SAN ONOFRE (CNS) - The California Coastal Commission voted 10-0 in a special meeting Thursday to approve an inspection and maintenance program allowing Southern California Edison to store spent nuclear fuel in a storage site at the San Onofre Nuclear Generating Station.The program outlines actions SCE will take to inspect the canisters that contain spent nuclear fuel, as well as how potential issues with the canisters will be remedied.Robotic devices will be used to inspect the canisters and site conditions will be simulated on a test canister, which will be observed for potential degradation. Two spent fuel storage canisters will be inspected every five years starting in 2024, and the test canister will be inspected every two to three years.Canister flaws will be repaired by applying a nickel-based metallic spray, and the presence of flaws may result in increased canister inspection frequency and an increase in the number of canisters inspected.The inspection and maintenance program was also reviewed by the engineering consulting firm LPI, which provided recommendations that included the increase in canister inspections should flaws arise.Nearly 3.6 million pounds of spent nuclear fuel are stored at the plant, which stopped producing electricity in 2012.Concerns remain over the plant's proximity to the ocean and the potential for the site to be affected by rising sea levels, tsunami inundation, seismic hazards.By 2035, the commission may look to relocate the canisters to another site, although no such location is available, according to a commission report.The report states that though the commission "has consistently voiced its concern that there is no permanent or long-term repository for spent nuclear fuel from SONGS or the other nuclear power plants along the California coast," no such repository has been identified by the federal government, necessitating storage on-site at SONGS and many other nuclear power plants across the country.The inspection and maintenance program is designed to ensure the canisters "will remain in a physical condition sufficient to allow both on- site transfer and off-site transport," should such a site become available. 2198
SANDUSKY, Ohio - Luggage lost in the wind with a Sandusky, Ohio man's supply of life-saving medication inside.Alvin Rogers was taking the Greyhound bus from Sandusky to Pensacola, Florida in September. His headache started in Atlanta."They were telling me I couldn't go to Pensacola because of the storm," said Rogers.Rogers' insulin pens, similar to the medicine he lost in the bags that can't be found by Greyhound. Hurricane Florence delayed Rogers, but while he was stuck, Alvin was told his three bags were sent to Pensacola on another bus."I said, 'Well, how can my luggage go to Pensacola in a storm and I can't," asked Rogers. "I mean, it's still gotta be on the bus."That was the first time Rogers was separated from his bags and the thousands of dollars worth of medicine that he needed for an extended trip. When Rogers finally got to Pensacola a day later, the bags were nowhere to be found."So I had to wind up buying a plane ticket to get back to Ohio so I could get my doctors to get me some more meds," said Rogers.Rogers' bus and plane tickets bringing him to Pensacola, Florida and back to Ohio.A month later, back in Sandusky, Rogers still doesn't have his bags even after constant calls from Roger's roommate, Karin Lucas."A fiasco," said Lucas, describing when she calls Greyhound. "I get transferred constantly. Representatives pass the buck."Rogers and Lucas say when they reach out to Greyhound for help, they're surprised when a live person is on the other end of the line.Lucas says they could get 0 for each of the three lost bags through the Greyhound claim process. But the emergency plane ticket was nearly 0 itself. The original Greyhound ticket was about 0, including the extra money Rogers paid to get help loading and unloading the luggage and Rogers can't get that money back."For all the good it did, I still wound up losing everything," said Rogers.Roger's claim form identifies ,000 worth of medicine and personal items lost in the bags."Everything he owns was in those bags because he planned on relocating," said Lucas.Lucas says when she reaches out to Greyhound for help, she gets nowhere."For them to be as nonchalant about the situation is really really sad," said Lucas.The Cleveland Greyhound Station, where Rogers says his bags might arrive if they are ever found.Greyhound said they are still looking for the bags. Even once they are found, Alvin says he'll likely have to pick up his bags at the bus station in Cleveland or one of Ohio's other bigger cities. Rogers said he's been told Greyhound won't deliver bags to smaller pickup spots like Sandusky.Back in April, a bizarre Greyhound trip left Cleveland for New York City before turning around before a problem with the bus. Then, the city went all the way to Toledo because the driver missed the exit for Cleveland. Back then, riders said Greyhound was not very helpful finding a solution and did not offer refunds. 2963
Security is being questioned after a plane was stolen from the Seattle-Tacoma International Airport on Friday. As officials look into how this happened, investigative reporter Jace Larson finds out more about the man piloting the plane.Richard Russell seemed coherent in his final conversations with air traffic control."I've got a lot of people that care about me, and uhh... it's gonna disappoint them to hear that I did this.”Russell did some aerial stunts while refusing air traffic control’s attempts to have him land.Russell’s final words were captured on radio, and he was apologetic to those he loved."Just a broken guy. Got a few screws loose, I guess,” Russell could be heard saying. “Never really knew it, until now."One of Russell's co-workers was surprised to hear his voice."You could tell he was in pain,” says Jeremy Kaelin, a former co-worker of Russell. “Kind of seemed a little delusional, and I was just shocked to see that someone who was so nice, so helpful and caring, actually he cared about his job, to do such a thing and you know and end his life."Russell had access to secure aircraft areas as a ground service agent and had knowledge on taxiing planes around the airport.Protocol requires two people to be present to tow the plane. Authorities are still unsure how Russell managed to access the plane alone and move it by himself."We believe he was in uniform,” says Brad Tilden, CEO of Alaska Airlines. “His job is to be around airplanes. He is tow certified, so he's meant to be-- airports have a non-secure side and a secure side. He's meant to be on the secure side. That's a part of the fulfillment of his job responsibilities."Once in the air, military jets were sent to follow Russell to make sure he didn't do anything dangerous."Military jets were scrambled from Portland, but it does not appear that the jets were involved in the crash of the Horizon aircraft," says Gary Beck, CEO of Horizon Air.The National Transportation Safety Board says Russell crashed through several lines of 10-foot-high trees. 2050
SAN FRANCISCO (AP) — The University of California's governing board approved a tuition increase Thursday for out-of-state undergraduate students of 3.5 percent, or 8 a year, starting in the 2018-19 school year.The increase will bring tuition and fees for out-of-state undergraduates to nearly ,000 next year, more than triple what California residents pay.The Board of Regents voted 12-3 in favor of the increase but also agreed to rescind it if they can lobby the Legislature for more money.UC President Janet Napolitano urged the regents to approve the increase, calling it necessary for the fiscal health of UC schools, and unlikely that the state would allot more funding for out-of-state students."Reality needs to intrude here," Napolitano said at the board's meeting in Los Angeles. "The notion that the Legislature will provide any relief on non-resident tuition... is illusory."UC officials say the increase will generate nearly million and help compensate for lower than expected state funding at a time of record-high enrollment. The money will help fund more faculty and course offerings and help reduce class sizes.Napolitano has said the UC had no choice but to propose tuition increases after Gov. Jerry Brown allotted less funding for California's public universities than expected in his 2018-19 budget proposal earlier this year.The state budget will go through numerous revisions before a final vote is held in June but Brown has said the UC will not get additional funds and urged university officials to "live within their means."The regents had initially planned to vote on tuition increases at their last meeting in January but opted to delay the vote in hopes of securing more state money. In May, regents will take up the more contentious issue of whether to raise tuition for California residents by 2.7 percent, or 2.California residents currently pay ,630 in "system-wide tuition and fees" annually, as do out-of-state students who also pay a "supplemental tuition" of ,014.Thursday's vote increased the supplemental tuition for out-of-state students to ,992, bringing the new total for out-of-state students' tuition and fees to ,622. The UC estimates that room and board, books and other costs add about ,000.California residents make up about 82 percent of the 217,000 undergraduates at UC schools, while about 6 percent of students come from out-of-state. International students account for 11 percent of UC students.Students have vocally opposed any increases and urged regents to push harder for state funding.Lt. Gov. Gavin Newsom, who is a UC regent and also running for governor, voted against the increase on Thursday, saying there was still time to put pressure on the Legislature."I feel once again we're letting them off the hook by making a decision prematurely," Newsom said. (KGTV) - Surveillance video obtained by ABC 10News shows a gas thief in action in Santee.Just before 3 a.m. last Wednesday, at a business park off North Woodside Avenue, the video revealed a masked man up to no good."Just sad seeing someone doing that," said Kevin Wilson.The owner of the vans shown in the video is Kevin Wilson, co-owner of carpet cleaning and repair company, Southwestern Carpet Works. Hours later, he arrived and smelled the aftermath."Pulled up to work and I could immediately smell gas," said Wilson.When he looked at the gas gauge of his box van, his heart sank."Instantly could tell there was less than a quarter tank, and there was a full tank the day before," said Wilson.Here's why. In the video, a man is seen carrying a water jug and some tubing. The man shoves the tube into the gas tank, before puts the tube to his mouth and siphoning the gas.He would get away with about 20 gallons of fuel."Angry and disappointed. He is stealing from a small, family business. If you steal from us, you’re stealing from our kids and our employees' kids," said Wilson.Like most small businesses, his was impacted by COVID-19"For the first month-and-a-half to two months, it was really slow," said Wilson.Fast forward to the end of summer. Wilson believes the gas thief in the video is the same one that hit his business two others times in the past few months."In times past, a little more cautious. He had his back to camera, but dressed in similar clothes and shoes," said Wilson.Wilson says other businesses in the area have also been targeted in the same time period.
