SAN DIEGO (CNS) - In a first for San Diego County elections, the polls for the Nov. 3 Presidential General Election will open for four days, starting today from 8 a.m. to 5 p.m.In light of COVID-19, voters were encouraged to vote from home using their mail ballot. This close to the election, voters are advised to not mail in ballots, as they may not reach the registrar in time.For those who want to vote in person, they can vote early at their assigned polling place from Saturday, Oct. 31 through Monday, Nov. 2 from 8 a.m. to 5 p.m.On Thursday, the registrar reported nearly half of the county's 1.95 million registered voters had already cast their ballots, more than double the number received by that point in 2016.More than 937,000 ballots had been received as of Thursday. He added the county will hold meetings with residents to see what kind of amenities residents would like included. He said some early requests include playgrounds and a skate park.Fallbrook currently has three local parks, providing 1 acre per 1,000 residents. That number doesn't meet the General Plan goal of 10 acres of local parkland for that same number of people.Money for the park purchase will come from a community development block grant, according to county documents. SAN DIEGO (CNS) - As the Valley Fire burned for a fifth straight day, blackening thousands of acres in rural eastern San Diego County, California Attorney General Xavier Becerra issued a consumer alert today warning that charging excessive prices for goods and services is illegal during a state of emergency.The state's price gouging law holds that it is unlawful to raise the price of items more than 10% after a state of emergency has been declared.Violations of the price gouging statute could carry penalties of up to one year in county jail and/or a ,000 fine. Civil enforcement actions could also include up to ,500 per violation and other monetary penalties.As of midday Wednesday, the Valley Fire had burned more than 17,000 acres and was 11% contained. It was one of many blazes ravaging the state, including the El Dorado Fire in San Bernardino County and the Creek Fire in Fresno, Madera and Mariposa counties.``Multiple fires burning throughout the state have forced evacuations for thousands of California residents. Mike Levin, D-San Juan Capistrano, announced the formation of a panel of servicemembers, veterans, and other community leaders who will work together on recommendations to name either an Oceanside or San Diego Department of Veterans Affairs facility after a woman veteran.The VA Facility Dedication Advisory Panel will compile a report on notable women veterans with ties to the region who are worthy of the honor. Currently, there are no VA facilities in the United States that are named after women veterans, and neither the San Diego VA Medical Center nor the Oceanside VA Clinic are named after an individual.The panel is led by Army Veteran and Carlsbad resident Karin Brennan."Throughout our nation's history, women have served and sacrificed for our freedom just like men, but have often gone without the recognition they deserve," Levin said."It is past time to rectify that injustice and live up to our responsibility to honor all veterans, including women. SAN DIEGO (CNS) - An ex-con accused of sexually assaulting a 24-year-old woman in broad daylight on a Mission Beach street pleaded not guilty Thursday to a charge of assault with intent to commit a sex crime. Philemon Shark, 40, who has two prior convictions from Washington state for residential burglary from 2014 and 2015, faces life in prison if convicted, said San Diego County Deputy District Attorney Trisha Amador. Judge Joseph Brannigan set Shark's bail at million and ordered the defendant to have no contact with the alleged victim. Amador said all sexual assaults -- no matter what level -- are ``serious'' and taken ``exceptionally serious'' by the District Attorney's Office. ``I think part of the concern is that when an individual is attacked in broad daylight in an area where they felt safe or did not feel a threat, of course that's added concern, but our office takes all sexual assaults equally as serious,'' the prosecutor said outside court. The attack happened about 8:40 a.m. last Sunday on Bayside Lane near San Jose Lane, just off Mission Boulevard, according to San Diego Police Lt. Jason Weeden. Weeden said the victim was walking south when Shark allegedly approached her from behind, threw her to the ground and held her down while he assaulted her. The woman screamed for help, and several residents forced the man off her, the lieutenant said. When Shark tried to leave, some of the residents followed him but lost track of him, Weeden said. Then, about 45 minutes after the attack, one of the neighbors found Shark hiding in a breezeway. Shark allegedly fled but was apprehended by patrol officers and booked into jail. Weeden said Shark is from the Seattle area and was believed to have been living in San Diego for the last few months. He will be back in court Jan. 8 for a readiness conference and Jan. 10 for a preliminary hearing. 1880
