Agents on ATVs and the occasional semi truck are about all you'll see.But by the looks of everything being put up, it's clear those in charge know something may be coming and they want to keep it out.People familiar with the border project say the fence was put up in the last few days.The San Diego Sheriff’s Department says they are not involved with the construction in any way but that, “the department is currently evaluating the need and possible location of a 'free speech' area where citizens can peacefully express their viewpoints.”Meanwhile, local activists like Border Angels' Enrique Morones told 10News they are not aware of any mass protest that could take place, but they are worried about possible out of town groups coming in and causing a problem. NPC International, which operates 1,136 Pizza Hut restaurants and 386 Wendy’s locations announced Wednesday it is filing for Chapter 11 bankruptcy.The company said that it plans to keep its combined nearly 1,500 restaurants open during bankruptcy proceedings. NPC International has a total of approximately 7,500 full-time employees and approximately 28,500 part-time employees spread through 30 states and Washington, DC.NPC International said that labor costs, increased expenses for supplies and the uncertainty due to the COVID-19 outbreak contributed to the company’s downturn.“These challenges have been magnified recently by the impact and uncertainty of COVID-19, and we believe it is necessary to take proactive steps to strengthen our capital structure, so we have the financial flexibility to continue to adapt to current industry trends,” said Jon Weber, CEO & President of NPC’s Pizza Hut division. “We also intend to use this process to continue to evaluate and optimize our restaurant portfolio so that we are best positioned to meet the needs of consumers across the country.”The restaurant industry has faced turbulence over the last few months.Just last month, the NPC International added 140 Wendy’s locations to its portfolio of restaurants.NPC International is the largest franchisee of Pizza Hut locations. 1341

In the crowd, will be 15-year-old Tiffany Kleinschmidt of Waterford.The teen, who's a huge T Swift fan, suffered a traumatic brain injury last April after going into cardiac arrest at school. She's been in the hospital for months learning how to walk and talk again, but on Tuesday, she'll leave for the first time since the tragedy. She'll be going to the Taylor Swift concert. OCEANSIDE, Calif. (KGTV) - A sales tax increase approved by voters in November took effect Monday in the City of Oceanside. The city put Measure X on the ballot last fall to raise the tax rate from 7.75 to 8.25 percent. Voters passed the measure, 55 percent to 44 percent. The estimated revenues are expected to bring in million annually, according to city officials.New tax revenues, minus a state administrative fee, will go to the city. The half-cent sales tax was designed to provide money for first responders, pothole maintenance, graffiti clean-up, and public infrastructure projects. The tentative spending plan for the revenues includes an additional Homeless Outreach team, Crime Suppression team, road repairs, and a new police station at the beach."We are grateful to the Citizens of Oceanside for approving Measure X and are working to ensure that they receive tangible enhanced public safety services and infrastructure improvements," said Assistant City Manager Deanna Lorson in a statement to 10News.Measure X is set to expire in seven years.
