SAN DIEGO (KGTV) — Two San Diego brothers are renewing their push for a Holocaust memorial along the Embarcadero, but the Port of San Diego does not appear to be on board.Mark and Frank Powell, who are Jewish, want to install the memorial at Tuna Harbor, just steps from the U.S.S. Midway Museum and the popular Unconditional Surrender kissing statue. The monument depicts U.S. Soldiers liberating Nazi concentration camps at the end of World War II, with general Dwight D. Eisenhower looking on. The Powells are bringing the idea back to the Port in light of the recent Poway Chabad shooting and overall increase in anti-Semitic incidents. RELATED: Coronado Bridge to light up this week as part of lighting study"It's to educate students, parents, tourists, the public on genocide, the Holocaust and ways to prevent this from happening," Mark Powell said. In 2017, the Powells had the finances lined up, and support from more than a dozen politicians. They had letters from Democratic Congressman Scott Peters, Republican Congressman Duncan Hunter and San Diego Mayor Kevin Faulconer. But the Port's Public Art committee rejected the proposal in an 8-0 vote. In a statement Friday, Port Chairman Gary Bonelli said there were a number of issues with the proposal."No one on the Committee questioned the importance of the proposed WWII Military Liberation Monument, but Committee members felt that this particular proposal neither inspired nor caused one to contemplate the subject matter," Bonelli said. RELATED:County of San Diego unveils new air monitoring toolsBonelli added that there were concerns over the proposed location due to size and the imagery of barbed wire and chains, particularly next to the Unconditional Surrender Kissing Statue, which he described as popular and celebratory. Mark Powell said that's precisely why it's the right location. "Not everything is going to be butterflies and roses," he said. "We have to teach our kids that life is hard and life is a struggle."The port added that it's not currently accepting new art proposals for the Embarcadero because of redevelopment. A spokeswoman for the agency says the Powells can re-submit their monument proposal if there are significant changes after their prior feedback. They have until January 2020 to do so. 2298

SAN DIEGO (KGTV) - Underused land owned by San Diego's Metropolitan Transit Service could help address the region's need for affordable housing — though not entirely. That's according to a new report by the think-tank Circulate San Diego, which suggests nearly 60 acres of MTS-owned land, including parking lots and structures, could better serve the community as new homes."Empty and underutilized parking lots are a stark and visible demonstration of public lands being underutilized. However, there are substantial real estate assets MTS already considers available for development which are not parking lots," Circulate San Diego's report recommended.RELATED COVERAGE: 679

SAN DIEGO (KGTV) – With testing of potential COVID-19 vaccines speeding up and clinical trials underway, there are some who say they won’t be getting one once a vaccine is in production.Gwen Strickland said her son experienced a severe reaction to a common vaccine."It was something that had never crossed my mind until I witnessed it,” Strickland told ABC 10News.When Strickland hears talk of a potential coronavirus vaccine, she's skeptical the benefits outweigh the risks.RELATED: San Diego clinic to begin trials of coronavirus vaccine"I'd want to see some really long-term data that could guarantee it before I'd be comfortable injecting it into my body or my family," she said.As the pandemic continues on, the race to create a reliable vaccine pushes forward. Some companies are already in the later phases of their trials, including American biotech company Moderna.Moderna’s Phase 3 trial is being conducted at UC San Diego, under the supervision of principal investigator Dr. Stephen Spector. While earlier stages involved healthy people, these new patients will be those at higher risk of developing the disease or with underlying conditions."They are the people who can most benefit and we want to make sure if we have a vaccine it works in these individuals," said Spector.Spector said this particular trial will include 30,000 patients around the country. The size is designed to give researchers a better idea of how safe it could be in the larger population. He said one of the most frequent questions he gets is: Can I get coronavirus from the vaccine?"The answer is absolutely no, the vaccine does not contain the virus,” said Spector. While Dr. Spector and other health experts say a vaccine is the key to getting the virus under control, parents like Strickland say they won't be lining up to get injected. 1830

SAN DIEGO (KGTV) -- Underwater robots showcased difficult tasks and the teams in charge of the technology are hoping to take the crown for the 21st International Robosub Competition in Point Loma.A total of 47 teams from 10 different countries came together with one mission, navigate their robots through a tricky underwater course."We have mechanical, electrical, and computer science, and it's all coming together to make one cohesive vehicle,” said David Garcia, one of the team members from Cal State.Students were able to check out each other’s models to learn what sinks and what swims. For those who think the competition is all fun and games, meet Chinoros Nakthewan from Kasetsart University in Bangkok. His team was part of the Thai cave rescue effort. At the time, they determined that his robot wouldn’t be able to reach the survivors, so they resorted to using their other equipment."We made a decision to bring sonar and drone to observe the high level of the cave,” said Nakthewan. That was one of the many things credited with the successful rescue of the entire soccer team. 1099

SAN DIEGO (KGTV) -- A woman was arrested Monday afternoon after police say she stole a vehicle with two children inside in the San Diego area. Police say a father left his 3-year-old son and 8-year-old daughter in his car with the engine and air conditioner running around noon. After he went into a business, a witness reported seeing a woman get into the car and drive away with the children inside.Police say the 8-year-old was able to call police and tell dispatchers that she and her brother had been kidnapped.Roughly 30 minutes later, Border Patrol detained the suspect trying to cross the border into Mexico.Police have since taken the woman into custody. 680
