SAN DIEGO (KGTV) - A thief struck an ugly chord with residents in a Del Cerro neighborhood, after zeroing in on a porch and warming up his pipes.    Just off College Avenue, Katherine - who asked us not to reveal her full name - says the first feeling was confusion when she and her husband returned home from Julian on Saturday night.  On their porch, the couple says they found an opened letter addressed to a man in El Cajon. When they looked at the surveillance video, they saw him:  a casually dressed man pulls up in a pickup truck.            "He is holding the letter so he has a plan, a story if anybody stops him," said Katherine.On the video, the man heads right for the package at the front door and swipes it.  He throws the package in the truck, tosses the letter and as gets back into the truck, he appears to belt out a note.  As he backs out of the driveway, he keeps on singing."The singing clearly shows he's completely comfortable, really cocky...just going to his next gig.  I think it's his weekend job," said Katherine.Katherine can't help but smile about the likely sour note he experienced once he looked inside and found - a dog brush and mug.  Now she's hoping the video will lead to an arrest."He's clearly done this before.  No doubt he's out doing this again," said Katherine. 1414

SAN DIEGO (KGTV) — Among the propositions that will be on the November ballot in California, Proposition 17 will ask voters to decide whether or not to allow individuals on parole to vote.Voters will vote "yes" or "no" on the proposition, which is an amendment to the state's constitution introduced by Sacramento Assemblymember Kevin McCarty, according to BallotPedia.In California, those who are "mentally incompetent or imprisoned or on parole for the conviction of a felony" for a state or federal sentence are not allowed to vote.The passage of Proposition 17 would instead direct the state to only disqualify those who are currently serving a sentence for the conviction of a felony and allow those on parole for a felony conviction to vote."Parole is not an extension of punishment. It's a reintegration time for someone to come back in their community," says Shay Franco-Clausen, the Yes on Prop 17 Campaign Manager. SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said. SAN DIEGO (KGTV) - A San Diego police officer was involved in a shooting outside a music venue in downtown San Diego just before 7 p.m. Saturday.San Diego Police Lt. Mike Holden said that a white man in his thirties was acting violently on top of a vehicle hood on the corner of W. Ash Street and India Street.The man was only wearing pants and did not have a shirt or shoes on and was standing on the hood of a car yelling at the driver, police said. A police officer tried to take the man into custody and used a Taser, which did not subdue him. Police said the man continued to act violently.The officer then fired one shot, which did not hit anybody."The officer continued to struggle with the suspect," said Lt. Mike Holden of the San Diego Police Department. "At one point during the struggle the officer feared for his life. The officer fired one round from his handgun, but missed the suspect."The suspect, Brent Zadina, 30, was taken into custody and transported to a hospital for observation. Police do not believe Zadina was armed.The officer sustained minor injuries but was not taken to the hospital, Holden said. Police are investigating the incident near the Music Box. The roads were closed nearby for the investigation but have since reopened.This is a developing story.
