There's a new push to acknowledge the greater impact of racism on health.Three Democratic lawmakers created the Anti-Racism and Public Health Act, which would create two new programs within the Centers for Disease Control and Prevention (CDC).One is a National Center for Anti-Racism to research health disparities and develop policies to close the divide. The other is a new program within the CDC’s Center for Injury Prevention and Control that would be focused on preventing law enforcement violence.The bill also calls on the federal government to declare racism a public health crisis. Meanwhile, many state and local governments have already done that.The American Public Health Association says federal action would identify racism as an issue of national importance.“I think the goal is to get us to take our heads of the sand and not be afraid to call racism for what it is,” said Dr. Georges Benjamin, Executive Director at the American Public Health Association.Benjamin says the pandemic has shown the extent of racism as a health issue, pointing to matters that prevent people of color from getting tested and the apprehension Black men face when it comes to putting on a mask, because it can be seen as threatening.He says the stress can raise blood pressure and cause health issues.“If you actually go in and understand their life experiences, they have higher degrees of stress,” said Benjamin. “Stress, it changes a whole range of bodily hormones that have negative impacts on the body.”The American Public Health Association declared systemic racism a public health crisis in June, shortly after George Floyd’s death.A U.S. Senate version of the bill has been referred to committee. 1708

Thursday marks exactly six months since the World Health Organization (WHO) declared a global health crisis connected with the disease that was then simply known as the novel coronavirus.Half a year later, the virus has infected 17 million people on every continent and killed more than 600,000 worldwide.On Jan. 31, WHO issued a statement saying that Dr. Tedros Adhanom, the director-general of the organization, had accepted a committee's recommendation to declare the outbreak of the virus in China a "public health emergency of international concern."At the time, the outbreak was mainly concentrated in China, as the country had confirmed 7,711 cases of the virus and 170 deaths linked to the disease. While the virus had been recorded in five other countries — including five cases in the U.S. — there had been no deaths recorded outside of China.In its Jan. 31 declarations, the WHO did not recommend any travel or trade restrictions, but urged countries to prepare for containment and "place emphasis on reducing human infection, prevention of secondary transmission and international spread."The organization issued its recommendation 10 days after China reported that the virus appeared to be spreading from person-to-person, a finding that indicated the disease could have far-reaching implications. The New York Times reports that by that time, thousands had traveled out of Wuhan, the virus' place of origin, possibly spreading it around the world. China has since faced criticism for not reporting its findings sooner.That same day, President Donald Trump took action to block entry into the U.S. of any person that had been in China for the last 14 days. The order did not apply to U.S. citizens. While the move may have temporarily delayed the virus' widespread arrival, his administration's inaction for the next month would prove costly.During the next month, the CDC would face significant delays in developing a test for COVID-19, which would cause a testing backup in the months to come. The president also repeatedly downplayed the severity of the situation, declaring on Feb. 26 that the number of cases in the U.S. would go down to zero in the coming days.In the months since the WHO's declaration, 150,000 Americans have died of COVID-19, and more than 4 million have been infected. Tourism spending in Oceanside set a record in 2017, with visitors shelling out 1 million last year.The new numbers, from a study by Dean Runyon Associates, were announced at the city's 8th annual Tourist Summit."It’s an exciting time in Oceanside," says Visit Oceanside CEO Leslee Gaul. "We’re really going through renaissance here."The city has had seven straight years of growth in tourist spending. The numbers in 2017 were 10.1% higher than 2016. Employment in the industry is also growing steadily. Tourism supports more than 3,300 jobs in Oceanside, and jobs in that sector have had averaged a 5.1% increase since 2010.Tourists spent 0 million on hotel rooms in 2017. That's up 11% from the year before, and it's twice the amount they spent in 2010. That gave the city  million in Transient Occupancy Taxes, money that goes directly into the city's general fund to pay for city services, infrastructure, parks and more.Gaul thinks more people are coming to Oceanside because the city offers a more laid-back version of the Southern California lifestyle."We’re still one of the classics, Southern California beach communities," she says. "We really have what appeals to visitors today. They’re looking for that local, authentic experience and I think being slow to grow over the past few years has really been a benefit to our community."Local business owners say the increase in tourists is helping them expand as well. Arthur Escobar owns Oceanside Boat Rentals. He says business is so good, he's already bought two new boats for this summer season. He expects to buy two more by the end of the summer. He's also hiring 7 or 8 more employees for the season."This is a nice, friendly town," says Escobar. "There's no hustle and bustle, The beach here is incredible, three miles of big sandy beaches, you don’t get that most places."The study also showed a significant increase in spending at local restaurants. Gaul thinks that's part of what's fueling the city's renaissance. "There have been dozens of new restaurants opening in the last few years, and we have more on the horizon," she says.There are also more hotels planned, including a pair of new properties near the iconic Oceanside Pier. One will be a resort-style hotel with 226 rooms. The other is a boutique-style hotel that will have 160 rooms and incorporate a renovation of the Top Gun house.  2410

TIJUANA, Mexico. (KGTV) -- A man was arrested in Mexico Thursday after authorities found six different suitcases and bags containing human remains in Tijuana, according to ABC 10News partner Televisa. Early Thursday morning, legs were discovered in a suitcase in front of the Tijuana Cultural Center. Around the same time, another suitcase with body parts was found in front of a pharmacy. A head was later found in a different location in Tijuana, Televisa reports. RELATED: Tijuana ranked most dangerous city in the worldA man identified only as Jonathan “N” was detained in downtown Tijuana. He was carrying another suitcase with human remains. According to Televisa, more than 113 homicides have been reported in the last three weeks. So far this year, more than 1822 murders have taken place in Tijuana alone. 824

TRABUCO CANYON, Calif. (KGTV) – A large brush fire burning in the Cleveland National Forest’s Trabuco Canyon is spreading quickly Monday afternoon. The fire, dubbed the Holy Fire, was reported around 1:30 p.m. near Holy Jim Canyon and Trabuco Creek roads, according to KABC.The Orange County Fire Authority said the blaze grew quickly from between seven and 10 acres to at least 4,000 by 8 p.m. and is currently spreading at a moderate rate. The Holy Fire is zero percent contained.  511
