BEIJING, Oct. 10 (Xinhua) -- The State Council, or China's cabinet, announced on Monday it will tax all resource products starting Nov. 1, extending the resource tax on domestic sales of crude oil and natural gas from some regions to the entire country.The list of taxable resources widened from crude oil and natural gas to coal, rare earth, salt and metal from Nov. 1, according to the country's revised resource tax regulations.The expansion of the resource tax is part of China's efforts to encourage energy conservancy and limit environmental damage.Sales of crude oil and natural gas nationwide will be taxed at a rate between five and 10 percent of their sales value, according to the revised regulations.The regulations impose a sales tax ranging from eight (1.25 U.S. dollars) to 20 yuan per metric ton on coking coal and from 0.40 to 60 yuan per metric ton on rare earth ore.Taxes on other types of coal stood unchanged at 0.30 to five yuan per metric ton.The tax rate for other non-ferrous metals is set between 0.4 to 30 yuan per metric ton. Ferrous metals will be taxed at two to 30 yuan per metric ton.Taxes on precious non-metallic ore will be between 0.5 to 20 yuan per kg or per carat, while taxes on cheap non-metallic ore are set between 0.5to 20 yuan per metric or per cubic meter.China's current resource tax is levied based on production volume instead of sales value, thus preventing the government from benefiting from energy and commodity price increases.Nonetheless, energy giants and mining companies such as PetroChina and Sinopec have enjoyed large profit margins on the sale of resources under the current tax scheme.A resource tax on oil and natural gas was introduced at a rate of five percent in northwest China's Xinjiang Uygur Autonomous Region on June 1, 2010 before being extended to 11 other provinces in December last year.

BEIJING, Nov. 19 (Xinhua) -- China on Saturday again called for appropriately addressing the alleged plot to assassinate the Saudi Arabian Ambassador to the United States.Foreign Ministry Spokesman Liu Weimin made the remarks in a written statement in Beijing.The UN General Assembly on Friday adopted a resolution titled "Terrorist Attacks on Internationally Protected Persons," expressing deep concern over the assassination plot and calling on Iran "to comply with all of its obligations under international law."Liu said China abstained from the vote on the resolution, because the case is highly complicated and sensitive at present and relevant parties still have different views on the issue.He said any conclusion or action must be based on comprehensive, impartial, objective and transparent investigation and substantial evidence."Before facts are checked out, parties should adopt a prudent attitude, refrain from jumping to conclusions, and avoid actions that may complicate and worsen the situation," he said.He said China hopes those countries concerned will continue to appropriately address the issue through dialogue and make joint efforts to maintain peace and stability in the Middle East and the Gulf Region.Liu also reaffirmed that China opposes all forms of terrorism, and always stands for compliance with international law and the basic norms governing international relations in handling state-to-state relations as well as the effective protection of the safety of diplomatic personnel.Chinese Permanent Representative to the United Nations Li Baodong previously addressed the UN General Assembly on Friday in order to explain China's position on the issue after he abstained from voting on the draft resolution.

JAKARTA, Oct. 6 (Xinhua) -- United Nations Children's Fund (UNICEF) representative for Indonesia Angela Kearney said on Thursday that Indonesia's infant mortality rate is still high although it showed a downward trend in the past few years, local media reported.Based on a UNICEF global child mortality report, over the past 10 years infant mortality rate declined significantly to 35 out of every 1,000 births in 2011 from 97 out of every 1,000 births in 1991, she said at workshop on household to hospital cantinuum care held in Makassar, South Sulawesi.The achievement was inseparable from the central and regional government's endeavors, she said.After all, the results of a health demography survey showed 193, 000 children lost life chance every year before they reached the age of 5 years, she said.In South Sulawesi alone, 17.3 out of every 1,000 newborns died before they reached the age of 28 days last year. BEIJING, Dec. 25 (Xinhuanet) --  China is likely to test a new Internet protocol in the next few years in an attempt to further develop the country's Internet, senior officials from the State Council said on Friday.The country will put the Internet Protocol version 6 (IPv6)-based network into small-scale commercial pilot use by the end of 2013, and deploy and commercialize the IPv6-based network on a large scale between 2014 and 2015, according to a statement released after an executive meeting of the State Council that was presided over by Premier Wen Jiabao."The development of IPv6 is one of the most important tasks for China's Internet industry during the 12th Five-Year Plan period, from 2011 to 2015," said Hu Qiheng, director-general of the Internet Society of China.Analysts believe the transition from the latest Internet protocol, IPv4, to IPv6 is irreversible. This year, the pool of Internet addresses in IPv4 has come close to being tapped out, and the supply of domain names has run short.Compared with IPv4, IPv6 will offer more IP addresses and, for that reason, more devices will be able to connect directly to the Internet, said Microsoft Corp, one of the main technical supporters of IPv6.By 2010, China had about 278 million IPv4 addresses, according to data from the China Internet Network Information Center. That was far fewer than the 450 million Internet users who live in the country."This is the first time the government has issued a schedule for IPv6 development, and it will benefit the entire industry," said Chen Qi, deputy general manager of BII Group Holding Ltd, an IPv6 service provider based in Beijing.IPv6 will enable telecommunication operators to allocate more IP addresses to their clients and will probably bring more users to those operators, Chen said.Five Chinese telecommunications carriers, including China Telecom Corp and China Mobile Ltd, had established IPv6 networks as early as 2006, the New York Times reported.China will need "far too many" IPv6 addresses in the coming years, according to Paul Wilson, director general of Asia Pacific Network Information Center, an organization responsible for allocating IP addresses.The profits made by Chinese manufacturers of telecommunications equipment, such as Huawei Technologies Co Ltd and ZTE Corporation, will also increase, a result partly of a rise in the demand for routers and Internet switches, Chen said.China launched the construction of the next-generation Internet in 2003, featuring the IPv6 network as a key technology. Even though IPv6 has not been put into commercial use, Chinese universities are among the first institutions to connect to IPv6.
