(KGTV) - San Diegans looking to find a new job - or get a better one - will soon have a new resource to help them get there. Goodwill Industries San Diego is finishing a more than 4,000 square-foot job training center in San Ysidro, which it plans to open Sept. 13. The 0,000 facility is replacing the organization's rack store at 630 Front St. in San Ysidro, which moved to a new location. That number does not include San Diegans who would like more hours, or whose jobs don't pay enough to make ends meet. Ken Joy, 75, is currently living with his sister in La Mesa. Social Security is his only income. Congressman Duncan Hunter resigned after pleading guilty to a felony count of campaign fraud in December. "For two years now, we've had a member of Congress who didn't serve on any committees, and that's really where you help your district," said John Dadian, a political analyst who lives in Hunter's district. "This is a strongly Republican district with a good number of Democrats," said Thad Kousser, who chairs the political science department at UC San Diego. "Ammar Campa-Najjar looks very likely that he'll advance to November, but there are even more votes out there for Republicans."In 2018, Campa-Najjar narrowly lost to Hunter, who was indicted about three months before the election. Dadian said the poll is a snapshot in time, which could change quickly now that the holidays are over and the March primary is approaching. RELATED: Rep. (KGTV) -- Proposition 22 was approved by California voters on Tuesday, allowing app-based and delivery drivers to be classified as independent contractors.Under Prop. 22, workers would be guaranteed an hourly wage and sick leave.The proposition also states that drivers who work more than 15 hours per week would qualify for a monthly health insurance stipend, new medical and disability benefits if injured on the job, and new rules pertaining to rest periods, sexual harassment, and criminal background checks.Supporters say Prop. 22 protects app-based drivers’ choice to be independent contractors. The proposition is also endorsed by a majority of drivers, community members, and small business groups.Those opposed to Prop. 22 say a “no” vote stops companies from writing their own exemption to California law. Opponents also say the proposition denies drivers rights and safety protections.Proposition 22 was launched and partially funded by Lyft and Uber. Nearly 0 million was spent on the campaign for this proposition alone. 1044
