LOS ANGELES (AP) -- California health officials have released guidelines for elementary schools to seek waivers allowing them to offer classroom instruction in the midst of the coronavirus pandemic.Officials on Monday said some public and private schools in 38 counties on a state watch list, including San Diego County, can seek waivers from local health officials if they have plans for keeping students and staff safe and meet certain criteria.But the state says school reopenings can't be considered in counties with the highest rates of COVID-19 infection. LOS ANGELES (AP) — A California dam could fail during an extreme storm and send water flooding into Mojave Desert communities that are home to about 300,000 people, authorities said Friday.The U.S. Army Corps of Engineers announced that it has changed its risk characterization of the Mojave River Dam from low to high urgency of action. The Corps says it estimates that only 16,000 people in those communities would be affected by flooding.The earthen dam was built in the 1970s near the San Bernardino Mountains northeast of Los Angeles. It was designed for flood control and is usually dry.The 200-foot-high (61-meter-high) dam has never breached but an assessment last year found that during an extreme storm, water could flow over the top and erode the dam.That could threaten Apple Valley, Hesperia, Victorville, Barstow and even the tiny town of Baker, more than 140 miles (225.3 kilometers) downstream.The chances of such a storm are only about 1-in-10,000, said Luciano Vera, spokesman for the Los Angeles district of the Army Corps of Engineers.However, "all it takes is one event ... one Katrina, one Hurricane Harvey," Vera said. "These storms are happening more and more, so this is our way of looking toward the future."The corps has been working with local communities on emergency preparation plans and will also begin a study on upgrading and strengthening the dam, Vera said.Since 2005's devastating Katrina, the corps has been looking at all of its 700 dams nationwide.In May, the corps upgraded the risk characterization of Prado Dam to high urgency. That dam is located on the Santa Ana River in the Los Angeles suburb of Corona. Dozens of Southern California cities with about 1.4 million people live downstream.Work to improve the dam has been under way since 2002 to increase the amount of floodwaters and sediment it can store.In 2017, some 200,000 people in three Sierra Nevada counties were forced to evacuate after spillways at the Oroville Dam crumbled and fell away during heavy rains.Flooding didn't happen, however, and the dam has since been repaired. 2092

Other workers detailed accounts of racism, fear and intimidation, BuzzFeed reports.Three executive producers of the show have been fired since the allegations were revealed.At the end of her opening monologue, DeGeneres announced that Stephen “tWitch” Boss won’t be her DJ any longer. LOS ANGELES (CNS) - A member of a downtown Los Angeles street gang caught with thousands of dollars worth of methamphetamine packaged to resemble 14 foil-wrapped burritos was sentenced Monday to 15 years behind bars for federal drug and gun crimes.Ricardo ``Flaco'' Renteria, 48, of Colton, was also ordered to serve five years of supervised release following prison and pay a mandatory special assessment of 0.``He has a very long criminal history,'' Chief U.S. District Judge Virginia A. Phillips said from the bench. ``This was a large amount of methamphetamine -- and the way it was packaged, it was clearly for sale.''According to evidence presented at trial, Los Angeles police officers pulled Renteria over on Feb. 3, 2018, in the Angelino Heights neighborhood of Los Angeles after they witnessed him erratically and evasively driving a white Chevrolet Tahoe.Renteria consented to a search of the SUV and law enforcement found a black garbage bag on the floor behind the driver's seat. Inside the bag were 14 foil-wrapped, burrito-shaped packages containing 13.7 pounds of methamphetamine with a street value ranging from ,000 to ,000.A subsequent search revealed a fully loaded Smith & Wesson .38 Special handgun and more than 0 in cash, evidence showed. Renteria was arrested at the scene and indicted by a federal grand jury in March 2018.After a one-day bench trial in March, Phillips found him guilty of three felonies: possession with intent to distribute methamphetamine, being a felon in possession of a firearm, and possession of a firearm in furtherance of a drug trafficking crime.At his sentencing hearing, Renteria asked the judge to ``take into consideration (that) I have a family waiting for me -- and I apologize for the situation I find myself in.''But Phillips said that a significant prison sentence was necessary ``to protect the public from further crimes of the defendant.'' She also recommended that Renteria undergo a mental and physical health examination while behind bars. 2031

  

LOS ANGELES (AP) — Arnold Spielberg, father of director Steven Spielberg and a pioneering computer engineer, has died. A family statement says Spielberg died Tuesday in Los Angeles at 103. He co-designed the GE-225 mainframe computer while working for General Electric in the 1950s. The machine allowed researchers at Dartmouth College to come up with the coding language BASIC, which made personal computers possible. Spielberg tried to get his son into engineering but said he could tell his heart was in the movies, and he helped him make his first full-length film, “Firelight,” when the future director was 16. 623
