ESCONDIDO, Calif. (KGTV) — One person is dead and a driver is at large following a hit-and-run collision in Escondido.A vehicle collided with a bicyclist on La Honda Road north of El Norte Parkway at about noon, according to the Escondido Police Department."The rider was wearing a helmet, and we are still investigating the cause as to what happened and how the car and bicyclist crashed," Lt. Scott Walters with the Escondido Police Department said. The cyclist was part of a larger group going southbound on La Honda Drive. Witnesses of the crash saw the 36-year-old victim from Vista fly off his mountain bike and die at the scene. Investigator said the driver of the car never stopped and continued going northbound on La Honda Drive. A short while later, investigators got a break in the case. The mangled car was spotted on the 600-block of Aster Street, just a half-mile away from the crash site. 10News spoke to neighbors watching the commotion, who said they did not recognize the sedan. The victim's identity was not immediately released.Police advised the public to avoid the area for about five hours after the crash. (KGTV) — Encinitas leaders will consider developing a parking lot for the homeless next week, but the idea is already receiving pushback.If approved, the parking lot would be the first for homeless use in North County and modeled after other similar lots in San Diego.The location, at the Leichtag Commons agricultural property on Saxony Road, would be operated by Jewish Family Services. However, if that article is posted on social media and spread to hundreds of thousands of people, the person can only sue the individual who posted the article and cannot hold the social media company responsible for spreading the article.The wording of Section 230 also allows internet companies, and more specifically social platforms, to moderate their content by removing or censoring posts that are obscene, violent or otherwise violate that specific platform’s terms of service and standards, so long as the social platform is acting in “Good Samaritan’ blocking” of harmful content.This has allowed online social platforms to grow and thrive, offering a space for users to share their thoughts and opinions, without the fear that those thoughts and opinions will get the platform in trouble. The wording for Section 230 came from established case law, including a Supreme Court ruling in the middle part of the 20th Century, which held that bookstore owners cannot be held liable for selling books containing what some might consider obscene content. News publishers can be held liable for the content they share on their platform, either in print or online.The president’s executive order came after Twitter started adding a fact-check warning to his tweets that contain false or misleading information.
