She says she grew up around music thanks to her musician father who got her into singing and songwriting.Giaconi's love of singing led her to the American Idol judges."You go in there and honestly you just kind of black out. You talk to them and then you start singing and you just black out. SAN DIEGO (KGTV) - A growing number of apps and online video games are creating new opportunities for hate groups to recruit young people with little oversight, experts say.The information comes about a month after a 19-year-old honors student allegedly shot four people inside a Poway synagogue, killing one person.Dr. Peter Simi, a Chapman University professor who has studied hate groups for more than 20 years, say they are feeling emboldened in a way not seen before. Simi pointed to the charged anti-immigration and anti-Muslim rhetoric that has become mainstream has given the groups new confidence. "We have a long history of these groups that we don't talk nearly enough about because we're in kind of the denial game," Simi said. "The last several years, the white supremacist movement is emboldened in a way that certainly goes beyond anything I've seen in 24 years."RELATED: Shooting at Poway synagogue leaves one dead, three injuredSimi said the groups will use a soft-sell method, drawing people in with subtle white supremacist ideas. They use that introduction as an avenue for further discussion before growing more explicit. The groups, which have posted fliers on San Diego college campuses, are also recruiting young people through apps and video games.For instance, a suspected hate group targeted Ben Hedgspeth's 17-year-old son through a meme app."They were coming from a particular religious background and they were trying to recruit him into their online chat space," he said. "It frustrates me to know that those people are out there approaching our children."Simi said ignoring the groups won't work and schools aren't always doing enough. To start, subscription programs like Circle and Bark can do things like filter content and set limits. Bark will also alert parents to communication such as hate speech, sex acts and depression. But there's one place safeguards still lag: Video games. Bark Chief Parenting Officer Titania Jordan said it's because people communicate verbally - via headset - on popular online games like Fortnite, Roadblocks and Minecraft. She said children need to be instructed never to divulge any personally identifying information that can make them easy to locate, and then lured into a private chat. SAN DIEGO (KGTV) -- A San Diego County leader is asking the state to look into what she calls the disproportionate placement of sexually violent predators in rural East County. In a letter, Board of Supervisors Chairwoman Dianne Jacob asked Attorney General Xavier Becerra to investigate the placements. Jacob says nine out of the 12 predators, dubbed the "dirty dozen" by Jacob, released in the San Diego region have been housed in the communities of Campo, Boulevard and Jacumba Hot Springs. SAN DIEGO (KGTV) -- A new study by Zillow shows that homebuyers with lower credit scored pay more for the same homes than buyers with excellent credit scores.According to Zillow, borrowers with excellent credit scores could get a mortgage with a 4.5 percent annual percentage rate.Borrowers with a fair credit score could get a 5.1 percent rate. Over the lifetime of a 30-year mortgage, that means a buyer with a fair credit score may end up paying an additional ,000 over the lifetime of the loan.In San Diego, where the median home value in March of 2018 was 5,300, Zillow estimates that homebuyers with fair credit will pay ,000 for the same home.The difference is only amplified in more expensive markets, Zillow says. In addition, the penalty for lower credit scores tends to be higher."When you buy a home, your financial history determines your financial future," said Zillow senior economist Aaron Terrazas. "Homebuyers with weaker credit end up paying substantially higher costs over the lifetime of a home loan. Of course, homeowners do have the option to refinance their loan if their credit improves, but as mortgage rates rise this may be a less attractive option."Zillow says that even if homeowners don’t pay the full 30-year term on a loan, the annual cost of a lower credit score can still add up to 0 a year. 1346

  

SAN DIEGO (KGTV) — A San Diego judge says police departments must release records related to officer misconduct.The decision comes after local media groups, including 10News, sued to keep some police unions from blocking departments from following a groundbreaking new law in California.“This court finds that Senate Bill 1421 applies retroactively, to all, keyword, all personnel records of peace officers not only now but prior to January 1, 2019,” said San Diego County Superior Court Judge Eddie Sturgeon.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively. They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.“These records have been under seal for 45 years, and when you have that kind of duration, and decisions are made for that long than it is going to create substantial disruption when the law changes, and all of a sudden these things have been under seal for four and half decades are available for public perusal,” said Richard Pinckard, attorney for the unions.An attorney for the ACLU argued they intervened in the case to defend the public right to know saying the law was designed to be retroactive.“These are fundamental matters that the public has a right to know,” said David Loy, attorney for the ACLU of San Diego & Imperial Counties. “To restore public trust the public has to have the right to know and observe what the officers have done and what the agencies have said about it.”The Judge ruled no records could be released before March 29.
