While the calls to defund police departments continue, there are some major cities that have already had success in changing police involvement in certain scenarios.That includes programs that limit police interaction and bring in proper reinforcements in situations where mental health is a primary factor."A police officer, a paramedic and a social worker in one vehicle in response to mental health crises as one unit, so they're not waiting for the social worker to arrive or they're not waiting for the paramedic to come," said Kurtis Young, Social Work Director at Parkland Health & Hospital System.Young is talking about cooperation with Dallas police to bring specialized mental health treatment to 911 emergencies. It’s been in place since 2018.It’s critical because people with untreated mental illness are 16 times more likely to be killed during a police encounter. And at least one in four deadly law enforcement encounters involve an individual with serious mental illness.Our partners at Newsy found since January, the "right care" team has handled more than 6,000 calls. Less than 4% of those calls resulted in an arrest.Also, "quality of life" citations for things like disorderly conduct and public intoxication have dropped.The program is an alternative to policing, but at the same time, Young says it doesn't work without police.“We are a partnership with the police department,” he said. “And that's such an integral piece of it that we're not just social workers out there going house to house and taking 911 calls ourselves, you know. With news of two highly effective COVID-19 vaccines on the horizon, health officials and scientists are giving us new insight into how we could gain herd immunity."If we think of the population as a single group of people with all similar risks and susceptibilities and behaviors, we need 60% of people to be immune, meaning that not only they don’t get sick, but also they don't pass on the virus to other people," says Dr. Stuart Ray, an infectious disease professor and herd immunity expert at Johns Hopkins University.Dr. Ray says achieving herd immunity with the help of a COVID-19 vaccine would mean enough people would either get the vaccine or already have recovered from the virus and be immune to help stop the spread of the virus."It's a little bit like this notion that if you’re going to pass on a message from a lot of people in a group, they have to speak the same language. And the more people don't speak the language, the harder it's going to be to pass that message and there’s a threshold at which the message just gets stopped," says Dr. Ray.Still, it would take a certain number of people to get the vaccine and have that immunity last in order to reach herd immunity. Stanford University's Dr. Bali Pulendran hopes that we can achieve herd immunity, even though there are a certain number of people who are still hesitant to take the vaccine."I think we should remember that a vaccine that is 95% effective is only effective if the majority of people in a population take it. If only half the population or only 60% of the population take it, then we are unlikely to have achieved the level of herd immunity that you need for curbing the disease," says Dr. Pulendran.And if the new COVID-19 vaccine requires two doses, how crucial will it be to make sure people receive that second round of immunization?Asked whether follow up will be a concern, Dr. Ray says, "I think it is a possible concern. We’re going to do a lot of learning. WISCONSIN — A 19-year-old man has been charged with two felonies after police say he gave a gun to Kyle Rittenhouse the night two protesters were killed in Kenosha.Prosecutors say Dominick Black purchased the weapon from the Ladysmith Ace Home Center using money he received from 17-year-old Rittenhouse. Police say Black bought the weapon for Rittenhouse because he wasn't 18-years-old yet and couldn't do it himself.Black and Rittenhouse agreed that the rifle would be stored at Black's stepdad's house since Rittenhouse did not have an Illinois Firearm Owner Identification card, according to the criminal complaint. Black's stepdad lives in Kenosha.On Aug. 23, Jacob Blake was shot in the back several times by Kenosha police. The following days were then full of protests and unrest in Kenosha.According to the criminal complaint, on Aug. 25, Rittenhouse and Black volunteered to protect the Car Source located on Sheridan Road. The two met at Black's stepdad's house where Black gave Rittenhouse the gun he had purchased, a Smith & Wesson M&P 15 rifle.Around 11:49 p.m. that night, Rittenhouse used the gun to allegedly shoot and kill two individuals, Joseph Rosenbaum and Anthony Huber. But with COVID-19 still a concern, families all over the United States are wondering if it's safe to go trick-or-treating this year.WFTS took those concerns to medical experts with Baycare Health, who say with some added safety precautions, your family can still take part in trick-or-treating, handing out candy and other Halloween festivities.If you plan to welcome trick-or-treaters to your home, instead of handing out candy at your door, consider arranging individual treat bags on a table in your driveway or near the front door for a contact-less hand-off."Instead of having it all in a bucket, where everyone is putting their hands in, lay out a row so that when they come up, they can just grab one and go," said Michelle Sterling, the children's wellness and safety specialist with St. Joseph’s Children’s Hospital. "Then, you can refill that row after the little trick-or-treaters leave your house."When it comes to going home-to-home for trick-or-treating, Sterling said be sure to wear a mask when around people who are not part of your household.Also, doctors say Halloween costume masks are not a substitute for a cloth mask unless it is made of two or more layers of fabric and fits snugly around your mouth and nose.Additionally, medical experts say wearing a costume mask over a protective cloth mask can make it difficult to breathe. Instead, they say to consider using a Halloween-themed cloth mask.Doctors also recommend keeping a physical distance of at least six feet from people who are not in your immediate household, using hand sanitizer often, and waiting to eat candy until you are at home and can wash your hands with soap and water.Keep in mind though, updated safety guidelines from the Centers for Disease Control and Prevention discourages families from taking part in traditional trick-or-treating.Sterling is also offering the following tricks for keeping Halloween a treat for your family during the pandemic:Go all out with the Halloween decorations. Keep it budget-friendly by having your kids help create decorations to hang from windows, trees, mailbox, etc. You could even turn one of your bedrooms into a kid-friendly haunted house.Decorate doors inside your house and let your little ones go trick-or-treating indoors. Get the whole family involved with mom or dad behind one door, an older sibling behind another and grandparents behind yet another door.Set up a Halloween-themed scavenger hunt in and around your house. Provide clues and leave treats along the route.Turn up your spooky Halloween music and have a dance party with your children.
