SAN DIEGO (KGTV) - A local family is desperately pleading to individual ICE officials to let them see their patriarch for the first time in 19 months. The Bakala family is seeking asylum after they say they barely escaped death in the Republic of Congo. Once they reached San Diego, the family of nine was separated.17-year-old Marie Louise Bakala should be focusing on college. But right now, that is on hold. "I am getting stronger, but it is not enough because I need my father back," Mari Louise said to the St. Luke's Episcopal Church congregation in North Park. The Bakala's left a comfortable life in the Republic of Congo. Father Constantin was a computer engineer for the Ministry of Health. His wife Annie Kapongo was a shop owner and mother of seven. The Bakalas say it all changed when the new government stepped in. Kapongo says because of Constantin's occupation, the family was targeted, brutalized, and even sexually abused by Congolese authorities. Fearing for their lives, they came to San Diego in 2017 to seek political asylum."This family came across a world come to a country that will protect them, but instead, it has only been a continuing nightmare," Pastor Colin Mathewson said. Annie Kapongo was released with an ankle monitor with the seven kids in San Diego. Immigration and Customs Enforcement [ICE] authorities detained Constantin in the East Coast alone. In February, a judge rejected Constantin's asylum case and appeal. But in March, he as given an emergency stay. Just last week, he earned the right to appear in front of a judge again, this time with a lawyer. Friends and staff of St. Luke's are now pleading with ICE to grant Constantin parole, to be with his family. They say it would be a show of good faith, just as the Good Samaritan did in the Bible."There is an assistant field director, and there is a deportation officer out there in Atlanta," Pastor Mathewson said. "We are asking Christine and Michael today to help somebody that needs so much help. After 19 months of detention, to bring him back home with his family as he awaits his next court date.""I hope that he will be here with us and we will be a family again," Marie Louise said."Please, please help me," Kapongo said through a French translator. "Send me back my husband."Last year, the couple missed their 20th wedding anniversary because Constantin was detained. If he is not paroled soon, he will also miss his eldest daughter, Marie Louise's 18th birthday. The family's next court date is September 25, 2019. 10News reached out to ICE for comment on this case. SAN DIEGO (KGTV) - A new plan is calling for more than 170,000 new homes across the San Diego region over the next decade.The San Diego Association of Governments says the region needs 171,685 housing units by 2029 to meet demand. On Friday, its board approved a plan that divvied up those units across the region's 18 cities and unincorporated county based on a formula of job growth and access to transit. "We are in the midst of a housing crisis. It's time to act. Doing things the same way is not going to give us a different result," said San Diego Mayor Kevin Faulconer. The debate at the SANDAG meeting lasted about four hours, with some of the county's smaller cities saying the plan gave them an undue burden they could not meet. "It is impossible," said National City councilman Ron Morrison, who is not on the board. "Our urban reserve is the weeds behind the backstop in the little field. There is no place to build."National City's mayor Alejandra Sotello-Solis supported the proposal. Most of the homes, 107,901, will go in the City of San Diego. Chula Vista will be responsible for 11,105; Imperial Beach will add 1,375; Coronado 1,001, and Del Mar 163. Del Mar Deputy Mayor Ellie Haviland voted in favor of the plan, though she said she didn't know where those 163 homes could go. "If we are pushing housing away from transit and away from jobs, then that is not going to work with the regional transportation plan we are trying to build," she said. Del Mar Councilwoman Terry Gaasterland, who opposes the plan but did not have a vote, noted Del Mar added 20 housing units in the past 10 years. SAN DIEGO (KGTV) - A San Diego company has a solution for tired employees or students -- they've created "napping pods" which can be rented by the hour."It's a place to go, escape from a hectic environment and recharge," said Hohm CEO Nikolas Woods.The pods are small, just 43.5 square feet each. They include a fully-furnished twin-size bed, mirror, charging stations, fan, lights and light and noise dampening curtains."Every piece was put together to create the most comfort," said Woods.Right now, Woods has just three pods in service, all on the University of Arizona campus. He hopes to expand to more college campuses around the country.He's also trying to get large corporations to buy some for their employees, and he's trying to get some places in major airports as well."A lot of employees could use a break," Woods said. "Wouldn't it be better to go somewhere and recharge, get your productivity level up?"People can find and book the pods through the Hohm website. It costs around per hour, with a 30 minute minimum and 4 hour max.Woods hopes to launch an app this spring to make booking even easier.He said each installation will have an attendant nearby to help people check in, clean the pods and enforce a strict one-person-per-pod rule. 1266

SAN DIEGO (KGTV) -- A principal in La Jolla apologized after sending an email to parents she says unintentionally reinforced stereotypes.La Jolla Elementary School Principal Donna Tripi last month sent an email after two parents expressed concern over a man they believed was following a parent and her two children out of a Starbucks and across the street.In the email, Tripi described the man as “an African American male, about 30 years old, about 6’1” tall, wearing a hooded sweatshirt.” Tripi added in an apology email that she was passing along the description she was given.RELATED: La Jolla students, teachers gather to battle bullying on campus“My email was a mistake. SAN DIEGO (KGTV) - A power outage was reported Thursday at several buildings on the San Diego State University campus. The outage started about 3:30 p.m. and impacted Hepner Hall, East Commons, Administration, Physical Sciences and the Faculty Staff Club, SDSU reported online. An hour later, campus officials said the outage was caused by flooding the basement of the Physical Sciences building.By 5:17 p.m., power had been restored to Hepner Hall, East Commons, Adams Humanities, Administration and the Faculty Staff Club buildings. Crews were still working to restore power to the Physical Sciences building.“Facilities Services is aware of the issue and actively working to restore power,” the university posted. “If you are in or around the impacted buildings, please remain where you are, and in a safe location,” officials requested.
