Agents described them as a man and a woman. The agency told 10News a getaway car was waiting for the pair. The driver of the car led agents on a high-speed chase reaching speeds of more than 100 miles per hour. SAN DIEGO (KGTV) — Two weeks ago, the county warned San Diegans to continue practicing social distancing, washing of hands, and wearing facial coverings over the Labor Day weekend to thwart the spread of COVID-19.County public health officials had been clear that they did not want to see the same case spikes that followed July 4th and Memorial Day.Now that Labor Day has passed, local doctors say they have yet to see the same spike in coronavirus cases seen after holidays earlier this summer."We have not seen a sustained rate of 30, 40, 60 positives like we did around July 4. We're not seeing it yet," said Dr. David Pride, an infectious disease specialist at UC San Diego.Pride says the difference may be due to residents being more educated about the virus and how to best slow the spread. For the other two holidays, schools were also still closed.According to the county, 10 days after July 4 the region's positivity rate was 6.3%. Currently, the county's positivity rate is 4.4%."We're 10 days out, no big jump so far, our positivity rates suggest that something is different this time and hopefully that will continue for a week or two," Pride said. While San Diego County's positivity rate is low, it's the region's case rate (cases per 100,000 residents) that continues to be an issue. And now, it's the county's case rate that threatens to push the region's into a stricter reopening tier."This time around they're not sitting home, they're not socially distancing, so we're gonna see spikes that are largely unrelated to the Labor Day weekend," says Pride. And with more fall holidays approaching, Pride says residents will need to continue their vigilance through the holidays as spikes in cases are more likely. 1735

SAN DIEGO (KGTV) — WWE Wrestler John Cena paid his friend and rookie Padres pitcher, Logan Allen one dollar, after losing a bet he made a year and a half ago. The signed dollar was handed to Allen at the Ceremonial First Pitch, a day after the 22-year-old made his Major League debut at Petco Park. Allen's debut performance on the Major League mound Tuesday was nothing short of stellar. Off the mound, he also hit a single to right field, helping his own cause in a 4-1 victory for the Padres. This his was the game that changed Logan Allen's life forever, and earned him a dollar from John Cena. It all started in January 2018, when the then-Minor Leaguer had a chance encounter with Cena at a Tampa Steak House. The two clicked and made a bet. "How can I create a situation, not to have Logan fail? But to face him with the concept of failure? I bet him a dollar that he would not make it into the Major Leagues," Cena said to the Padres. They shook on it and kept in touch. Fast forward to Tuesday, and John Cena was in the Owner's Box, witnessing his friend deliver seven shutout innings. After walking off the mount, the 13-time WWE Champion was seen giving his friend a standing ovation. Allen received a long, emotional hug from his teammates. In a post-game interview with 10News, Allen said it was a day he will never forget, thanks to a unique friendship and a fun little bet. "He [Cena] is a selfless, unbelievable human being that is almost too good to believe. But he is the man, he portrays on off the screen or the ring or whatever he is doing," Allen said. 1582

SAN DIEGO (KGTV) — Tuesday, San Diego County District Attorney Summer Stephan announced two initiatives designed to improve the way law enforcement interacts with people with mental health issues. Up to .5 million will fund the Crisis Intervention and De-escalation Training for police officers and a 911 Mental Health Checklist card. According to Stephan, law enforcement across San Diego County responded to more than 53,000 calls for service that involved a mental health issue last year. A 25-year study of officer-involved shootings in San Diego County shows 79 percent of the incidents included people who had drug and/or mental health issues. And, according to the San Diego Sheriff’s Department, about 30 percent of inmates in San Diego’s jails receive medication for a mental health disorder.Over the past year, 200 stakeholders and experts came up with 30 specific recommendations for how law enforcement and the justice system can better respond to people facing mental health challenges. Crisis and De-escalation Training and development of the 911 Checklist Card are two of the recommendations included in the report. The DA-funded Crisis Intervention and De-escalation Training will consist of a newly-created curriculum that builds upon, and enhances the current training peace officers receive. The training will include classroom discussions led by PERT (Psychiatric Emergency Response Team) experts, role playing "real life" situations, and use of a video simulator known as the MILO Range Theater. Officers will also be trained to recognize the signs of methamphetamine toxicity, a condition often encountered by police. The MILO system is being purchased by the DA’s office using federal asset forfeiture funding. The interactive simulator improves on similar training systems currently available in San Diego County. The training is also portable, so it can travel countywide in order to promote maximum participation by law enforcement while allowing departments to perform their ongoing duties. The DA says the goal of the two initiatives include reducing the need to use deadly force, improve officer safety and reduce the likelihood that the person in the crisis will get injured. 2215
