OCEANSIDE, Calif. (KGTV) - The City of Oceanside is taking control of its water destiny, investing in a facility to purify recycled water from homes.“It’s not being used, it’s really a waste. A lot of that water is going out to the ocean and it’s really a precious resource," said Cari Dale, Water Utilities Director for the city. This Fall they'll break ground on the Pure Water Oceanside facility, which will sit right next to the San Luis Rey Water Reclamation Facility.The process uses state-of-the-art water purification steps that replicate and accelerate nature's natural recycling process. The facility will create between 3 and 5 million gallons per day of high-quality drinking water for the Oceanside community.Currently, the city gets most of its water from outside sources, which is costly and subject to drought and environmental disasters.Pure Water Oceanside will be able to provide 30 percent of the city's water supply.“It’s important because it’s controlling our own destiny, we’re really reusing something that would otherwise would be thrown away, so really it’s being a good environmental steward," said Dale.Orange County has been using a similar system for years.Funding for the million project will come from the city, as well as federal and state grants. (KGTV) -- A family of out-of-state vacationers was displaced after a dryer in the home they were renting caught fire.Firefighters were called to the home, located on the 1000 block of South Pacific Street, shortly after midnight Sunday.After arriving, firefighters discovered that a clothes dryer near a downstairs bedroom of the home was on fire.Firefighters were able to quickly extinguish the flames, but not before a woman in her 60s suffered smoke inhalation.Crews say seven adults and none children staying in the two-unit home were displaced by the fire.Firefighters from Camp Pendleton, Vista and Carlsbad assisted. On Monday morning, Pfizer announced that so far in Phase 3 trials, its COVID-19 vaccine candidate has been 90% effective in promoting protection against the virus. And while the announcement has many Americans seeing the light at the end of the tunnel, the pandemic is still far from over.Pfizer's announcement on Monday is an encouraging sign, as it means that the company is on track to file for Emergency Use Authorization for the vaccine in the coming weeks. It also keeps the U.S. on a timeline to have at least one vaccine approved and available for distribution by the end of 2021.But Monday's announcement does not mean a vaccine is imminent. Pfizer is currently mass-manufacturing its vaccine candidate in the event it does receive Emergency Use Authorization from the FDA, and hopes to have 100 million doses of the vaccine ready to ship by year's end. But even if Pfizer is able to fulfill that ambitious order by Dec. 31, it would only be able to vaccinate about one-third of everyone in the county.Once the initial vaccine order has been completed, it will need to be rationed for those who need it most — likely health care workers, essential employees and people in high-risk populations. While it is unclear who exactly will be eligible to receive the vaccine first, the Department of Health and Human Services (HHS) says the early distribution of a COVID-19 vaccine will be "constrained tightly" and will be "highly targeted" to "achieve coverage in priority populations."Eventually, the U.S. hopes to grant emergency use authorization to several vaccine candidates — many of which are currently in production on orders from the U.S. government. (KGTV) -  A group called "Take Back Oceanside" with some 300 members strong is vowing the clean up the filth and violence they say has crept into their neighborhood along the San Luis Rey riverbed.Organizer Drew Andrioff says the crime is out of control."We believe other coastal communities are giving the transients bus and train tickets here, and the city is limited in what they can do. It's gotten so bad no one wants to take their kids out. Police don't come down here after dark because the camps have traps....trip wires and sharp bamboo," said Andrioff.Police estimate nearly 500 homeless people are living along the riverbank.  The Oceanside Police Department has made over 1,000 arrests in that area since the first of the year.Lifelong Oceanside resident Donna McGinty says the crime is seeping into the city."Every atrocity imaginable is happening down there.  Prostitution is rampant.  The transient groups have their own little government down there and it's well organized," she said.Pictures taken by the neighborhood group show used needles, hundreds of shopping carts, heaping trash, a machete, and a polluted river. The group plans to attend the Oceanside City Council meeting on October 17 to ask for help. 1283
