NEW YORK, N.Y. -- A man was found decapitated and dismembered in his Lower East Side apartment Tuesday afternoon, according to the New York Police Department.The man's body was found shortly after 3:30 p.m. in the East Houston Street building, officials said.Police identified the victim as 33-year-old Fahim Saleh, a globe-trotting tech entrepreneur, according to his LinkedIn page.According to a police source, it was the victim's own sister who made the grisly discovery in his luxury apartment.Investigators told WPIX that Saleh's sister found an electric saw, still plugged into the outlet, and her brother's limbs placed in bags.Mitchel Glixon was walking his dog past 265 East Houston around 3 p.m. Wednesday when the woman burst out of the lobby, screaming and crying."She just says 'he has no head' and pointed to her arms and kind of making an arm motion as she went back to the lobby. People kind of surrounded her at that point," Glixon said.Officers said the victim was last seen on surveillance video entering the apartment Monday afternoon; 24 hours later, police dogs searched the surrounding area for clues.Police sources said the surveillance video shows Saleh and a well-dressed man all in black following him into the elevator that goes right to his apartment. It is believed this is when he was attacked.Neighbor Jason Gabriel tried to process the news. "It's a scary time right now. People have pent up anger. NEW YORK (AP) — U.S. health officials are taking a new tack in the coronavirus fight by emphasizing recent research that finds a mask protects the person who wears it. Previously, the Centers for Disease Control and Prevention advised masks because of medical evidence that it stops people who are infected with coronavirus — whether they know it or not — from spreading it to others. But this week the CDC posted on its Web site a scientific brief discussing recent studies finding that a wearer gets some protection even if an infected person has no mask.The brief added that adopting a universal masking policy, "can help avert future lockdowns, especially if combined with other non-pharmaceutical interventions such as social distancing, hand hygiene, and adequate ventilation.""Experimental and epidemiological data support community masking to reduce the spread of SARS-CoV-2. The prevention benefit of masking is derived from the combination of source control and personal protection for the mask wearer. The relationship between source control and personal protection is likely complementary and possibly synergistic, so that individual benefit increases with increasing community mask use," the brief read. Researchers pointed to the coronavirus outbreak on the USS Theodore Roosevelt as an example of the effectiveness of mask-wearing, saying, "use of face coverings on-board was associated with a 70% reduced risk."The brief said more research is needed to identify combinations of materials used for face coverings to maximize blocking and filtering effectiveness, as well as durability and comfort. 1620

We had polls that were so ridiculous, and everyone knew it," President Trump said Thursday night.In Virginia, Christopher Newport University's Wason Center for Public Policy was pretty close to predicting the results. A poll in late October said Biden was up by 12 in Virginia with a margin of error of plus or minus 3.4. Biden is currently up 9.43%."It's pretty clear many polls were off, so I'd say broadly speaking this is a challenge with estimating what the true electorate is going to be for pollsters," said Dr. Rebecca Bromley-Trujillo, Research Director at the Wason Center.Part of the challenge is the uniqueness of President Trump. "We have our likely voter models. We have our expectation about who is going to turn out to vote," Bromley-Trujillo said. "Certainly, President Trump has been a unique candidate who has brought out different types of people at higher numbers than is typical."So, what needs to be fixed? Dr. Eric Claville, the Director of the Center for African American Public Policy at Norfolk State University, says more nuance is needed. He feels pollsters should concentrate on issues to help forecast why people vote a certain way."I think the polls have to ask themselves: What is it that really drives individuals to vote one way or another?" Claville said.Reporters and campaigns could also provide more context, the experts said. "It would be better to present the margin of error. NEW YORK (AP) — Pacific Gas & Electric says its equipment may have ignited the 2018 Camp Fire, which killed 86 people and destroyed an entire town in Northern California.The embattled utility, which filed for bankruptcy protection in January, said Thursday it's taking a .5 billion charge for claims connected to the Camp Fire in its fourth quarter earnings.The cause of the Camp Fire, the deadliest in California history, is still under investigation. But firefighters located the start of the fire near a tower on PG&E's Caribou-Palermo transmission line. PG&E says that transmission line lost power right before the fire and was later found to be damaged."We recognize that more must be done to adapt to and address the increasing threat of wildfires and extreme weather in order to keep our customers and communities safe," said John Simon, interim CEO of PG&E, in a statement. "We are taking action now on important safety and maintenance measures identified through our accelerated and enhanced safety inspections and will continue to keep our regulators, customers and investors informed of our efforts."PG&E also recorded a new billion charge related to the 2017 wildfires in Northern California, saying it still estimates it is facing wildfire liabilities in excess of billion.Citing extraordinary challenges from wildfires, PG&E's management concluded the circumstances "raise substantial doubt about PG&E Corporation's and the Utility's ability to continue as going concerns."PG&E also said there was an outage and downed wires in another location, called Big Bend, that morning.
