SAN DIEGO (KGTV) -- Shoppers in Del Mar Heights are checking their receipts after learning through a social media app that some merchants are charging more sales tax than they should. Last year the City of Del Mar raised its sales tax to 8.75 percent, but the tax rate only applies to businesses within the city.  The problem arose when some businesses that share Del Mar's zip code, but get San Diego services, mistakenly charged the higher Del Mar rate. San Diego's sales tax is 7.75 percent. David did not want to give his last name, but he checked his receipt for the Jack in the Box restaurant in the beachside shopping center and discovered he'd been charged the higher tax rate, an extra 8-cents. David didn't complain to management and told us 8-cents wasn't a big set-back but did say he believed the problem should be corrected.  Several of his neighbors posted comments on the Nextdoor social media site about other establishments doing the same thing. 10News made purchases at three stores and found they charged the correct sales tax, but when we bought a salad and iced tea from Jack in the Box, we were charged at the Del Mar rate of 8.75 percent, just like David.  Another customer who did not want his name used also shared a receipt showing he paid at the higher rate. He also had a receipt dated April 24 of this year, showing he overpaid sales tax to the Del Mar Wine Company in the same shopping center. A spokesman for Jack in the Box told 10News the franchise made an honest mistake and re-set its cash registers to reflect the correct sales tax. A clerk at the wine store told 10News to email the manager.  As of this posting, he had not responded. 10News Contacted the California Department of Tax and Fee Administration.  Spokesman Paul Cambra explained that Del Mar was one of the few pockets of California that have a "zip code split".  Cambra called it a common problem when zip code boundaries don't match city boundaries. In an email to 10News Cambra wrote:"If a taxpayer overcharges, we will tell them to either return it to the customer or remit it to the CDTFA. If they have undercharged, they will still owe the tax, and depending on when they remit it, they may also be charged interest and penalties." Cambra noted that no consumer complaints about being overcharged had come from the 92014 zip code. Consumers are encouraged to know the sales tax in the communities where they shop. SAN DIEGO (KGTV) — San Diego's Arts Park @ Chollas Creek has been helping young people for almost 20 years now."The reason this place was started was there was a lot of vandalism in the community. I was part of the problem then, I consider myself part of the solution," said Jose Venegas, a co-founder, and Program Coordinator at Writerz Blok. During his teenage years, Venegas turned to graffiti. "It was that or gang bang really, to be honest, I grew up in a neighborhood where there was a lot of gang activity, a lot of drugs."A twist of fate led his friends to tag a vacant property in Southeast San Diego owned by the Jacobs Center. Rather than make the teens someone else's problem, the Jacobs Center for Neighborhood Innovation embraced them, donating the space and funding materials. "We encounter a lot of youth who show artistic expression but have never had a mentor or seen professional artists doing murals, graffiti," said Bennett Peji, Vice President of Impact and Partnership for the Jacobs Center for Neighborhood Innovation. Their mission is to foster a thriving community envisioned and realized by its residents.“The identify of a place should really reflect the the community that lives there but that’s not often the case," said Peji. Jacobs Center donated the property and funded materials to make the Arts Park a reality. Writerz Blok artists have able to help hundreds of teens and they now do workshops in high schools as well as the East Mesa Juvenile Detention Center."It's a very soothing feeling, it's like therapy," said Venegas. SAN DIEGO (KGTV) — San Diego Zoo biologists are part of a team of researchers that have rescued the last remaining southwestern pond turtles from an area ravaged by the Bobcat Fire.The researchers spend the last couple of weeks finding and recovering the reptiles from the San Gabriel Mountains. The area, which was scorched by the Bobcat Fire, from Sept. 6 until early November, is now at risk of mudslides and debris flows from rain, which could impact the turtles."Our role as conservationists is to provide refuge and care for wildlife in trouble," said Kim Gray, curator of herpetology and ichthyology, San Diego Zoo Global. "We are happy to make a home for these pond turtles until their home in the mountains can be made safe for them and their offspring."The southwestern pond turtle is now rare in Southern California and faces risks to its survival, including habitat loss, invasive nonnative predators and competitors.Over the two weeks, researchers rescued eight southwestern pond turtles. The turtles will be cared for at the San Diego Zoo until their habitat is made after this year’s rainy season. When their habitat is secure, they will be returned. 1173

FORBS is the Fraternal Order of Real Bearded Santas, and the group meets and trains year-round to prepare the best Santas for the holiday season. This year, even these pros can’t find work.There are two big reasons for this. The first is one that is impacting most industries right now: the pandemic. Events and parties are canceled, and malls are hurting. At a mall, Santa usually would go through a line of kids, put them on his lap, and ask them what they want for Christmas this year. It just means Santa is an employee instead of an independent contractor. Santas will be getting a paycheck with holdings taken out of it,” said one Santa.This means Santas who train year-round for this month have to adapt. Some are turning to virtual meet and greets to make ends meet.“Virtual is definitely for me the savior of the year,” said a Santa who recently got booked up with back-to-back virtual greetings.
