AURORA, Colo. — Police detained and handcuffed a Black mother and four children after mistaking their SUV for a stolen motorcycle from another state.It happened in the parking lot of a shopping center off of Buckley Road and East Iliff Ave. Sunday morning."Why are you now placing these children on the ground face into the concrete? It's hot! In front of all of us? Screaming at them. They are telling you they are hurt," witness Jenni Wurtz said.Wurtz recorded the incident along with several other witnesses.She says a police car slowly pulled behind the family. The officer drew their weapon on the family and ordered them out of the car. Several of the children were handcuffed."That makes me very mad because I am not anti-police. I'm anti- what happened yesterday, and that was ridiculous," Wurtz said.The car the family was driving was not stolen. Police used a license plate scanner to gather information on vehicles in the area. They should have been looking for a motorcycle with the same plate from another state.Interim Aurora Police Chief Vanessa Wilson blamed the license plate reader, but could not explain why the dozens of officers who responded did not confirm the vehicle description."I totally understand that anger, and don't want to diminish that anger, but I will say it wasn't a profiling incident. It was a hit that came through the system, and they have a picture of the vehicle the officers saw," Wilson said, defending her officers' actions.After officers realized the mistake, the family was uncuffed, but more officers continued to arrive. Video shows more than a dozen officers standing around the traumatized family."I do not think a stolen vehicle is worth traumatizing the lives of children. On top of that, I was 20-feet away with a drawn gun. They didn't even tell me to move, secure the scene. They didn't do anything," Wurtz said.Wurtz filed a complaint with internal affairs. She believes the police department's policy needs to change.By Monday evening, an internal investigation was underway following the incident, according to Wilson. She released the following statement on Monday."We first want to offer our apologies to the family involved in the traumatic incident involving a police stop of their vehicle yesterday. We have been training our officers that when they contact a suspected stolen car, they should do what is called a high-risk stop. This involves drawing their weapons and ordering all occupants to exit the car and lie prone on the ground. But we must allow our officers to have discretion and to deviate from this process when different scenarios present themselves. I have already directed my team to look at new practices and training. I have called the family to apologize and to offer any help we can provide, especially for the children who may have been traumatized by yesterday's events. I have reached out to our victim advocates so we can offer age-appropriate therapy that the city will cover."Sunday's incident comes as the Aurora Police Department faces continued criticism over its handling of the death of Elijah McClain. AUSTIN, Texas -- Valarie Allman has been throwing discus for 10 years.“When you throw a discus it takes about two seconds, and it’s a combination of power, of grace, of strength… I like to think of it as a dance still," Allman said.She started sophomore year of high school. But it’s her dance background that she credits for her quick progression in the sport.“I had a weird knack for it," Allman said. "I think all those years of learning choreography and spinning and doing pirouettes weirdly carried over to the discus, and it kind of just seemed like a good fit right from the start.”Multiple days every week, she trains hard in the gym guided by her coach Zebulon Sion.“I’m responsible for every facet of her training," Sion said. "So that includes the strength-training concepts, if we do any type of running, fitness oriented things, plyometrics, and then of course the actual throwing.”Their chemistry is undeniable.At only 25 years old, Allman is considered a pro athlete. Her rigorous training is fueled by her desire to be a part of the next Olympics.“When I graduated college, I think that was the motivation to keep training. I missed the team in 2016 by three feet and it was kind of in that moment that I realized that I really wanted to try again,” Allman said.Consistency, discipline, attention to detail. Allman’s focus didn’t falter until she found out the 2020 Olympics had to be postponed.“It was pretty heartbreaking," Allman said. "I mean, to feel like you’ve put in so much to be prepared for it and to be healthy and to do everything right to feel like you’d have a chance to make the team and then for it to be postponed I think it kind of just made me question everything.”“Her motivation to throw kind of was gone a bit for her for a while," Sion said. "And then we kind of got to a point after a month, month-and-a-half of training going well in terms of lifting and training -- our goal was to get fit, get strong and refine the technical model that she has to get to a point where we could be at our best if that opportunity would come.”That opportunity did come. On August 1st in Rathdrum, Idaho, Allman beat the Women's Discus American Record.“I threw 70 meters and 15 centimeters, and the previous record was 69 meters and 17 centimeters.”The three-foot difference that kept her from qualifying for the Olympics in 2016 is the difference she surpassed to become the first and only American woman to throw past 70 meters.“When you’re throwing that type of distance, three feet is significant. So to break it by almost three feet was huge actually,” Sion said.“When they measured the throw and they read out the numbers and it started with a seven I instantly burst into tears. I was absolutely shocked,” Allman said.Allman says 70 meters is the ultimate barrier. In the past 20 years, only two other women in the world have thrown past 70 meters.“Now looking back it’s wild the think it was just a sliver of a difference of giving up when we were on the brink of something incredible,” Allman said.“We could have called it we could have said 2020 is a bust ya know let’s move on," Sion said. "But the amount of time, energy, effort all the things to put in over five months of uncertainty and then for that to happen – I don’t know if I could be more proud.”The same day of her record-breaking throw was the exact day she would have been competing in Tokyo had the Olympics continued. However, with her dedication to improvement, Sion believes there’s a great future ahead of Allman.“I mean I think the goal is just to throw farther and to keep throwing far more often. As this active hurricane season continues. more coastal cities are changing how they build as a way to prevent against the effects of climate change.In Margate, New Jersey, a city of 6,000 people just south of Atlantic City, a -million beach replenishment project completed in 2017 created an eight-mile stretch of dunes along the beach to protect homes against storm surge from hurricanes and nor’easters.The project involved pumping 3.8 million cubic yards of sand from the ocean floor onto the beach. The sand was used to create a berm along the west side of the beach, closest to the homes, that could protect against storm surges of up to 15 feet while more sand was placed along the shoreline, extending the beach and moving the waves further away from properties.“I think the beach replenishment project is very important,” said Nee Jersey Department of Environmental Protection chief resiliency officer Dave Rosenblatt. “Without it, we would’ve expected to see a lot more damage from Sandy and frankly, normal nor’easters.”Superstorm Sandy in the fall of 2012 was the catalyst for the project. The storm’s worst damage was felt about 100 miles north of Margate where the boardwalk was ripped up and homes were left without power for days, and in some cases, weeks.“After Sandy, it was very easy to compare the areas that had beach replenishments and dunes to those that did not,” said Rosenblatt.But Margate is just an example of several coastal cities around the country that are doing things differently.“As the sea level rises, most people are more worried about what’s going to be underwater. That’s not as important as the flood plane is expanding,” said Galen Newman, associate professor of Landscape Architecture and Urban Planning at Texas A&M. “I think there are many cities exploring options.”After Hurricane Harvey, Houston built more greenspace in its downtown area so water could better drain. On the Texas coast, near Galveston, engineers have been considering a dike to stop flooding. After Hurricane Ike in 2008, the area withstood billions in damages, and experts worry the next strong storm to target the area could cause catastrophic effects to the economy as the area is America's leading producer of petroleum.Furthermore, in parts of Florida, new building codes now mandate buildings withstand winds of up to 130 MPH,, a low-end Category 4 hurricane.
