More time together means more opportunities to get annoyed and allow tense topics to creep up: the election, the pandemic, the economy, healthcare … and the list goes on.According to the Centers for Disease Control COVID-19 guidelines, gatherings that last longer pose more risk than shorter gatherings. In a newly released documentary that debuted during the Rome Film Festival, Pope Francis made a statement supporting same-sex civil unions, the first pontiff to take that stance.“Homosexual people have the right to be in a family. They are children of God,” Francis said in one of his sit-down interviews for the film called “Francesco.” He went on to say “You can't kick someone out of a family, nor make their life miserable for this. What we have to have is a civil union law; that way they are legally covered.”Patrick Ambrosio, a leader in the San Diego gay and catholic community, said hearing this news feels like a step in the right direction.“In my Catholic faith, I’ve had a lot of struggles. I’m still blessed to know I still have a lot of support from my fellow catholics that are still supporting openly gay people like myself after all these year,” said Ambrosio.While the statement is a first and could create change in some parts of the world, Kevin Eckery, spokesperson for the Catholic Diocese of San Diego, said it won’t change anything in California.“Marriage is two different aspects. You’ve got the legal aspect which is we’ve got a marriage license from the state of California. And the religious aspect,” said Eckery.The Pope’s message addressed civil unions, not the sacrament of marriage, which has to be between a man and a woman. This will not change. House and Senate negotiators have struck a deal over?long-stalled legislation?to revamp the way sexual harassment complaints are made and handled on Capitol Hill, multiple congressional sources close to the process told CNN on Wednesday, likely assuring the bill's final passage this year.The bill will reconcile the House- and Senate-passed versions into one bill that overhauls the Congressional Accountability Act, which set up and oversees how sexual harassment claims are handled and -- for the first time -- will hold lawmakers liable for paying harassment settlements from their own pockets, rather than using US taxpayer money as had been done in the past.The breakthrough comes more than a year since the #metoo wave hit Capitol Hill and just in the nick of time. Had Congress been unable to reach agreement before the end of the year, each chamber's legislation that passed earlier in the year would have expired.The House passed its version in February. The Senate wrote its own bill, a vastly different version, in May and legislators have been working for the past seven months, in fits and starts, to compromise over the details.The final bill text has not been released yet and a formal announcement is forthcoming. Depending on how things pan out with the whole slate of must-pass items left on Congress' docket, the sexual harassment legislation could be attached to the spending bill or the Violence Against Women's Act extension or could be passed by unanimous consent on the floor.Whether lawmakers would be personally liable for paying harassment settlements had been a sticking point as the legislation?sat for months without a solution. A provision in the Senate's bill for members being to be held personally responsible said, unlike the House bill, that they must pay out of pocket only for sexual harassment, not for any awards that may be ordered for sex discrimination or any other kind of discrimination.Some had feared that could provide a loophole for members who are accused of harassment to settle with a victim for sex discrimination, knowing they won't be required to pay the settlement and it will instead come out of a US Treasury fund. 2186

House Majority Leader Kevin McCarthy plans to introduce legislation this week that will fully fund President Donald Trump's proposed wall along the U.S.-Mexico border with a whopping .4 billion price tag, a spokesperson for the California Republican told CNN on Tuesday.The bill is still in the drafting process but is expected to be released within the next few days in the pro-forma session this week. The House remains in recess until mid-November, after the midterm elections, so the body would not consider the legislation for another month or so. Even with a Republican-controlled Capitol Hill and White House, any proposal to fully fund Trump's signature campaign pledge of a border wall would have a difficult pathway to passing both chambers of Congress, given the threshold for such legislation and the narrow margin of control in the Senate.The legislation comes as McCarthy is headed to the U.S.-Mexico border on Wednesday for a tour and briefing by the Department of Homeland Security and as the California congressman continues to push to succeed Speaker Paul Ryan when the Wisconsin Republican departs in January.Mccarthy is not the only House Republican to express interest in leading the caucus. Majority Whip Steve Scalise of Louisiana and House Freedom Caucus co-founder Jim Jordan of Ohio have talked about pursuing the top House GOP spot, and both are traditionally affiliated with the more conservative side of the caucus members.
