LOS ANGELES (AP) — A judge has ordered the release of a Southern California man who spent 19 years in prison for a gang-related shooting. The judge on Friday approved a re-sentencing request from prosecutors for Emon Barnes. The 34-year-old Compton man is expected to be freed next week. Barnes was 15 when he was arrested for a Compton shooting. He was sentenced to 40 years to life for attempted murder. Barnes says he was home with his mother at the time of the shooting. A victim who identified him has since recanted. His attorneys say they will try to have his conviction vacated. 594

LOS ANGELES (AP) — The two Southern California desert communities rocked by last week's powerful earthquakes may have sustained as little damage as they did because they have no tall buildings and many of the homes in one are fairly new and were built to stricter earthquake standards.California's Seismic Safety Commission Chairman Michael Gardner said during the agency's Thursday meeting that the tallest building he knows of in the Mojave Desert towns of Ridgecrest and Trona is the three-story Ridgecrest hospital.The region was struck by a magnitude 6.4 earthquake on July 4, followed by a 7.1 temblor the next day.Ridgecrest, whose 28,000 residents include many who work at the nearby China Lake Naval Weapons Center, is about 150 miles (241.4 kilometers) east of Los Angeles.The nearby mining town of Trona, with a population of about 2,000, was harder hit. Commissioners noted many of its buildings are older.Authorities estimated the damage to both towns at about 0 million, although that could go up as buildings continue to be evaluated.Commissioner Kit Miyamoto said that as inspectors entered some buildings they discovered serious damage to ceilings and other areas that they couldn't see from the outside."Three buildings from the exterior appeared to be fine and probably safe for entry, but upon further investigation the roofs had actually collapsed," he said, adding inspectors may find others in that condition.Gardner said commissioners are also waiting for more information from the Naval base, where security is tight.Miyamoto noted that many of Ridgecrest's homes were built in the 1980s and '90s of more earthquake-resistant materials."As we know, newer California houses hold up really well," he said.That was not so much the case in Trona, where many fireplace chimneys collapsed and other damage was recorded.Buildings flooded when water heaters toppled over and ruptured gas lines sparked fires, and roads, highways and sidewalks also buckled.Trona also lost all of its water for several days when a pipeline carrying it from Ridgecrest ruptured. It was restored Thursday, but San Bernardino County spokesman David Wert said a "boil order" remains in place while water lines are being flushed. Meanwhile, free water was being distributed to residents.Other utilities to both towns have been restored, and Gardner said a local assistance center opened in Ridgecrest on Thursday.The commission itself plans to meet in Ridgecrest next month.No one in the area was killed, although authorities believe the quake may have taken the life of a man in the small Nevada town of Pahrump, 180 miles (289.7 kilometers) away.Troy Ray, 55, of Pahrump was killed when his jack slipped as he was working underneath his car. The shaking from one of the quakes felt from Las Vegas to Los Angeles might have caused the jack to slip, although authorities noted they couldn't be sure.Separately Thursday, California Insurance Commissioner Ricardo Lara and California Earthquake Authority CEO Glenn Pomeroy urged residents statewide to consider buying earthquake insurance that they said could be tailored to meet homeowners' and renters' individual needs and pocketbooks.Contrary to some reports, they said the insurance is available everywhere in California. LOS ANGELES (KGTV) -- A 5.3 magnitude earthquake shook the Los Angeles area Thursday afternoon. According to the United States Geological Survey, the earthquake struck about 35 miles southwest of Channel Island Beach. At this time there are no reports of damage or injuries. The National Weather Service added that there is no risk for tsunami. Shortly after the quake, the Los Angeles Fire Department went into earthquake mode. According to the department, during earthquake mode, firefighters from all 106 neighborhood fire stations survey all 470 square miles in the greater Los Angeles area. The department says crews are now inspecting dams, power-lines and large places such as Dodger Stadium to ensure public safety.  772

LOS ANGELES (CNS) - A pair of active-duty U.S. Marines stationed at Camp Pendleton were arrested Tuesday morning on a federal grand jury indictment charging one of the Marines and three civilians with conspiring to distribute narcotics -- including oxycodone pills laced with fentanyl -- to civilians and members of the Marine Corps, one of whom suffered a fatal drug overdose in May.Lance Cpls. Anthony Ruben Whisenant, 20, and Ryan Douglas White, 22, were expected to make their initial appearances Tuesday afternoon in U.S. District Court in Los Angeles. Whisenant allegedly distributed narcotics to fellow Marines, including the one who overdosed, and White is charged with being an accessory after the fact for allegedly attempting to hinder the apprehension of Whisenant and an alleged drug supplier named in the indictment.The 14-count superseding indictment also charges:-- Jordan Nicholas McCormick, 26, of Palmdale, the lead defendant and the conspiracy's alleged supplier of LSD, ecstasy, cocaine and oxycodone pills laced with fentanyl to co-conspirators-- Gustavo Jaciel Solis, 24, of Sylmar, who allegedly distributed McCormick's drugs to civilians and military personnel-- Jessica Sarah Perez, 23, of Pacoima, who allegedly distributed narcotics, including fentanyl and cocaine, to civilian customersOn Aug. 11, Solis and Perez were indicted on fentanyl and cocaine distribution charges, and Solis was indicted on firearms-related charges. They have pleaded not guilty and their trial date is scheduled for Oct. 27. Solis is in federal custody and Perez is free on ,000 bond.Tuesday's updated indictment adds McCormick -- who is also in federal custody -- Whisenant and White as defendants, in addition to adding charges to the original indictment. According to the indictment, the conspiracy lasted from last November through this month and involved multiple sales of fentanyl- laced oxycodone to an undercover buyer, often for amounts exceeding ,000 per buy.On May 22, Solis sold 10 pills of oxycodone laced with fentanyl to an active-duty Marine who died of a drug overdose in the early morning hours of May 23, the indictment alleges.In addition to the conspiracy charge, McCormick, Solis, Whisenant and Perez face substantive charges of distribution of narcotics, including fentanyl. McCormick and Solis are also charged with possessing firearms in furtherance of drug crimes.If convicted, McCormick and Solis would face a sentence of 10 years to life in federal prison, and Whisenant and Perez would each face up to 20 years behind bars.
