ROCHESTER, N.Y. – New York Attorney General Letitia James announced Saturday that she will empanel a grand jury as part of her investigation into the death of Daniel Prude in Rochester.Activists have marched nightly in Rochester since police body camera videos of the encounter with the Black man visiting from Chicago were released this week by his family.“The Prude family and the Rochester community have been through great pain and anguish," James said in a statement. "My office will immediately move to empanel a grand jury as part of our exhaustive investigation into this matter.”Prude died of the effects suffocation after he was held by the police last spring.Seven police officers involved in the suffocation death of Prude have been suspended by the city’s mayor, who said she was misled for months about the circumstances of the fatal encounter.A union leader defended the officers Friday, saying they followed their training “step by step.”Prude died when he was taken off life support on March 30. That was seven days after officers who encountered him running naked through the street put a hood over his head to stop him from spitting, then held him down for about two minutes until he stopped breathing. In the hours before his encounter with police, Prude appeared to be spiraling into crisis. He had been thrown off a train the day before for disruptive behavior and was sent to the hospital for a mental health evaluation.Prude’s death and the actions of the officers have intensified the debate over whether police should be responding to calls about people suffering mental health crises. 1618

Roughly 200 people are being asked to quarantine for 14 days after going to a gym in West Virginia.A member of Planet Fitness tested positive for COVID-19 after going to the gym on June 24, and the Monongalia County Health Department is urging anyone who was at the gym that day to watch for symptoms. The health department estimates about 205 people were at the Planet Fitness during the window of time they are concerned about.“Out of an abundance of caution, the club is temporarily closed for deep cleaning and we are not aware of any additional members or team members reporting symptoms at this time,” Planet Fitness said in a statement.West Virginia, as well as dozens of other states, has seen an increase in COVID-19 cases in the last few weeks. In the past 10 days, the state has seen an increase of about 400 cases; in the 10 days prior to that, cases rose by about 240. As of late Saturday afternoon, the West Virginia case count was 2,782, according to a statement from Monongalia County. Those who are quarantined should not leave their home unless to seek medical care, and should limit contact with others in their household as much as possible. 1167

Ring the alarm!Beyoncé did not disappoint at the closing weekend of the Coachella Valley Music and Arts Festival on Saturday night -- turning it once again into what fans are calling, "Beychella."Queen Bey made headlines for her unbelievable performance last weekend. Backed by a full marching band in tribute to historically black colleges, a drumline and dozens of dancers, her powerful headlining set featured a surprise Destiny's Child reunion, her husband Jay-Z and more. But with Beyoncé being, well, Beyoncé, some wondered how the superstar might mix things up for the festival's second weekend. 610

ROCHESTER, N.Y. (AP) — Rochester Mayor Lovely Warren has fired the police chief and suspended her top lawyer and communications director in the continuing upheaval over the suffocation death of Daniel Prude. Chief Le'Ron Singletary announced his retirement last week as part of a major shakeup of the city's police leadership but said he would stay on through the end of the month.Instead, Warren said at a news conference that she had permanently relieved him while suspending Corporation Counsel Tim Curtin and Communications Director Justin Roj without pay for 30 days. 580

SACRAMENTO, Calif. (AP) — California would become the first state to require businesses to offer electronic receipts unless customers ask for paper copies under legislation proposed on Tuesday. Many businesses and consumers already are moving toward e-receipts, said Democratic Assemblyman Phil Ting of San Francisco. But he said a law still is needed because many consumers don't realize most paper receipts are coated with chemicals prohibited in baby bottles, can't be recycled and can contaminate other recycled paper because of the chemicals known as Bisphenol-A (BPA) and Bisphenol-S (BPS).His bill, AB161, would require all businesses to provide proof of purchase receipts electronically starting in 2022 unless the customer asks for a printed copy.RELATED: City Council votes to ban Styrofoam across San DiegoIt comes days after another first-in-the-nation California law took effect requiring dine-in restaurants to provide drinking straws only at customers' request. The penalties in Ting's bill are modeled on the straw bill, said Nick Lapis of Californians Against Waste. It calls for written warnings for the first two violations and a fine of a day for subsequent infractions, with a 0 cap."It's intended to be a pretty light touch in terms of enforcement," Lapis said.Advocates said the use of straws is declining after that law was passed. Many larger stores already offer the choice involving receipts but it is unclear if a mandate would cause a hardship for small and medium-size stores, said California Retailers Association spokeswoman Pamela Williams. Her association and the California Chamber of Commerce have not taken positons on the bill.Ting said businesses can save money by moving away from printed receipts. The advocacy group Green America, which is pushing a "skip the slip" campaign, estimated that millions of trees and billions of gallons of water are used annually to produce paper receipts in the United States.Ting cited studies by the Environmental Working Group and the Centers for Disease Control and Prevention that retail workers have higher concentrations of BPA or BPS than those who do not have regular contact with receipts.Ting said consumers can still request paper receipts if they are worried about giving out their email addresses for privacy reasons or to avoid having their emails used or sold for marketing purposes. 2382
