JERUSALEM, May 8 (Xinhua) -- Israeli researcher Jacob (Koby) Scheuer, from the Tel Aviv University (TAU) School of Electrical Engineering, has developed a nano-scale gyroscope, the Ha'aretz daily reported Sunday.Scheuer developed a new optic-fiber nano-sensor four years ago, along with an optic gyroscope that works in conjunction with the sensor. As he developed the devices, it occurred to him that his discovery could be harnessed to surgical needs, virtual reality, or communications, said the report."What we developed here is an optic gyroscope," Scheuer told Xinhua in a recent interview on Sunday, "like the others, but the breakthrough is that we found a way to measure rotation in a very, very small device using the optic sensor."Optic gyroscopes emit light when they rotate, and change its wavelength when there is any change in the speed of rotation, making it possible to measure velocity and position by the differences in light.Scheuer's gyroscope, however, is so small in comparison to the others commonly used in planes, trains and vehicles, that it can be used in cell phones or watches and does not need satellite connection like the ubiquitous Global Positioning System. The applications of this gyroscope and optic sensor are almost endless, as Scheuer puts it."It can be a pill that you swallow and can move through your body to take pictures or release drugs in a localized area," the researcher explained, "or it can be used by a doctor to operate on a patient who is thousands of kilometers away.""Our gyroscope has complete independent navigation capability, which the others don't have," he stressed.Though the new optic gyroscope works in theory, it still hasn't been tried in out in reality. "It will take some time until we can empirically demonstrate our work, I would say about three to five years," Scheuer added.Alongside the gyroscope, Scheuer continues to work on the optic sensor, whose applications can also be found in security, such as an information security system developed by Scheuer to safeguard online information that acts as a key bearer."When both parties have 'the key' it's virtually impossible to hack the information sent," Scheuer noted, terming the development as a "total paradigm change."

PANAMA CITY, April 17 (Xinhua) -- In Latin America there are 600,000 people infected with the Acquired Immune Deficiency Syndrome (AIDS) and about 50 percent of them receive treatment, regional director of UNAIDS for Latin America Cesar Nunez said on Sunday."We have to work a lot for the other half get treatment," Nunez told Xinhua during the 124th Assembly of the Inter-parliamentarian Assembly hosted in Panama City from April 15 to 20.Nunez urged the governments of the region to redouble efforts to control this pandemic, by improving the prevention campaigns to stop new infections."The availability of the medicines has grown in the last 10 years and the countries have taken this commitment, however, the number of infections each time is bigger than the number of people we can treat," he said.According to Nunez, despite the increase of new infections among women, the men sector continue being one of the most affected social groups by this virus."In Latin America we have an epidemic where the most affected are men, followed by homosexuals, lesbians and sex workers," he said.Nunez said that during the meeting with the parliamentarians, they exchanged experiences to contribute to improve the management of this disease."We have met with parliamentarians who have voted for more budget to buy more medicines, in favor of laws for more education about this topic and participation in the exchange of information to know about the advances and backwards of the fight against Aids," he said. Some 800 parliamentarians from 125 countries attended the 124th Assembly to debate the recent events in the Arab world, the disaster in Japan and sustainable development.

ADDIS ABABA, Jan. 28 (Xinhua) -- Fruitful results have been achieved some one year after the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC), Chinese envoy and Assistant Foreign Minister Liu Zhenmin told Xinhua here on Friday.Liu was in the Ethiopian capital Addis Ababa to attend the 16th African Union (AU) summit as special envoy of the Chinese government.During the FOCAC ministerial meeting held in November 2009 in Sharm el-Sheikh, Egypt, the Chinese government announced eight new measures of promoting Sino-African cooperation.Since then, China has been actively implementing various programs and projects according to the eight new measures, Liu said. The “China-Africa Science and Technology Partnership Program” and the “China-Africa Joint Research and Exchange Program” have been launched, Liu said, adding that the aid program of agricultural demonstration center is in smooth implementation process.Meanwhile, China is actively working on establishing the China-Africa partnership in addressing climate change, and is strengthening communication and coordination with Africa on the issue of climate change, Liu said. The Chinese envoy added that various programs and events such as the China-Africa Agricultural Cooperation Forum, the “African Culture in Focus 2010” activities, and the “20+20 Cooperation Plan of Chinese and African Institutions of Higher Learning” have been launched or successfully held. He said these events have promoted the comprehensive development of China-Africa relations.A wide range of other measures are also being carried out in an active manner, according to Liu.The year 2011 is key to the implementation of the measures announced on the fourth ministerial meeting of FOCAC, Liu stressed. To this end, China will continue strengthening communication and coordination with African countries, carrying out close cooperation and pushing forward the development of the China-Africa new strategic partnership, he pledged.

BEIJING, March 10 (Xinhuanet) -- Cigarette displays in shops will be banned and tobacco companies may also be forced to make their products in plain wrappers in an attempt to stop people from smoking, announced the UK government Thursday. The prominent displays and attractive packaging of tobacco have long provided shopkeepers with stable income, keeping addicts hooked and quitters tempted. However, the government's move that will begin as early as spring next year will keep cigarettes hidden away and make it just a tad more difficult for smokers to find their fix."Nearly all adult smokers started smoking before they turned 18 and every year, over 300,000 children under 16 try smoking," said Chief Medical Officer Sally Davies."Smoking is undeniably one of the biggest and most stubborn challenges in public health. Over eight million people in England still smoke and it causes more than 80,000 deaths each year," Health Secretary Andrew Lansley said in his statement on the new law. Now, this move has drawn predictable responses from both sides of the tobacco wars, with health groups cheering and retailers grumbling. The British Medical Association said it was "very pleased" with the announcement, citing research which it said showed that a display ban would play "a key role in discouraging children from smoking and also help smokers quit."On the other hand, industry groups and independent retailers complained it would burden them with the cost of refitting their stores and reduce their already narrow profit margins. And according to media interviews, many people kept skeptical about the real impact the move would have, especially on young smokers.

GENEVA, May 3 (Xinhua) -- Roughly half to three quarters of adults aged between 18 to 65 years have had headache in the last year, a prevalent problem that went under-treated, the Geneva based World Health Organization (WHO) said in a report issued Tuesday. The report, named "Of Headache Disorders and Resources in the World 2011," regarded headache disorders as one of the most prevalent disorders of mankind.WHO estimated over 10 percent of the adult population suffered from migraine, and 1.7 to 4 percent of them were troubled frequently by headache on 15 or more days every month.Among all cases studied, the report said, on average only 10 percent were treated by neurologists, and the rates were even lower in Africa and South-East Asia.Three types of headache disorders were underlined as the most frequently seen, including migraine, tension-type headache and that caused by medication-overuse.The report concluded that given the very high indirect costs of headache, investment in health care related to headache treatment might be overall cost-saving to society.
