WASHINGTON — The Justice Department explored whether it could pursue either criminal or civil rights charges against local city officials as violence erupted night after night on the streets of Portland, Oregon.Federal officials researched whether they could levy criminal or civil charges against the officials, department spokesperson Kerri Kupec said. The research likely explored whether the rhetoric and actions of city officials may have helped spur the violence in Portland. The revelation underscores the Trump administration's effort seek action against those who officials believe may be helping contribute to protest-related violence.Kupec declined to comment on whether charges would be brought.According to The Associated Press, federal officials have reported that they were told by local law enforcement that they were explicitly told not to intervene at Portland's federal courthouse — the site of more than a hundred straight days of protest this summer. Protesters threw rocks and bottles at police and vandalized the building during several protests during that stretch. The Trump administration then briefly sent federal agents to the city in an attempt to quell the protests. Their initial presence in the city led to heightened tensions in mid-summer months.Portland Mayor Ted Wheeler said in a statement that it was "ridiculous" that the Trump administration was attempting to "distract" from its failures in handling the COVID-19 pandemic and west coast wildfires."The administration has made the cynical decision that the suffering of others is politically beneficial, regardless of the cost," he said, according to The Associated Press. "The people of this city — and throughout the nation — will not be intimidated, and I remain committed to doing my part as mayor to work with local partners to advance racial justice, and address the pandemic and economic challenges facing our community." 1923

WASHINGTON (AP) — More than a million Americans sought unemployment benefits last week. That's the word from a Labor Department report that indicates companies are cutting more jobs as the coronavirus surges through the Sunbelt and some of the nation’s most populous states. Layoffs in Florida, Georgia and California rose by tens of thousands. The number of laid-off workers seeking assistance remained stuck at 1.3 million. That number is lower than the previous week but still illustrates the devastation wrought by widespread shutdowns. The U.S. has now suffered 17 straight weeks of jobless claims in the millions as the country continues to combat the novel coronavirus.Case counts are rising in 40 states and 22 states have either paused or reversed their efforts to reopen their economies, according to Bank of America. 832

VISTA (KNSD) - A Carlsbad man who allegedly drugged and sexually assaulted a 16-year-old girl and raped a woman he met online was charged Wednesday with 17 felony counts.Michael Fangman, 47, faces between 20 and 25 years in state prison if convicted of charges involving the minor, identified only as Jane Doe 1, and the woman, identified only as Jane Doe 2.Fangman was arrested shortly before 8:25 a.m. last Friday at his home, Carlsbad police Sgt. Reid Shipley said.Carlsbad police have been investigating since March when they received the first report of sexual assault. The 16-year-old girl contacted police on March 18 and alleged that she had been sexually assaulted by Fangman, who she had met online, Shipley said. The criminal complaint includes allegations that between March 11 and March 16, Jane Doe 1 was sexually assaulted and was given heroin by Fangman during that timeframe. He faces 14 counts related to Jane Doe 1, as well as three pertaining to Jane Doe 2, including forcible rape.According to the deputy district attorney, Benjamin Barlow, all of the alleged acts took place in Carlsbad in the month of March of this year. The judge ordered a no contact order with Jane Doe 1 and Jane Doe 2. VISTA, Calif. (KGTV) -- The man accused of killing his mother in her Oceanside home pleaded not guilty. He was not granted bail. Quiet and still. Anthony Sardina stood in front of Honorable James Simmons Jr., denying any involvement in his mother's murder. "Not guilty plea is entered on Mr. Sardina's behalf," Judge Simmons said.  The 37-year old is accused of killing his mother, 64-year-old Regina Sardina. The heinous crime was discovered by Anthony's younger brother, who found Regina's body in their Oceanside home Sunday afternoon. The deputy district attorney told reporters for the first time that Sardina used a knife to kill his mother."Anthony Sardina was arraigned on a complaint alleging one count of murder as well as what is known as a 'felony strike prior allegation,' and attached to the murder charges is the allegation that he personally used a knife in the commission of the offense," said deputy district attorney Robert Bruce. After the attack, investigators said Sardina took his mother's car to a nearby Hobby Lobby and caught a cab. Police arrested him shortly after tracking him through the cab company. "Oceanside did a terrific job investigating this offense, bringing it to the DA's office, we charged it quickly, and the case continues to be investigated," Bruce said. 10News found Anthony Sardina has a lengthy criminal felony record, with arrests dating back to 2009, and as recently as July 31st of this year. This ultimately led to him getting no bail. "The judge said no bail on the case, both on the murder charge, because of the nature of the charge, and the fact that he is on probation from a prior offense, which carries no bail," Bruce said. If found guilty, Sardina faces 51 years to life in prison.   1791
