SAN DIEGO (KGTV) -- People on social media are outraged after video shows a security guard questioning a mother's immigration status in a Target parking lot. The woman who recorded and posted the video, Sonia Serrano Zavala, says the guard was asking the mother if she is here legally when she started recording. The unidentified security guard can be heard in the video saying, "You’re illegally here and you’re having babies and you’re probably on welfare."The woman, seen holding a baby in the parking lot, was reportedly asking for money. Midway through the video, the security guard says "it's a scam" and claims the woman has a car and a condo.The incident took place at a Target located in the Marketplace at the Grove Shopping Center. The guard does not work specifically for Target, but provides security for the entire shopping center. The company who hires the security guards for the mall said, "The behavior of this employee is not reflective of the standards we have set for our security professionals, and we will address it."WARNING: The video below contains graphic language.  1136

SAN DIEGO (KGTV) - One CHP officer is dead, two were injured in a shootout in Riverside Monday and one CHP officer was injured in El Cajon by a hit-and-run drunk driver Tuesday night. CHP is now examining their protocols, seeing if there are lessons to be learned from Riverside.10News spoke with a veteran CHP officer to find out what protocol is in place to protect officers.Veteran CHP officer Phil Konstantin dedicated a decade to the force and has many stories to tell. "Crashed into by vehicles, I've had to jump out of the way of vehicles, and I've been shot at," he said.Around 10:30 p.m. Tuesday night a CHP officer was trying to remove debris from the 94 freeway when officers say a man drove into the center divide multiple times. The officer tried to wave the man down and was hit. The man drove away and was stopped a short time later.He was driving 13 mph in the shoulder with his hood obscuring the windshield. The man was arrested for DUI.His girlfriend drove to the scene and was also arrested for DUI.Konstantin says a traffic stop is one of the most dangerous parts of their job.He said when they pull a car over, officers turn their wheels away from the shoulder so if their car is hit, it rolls into traffic instead of into the car the officer pulled over or the officer. He also said he kept a vigilant eye on the people in the car and on traffic."All of the sudden if I lose sight of you and you're jumping into the car very quickly, are you going for a gun like with what happened in Riverside?" He said being vigilant will save your life.In 1987 Konstantin's training was put to the test. "As soon as the car stopped moving someone got out of the passenger side and shot at us.'' He and his partner were working the graveyard shift and pulled over what they thought was a drunk driver. It turned out being a pair who had kidnapped a restaurant owner they robbed and they were trying to go to the man's home to ransack it."The guy aims at the car in general and then at someone who would've been standing by the driver's side door. Has I been standing at the driver's side door, I would've been hit by buckshot," he said staying in the car and ducking saved his life.He said any driver can help an officer by keeping their hands on the wheel, listening to an officer's directions, and telling an officer if they need to reach somewhere to get their license, so they don't think you will harm them. 2524

SAN DIEGO (KGTV) — Police have identified the woman shot and killed, allegedly by her boyfriend, at a Point Loma strip mall earlier this month.San Diego Police said 20-year-old Octavia Williams of Phoenix, Ariz., was fatally shot in the parking lot at 4013 W. Point Loma Blvd. just before midnight on Oct. 9.Paramedics transported Williams to the hospital where she died.MAP: Track crime happening in San Diego CountyPolice identified Williams' killer as 41-year-old Joe Bennette Conway. Conway is believed to be Williams' boyfriend, according to City News Service, and the shooting took place after an argument.Conway was described as 5’7” tall and 150 pounds. SAN DIEGO (KGTV) – Police are searching for a suspect who fled the scene of a deadly shooting near the Linda Vista Recreation Center on Sunday.San Diego Police say that officers were called to the area near 7000 Levant Street in Linda Vista just after 11 a.m. over reports of gunfire in the area. When officers arrived, they found one man who had been shot in the upper body. Officer provided first aid to the man until San Diego Fire-Rescue personnel arrived. The man was taken to a nearby hospital, where he was pronounced dead. The victim has been identified but his identity was not released. He is described as a 27-year-old Hispanic man from San Diego.While officers were at the hospital, a second man arrived with an apparent gunshot wound, police said. He said that he had also been injured outside of the same recreation center. The second victim has also been identified but his name was not released. He is described as a 30-year-old man from San Diego.Police said witnesses reported seeing a man, possibly Hispanic, wearing a mask and shorts, running from the scene. He was seen getting into a small, white four-door vehicle that was last seen driving southbound on Linda Vista Road.Officers said the two victims appeared to have been near the handball courts at the recreation center when they were injured. SAN DIEGO (KGTV) One day after a woman was hit and killed crossing El Cajon Boulevard, a local business group is demanding change. The 63-year-old woman was hit by an SUV while crossing El Cajon Boulevard near 46th Street in the Talmadge area Monday around 5 p.m. "We're devastated. Unfortunately, I actually get news like this almost every week," said Beryl Forman, Marketing and Mobility Coordinator of the El Cajon Boulevard Business Improvement Association.The woman who was killed was not in a crosswalk. Forman said a lack of crosswalks is just one of the problems. RELATED: Woman struck, killed by SUV while crossing Talmadge-area street"We have high speeds of traffic, there aren't enough crosswalks, and you're in the middle of dense urban neighborhoods with local businesses that people peruse on a regular basis." The association purchased a speed indicator sign that is now posted on El Cajon Boulevard near 50th Street. The group was planning to present the sign to the Mid-City Police Department during an event Tuesday evening, but is using the time to hold a vigil in memory of the woman who died.The office of San Diego City Council President Georgette Gomez issued the following statement regarding the group's concerns. "Investments in pedestrian safety have been a priority for me in every budget discussion since I first took office. I have requested resources for the Safe Routes to Schools program, the City's Vision Zero project, and the El Cajon Boulevard Complete Boulevard Plan. These plans include improvements that increase pedestrian safety such as crosswalks, bulb-outs, new sidewalks, and street lighting. The City is investing in these projects and has also been securing grant funds from state and federal sources.Earlier this year, the Mayor announced the completion of safety improvements at 15 of San Diego's most accident-prone intersections and secured funding for hundreds more.
