(CNS) - Oceanside's police chief has called for an internal investigation into an arrest in which one officer used a stun gun to subdue a carjacking suspect, causing him to fall backward onto his head, before two other officers forcefully twisted him to lie facedown.Video of the Tuesday incident was captured on a witness' cellphone and shared on social media, according to Oceanside Police Department Chief Frank McCoy.Police officials Wednesday released an officer's body-worn camera footage of the arrest along with the cellphone video, plus an open letter by McCoy providing more details.Dispatchers received reports around 4 p.m. Tuesday that the man attempted to carjack several people at multiple locations in Oceanside's Mesa Margarita neighborhood while armed with a knife, McCoy wrote in the letter. That victim went back outside a short time later and saw the suspect fighting with another person down the street.The man was still armed with the knife when officers approached him Tuesday afternoon at an undisclosed location in the Mesa Margarita neighborhood, McCoy said.The officers on scene were armed with two types of less-lethal weapons as they approached, according to McCoy.In the videos released by OPD, the man appears to have dropped the knife to the ground and has both hands on his head as one officer approaches from the front and two approach from behind. The man appears to kick something on the ground -- possibly the knife he had dropped -- and then takes a few steps toward it while shouting at the officers.As this was happening, the officer in front of him can be seen taking several steps toward the man before using his stun gun. The man goes stiff and groans as he falls backward, hitting his head on the ground.The two officers behind him then rush in and grab him before forcefully turning him over onto his stomach. In the videos, it appears the man's face hits the ground as officers turn him, and he groans again.Paramedics treated the man at the scene before taking him to Tri-City Medical Center for treatment of undisclosed injuries, McCoy said.The man, identified as 32-year-old David Hernandez Avila, was booked into the Vista Detention Facility around 9:30 p.m. Tuesday on suspicion of felony carjacking, attempted carjacking and assault with a deadly weapon, among other charges, according to jail records. (KGTV) - A car reportedly flew off a freeway in North San Diego County, causing a chain reaction collision.A 20-year-old woman driving a Buick reportedly careened off westbound SR-78 near El Camino Real, through the fence separating the freeway from the Vista Way, and collided head-on with a Ford Thunderbird being driven by a 47-year-old woman traveling eastbound.The collision set off a chain reaction, sideswiping a Nissan van towing a small boat. The boat then came loose from its trailer and flew into the westbound lanes of Vista Way, striking a Toyota Prius, being driven by a 43-year-old man, and a Chrysler 300 being driven by a 95-year-old man.The driver and a male passenger in the Buick both sustained major injuries and were airlifted to Scripps La Jolla hospital. Another male passenger sitting in the back seat of the Buick received minor injuries and was taken to Palomar Medical Center.The driver of the Thunderbird was slightly injured as well, but not taken to a hospital. No other injuries were reported.Police are investigating what led to the Buick driving off the freeway, but said they do not suspect alcohol or drugs to have been a factor. 1216

(KGTV) - The Oceanside Police Department asked for the public’s help Friday to find a missing man.Richard Teller, 80, was last seen at his home Thursday night at 10 pm.Police said Teller suffers from health conditions that require medication, which he does not have with him.Teller is believed to be driving a black 2006 Cadillac CTS with a California license plate of 5YDG829.Police said Teller is white, 5’9”, 190 pounds, with short gray hair and hazel eyes.Anyone who sees him is asked to call Oceanside Police at 760-435-4900. 556

OPEC is losing one of its members.The small, gas-rich state of Qatar said Monday that it will leave the oil cartel on January 1 after nearly 60 years of membership. The country's state oil company, Qatar Petroleum, made the announcement in a series of tweets."The withdrawal decision reflects Qatar's desire to focus its efforts on plans to develop and increase its natural gas production," Saad Sherida Al-Kaabi, the country's minister of state for energy affairs, was cited as saying in one of the tweets.Qatar is the world's leading exporter of liquefied natural gas, accounting for about 30% of global demand.For a year and a half, Qatar has been under an economic embargo by some of its neighbors including OPEC's de facto leader, Saudi Arabia. In response, Qatar increased its gas production, the mainstay of its economy, last year.It will be the first Middle Eastern country to pull out of OPEC, which only deals with crude oil production. Qatar's contribution has been marginal compared to some of the cartel's biggest producers like Saudi Arabia and Iraq. It pumps about 600,000 barrels a day of the almost 25 million barrels a day from all OPEC members."Qatar is a fairly small producer ... it was not making very much so it's not that significant in itself," said Robin Mills, CEO of Qamar Energy, a consultancy firm based in Dubai. OAKLAND, Tenn. – A dog that recently turned 20 years old is believed to be the oldest living golden retriever in the world.The retriever, named August or “Augie,” lives in Oakland, Tennessee, with her owners, Jennifer and Steve Hetterscheidt.The Hetterscheidts adopted Augie when she was 14 from the Golden Retriever Rescue Southern Nevada, which Jennifer co-founded before retiring and moving to Tennessee.On April 24, the family celebrated Augie’s 20th birthday, a major milestone, because experts say the average golden retriever lives to be about 10 to 12 years old.They went all out for the celebration, giving Augie a special carrot cake and having a banner made to wish her a happy birthday. She was also surrounded by the family’s three other retrievers, whose ages range between 7 and 10.As Augie got older, Jennifer told the Today Show that she did a little research to see what the age was of the oldest golden retriever. She came across the GoldenHeart Golden Retriever Rescue’s website, which said the oldest was believed to be 19 years old.
