exceptions, most of SDSU's courses will be held online this fall, though some students will still be living in on-campus housing or in the surrounding College Area during the semester. 1256

Park officials issued a statement on Monday to announce the March 10 closure due to “possible periods of significant rain and high winds.”Park officials say they anticipate opening again on Wednesday, March 11. SAN DIEGO (KGTV) — SeaWorld San Diego welcomed several adorable birds to the flock this week, well, "flamboyance."The park welcomed seven Caribbean flamingo chicks to the mix, ranging from 2 to 11 days old, recently.The birds have entered breeding season, SeaWorld says, and cute gray, fluffy newborns will be available to see at Flamingo Cove.RELATED: SeaWorld offers Inside Look as additional experienceFlamingo eggs incubate for about 28 days before hatching, according to the park. Both the male and female take turns sitting on top of the nest to incubate the egg.Once hatched, both parents feed the chick by producing a secretion called, "crop milk."While flamingos are known for the bright pink feathers, they are born with gray or white down feathers. The pink feathers' color occurs from the carotenoid proteins in their diet.
