A Norwalk, Ohio man and Sunday school teacher is facing charges after having inappropriate sexual contact with a child in a church basement.Kenneth Rose is charged with gross sexual imposition of a child. He was the children's director at Milan Friends Church in Milan Township and had been volunteering there for six months.Rose is being held without bond while the Erie County Sheriff's Office investigates what exactly went on inside the church and if more than one child was involved.Two alleged incidents were reported by one child who was in his program. The girl said both incidents happened while her parents were in regular church service. One happened on Feb. 25, the other on March 18. "There was inappropriate sexual contact, so there was touching involved," Detective Sergeant Dennis Papineau with the Erie County Sheriff's Department said. He said the young girl went to her father and told him what her Sunday school teacher did to her."There was spanking involved," Detective Sergeant Papineau said. It happened in the church's basement, when no other kids were around."When this actually occurred, they were by themselves."Rose admitted guilt to investigators immediately. "He was cooperative with the investigation."Scripps station WEWS in Cleveland talked to the pastor of the church, Paul Campbell, on the phone. He didn't want to go on camera, but said the church is cooperating with investigators and trying to be as transparent as possible. Pastor Campbell said Rose never should have been with children alone, and they still aren't sure how this happened. Campbell said there were no other incidents reported to them. Rose is not listed as a sex offender and does not have a criminal history. Campbell said they're already talking about what they can do to make sure this never happens again. "This is an active investigation, and if there are any other victims we are asking them to come forward," Detective Sergeant Papineau said. 2084

After months of protests, sometimes becoming violent, Portland Mayor Ted Wheeler announced Thursday that the city is banning the use of tear gas by his city’s police.Wheeler said everyone has an obligation to create change, and now is the time to change the city’s policy on using tear gas.“During the last hundred days Portland, Multnomah County and State Police have all relied on CS gas where there is a threat to life safety,” Wheeler said. “We need something different. We need it now.“Arson, vandalism, and violence are not going to drive change in this community. I expect the police to arrest people who engage in criminal acts. I expect the District Attorney to prosecute those who commit criminal acts. And I expect the rest of the criminal justice system to hold those individuals accountable. We must stand together as a community against violence and for progress.”The issue of using tear gas amid protests has become a legal battle, as demonstrators say that the use of tear gas to disperse a crowd violates their constitutional rights. In June, U.S. District Judge March Hernandez ruled that the use of tear gas on protesters in Portland could only be used when lives are at risk.The police responded on Thursday by saying gas is a tool needed by officers to control crowds when protests become violent.“Banning the lawful use of CS will make it very difficult to address this kind of violence without resorting to much higher levels of physical force, with a correspondingly elevated risk of serious injury to members of the public and officers,” the Portland Police said in a statement. “CS, while effective, is a significantly lower level of force than impact weapons, which would very likely be necessary to disperse riotous groups with its prohibition. We do not want to use gas. We do not want to use any force.”As to why tear gas is used instead of police going in to make an arrest?“To make an arrest in the middle of a crowd intent on destruction and injuring people, it takes considerable resources--large numbers of officers that we do not have,” the police said. “Not only do we not have enough PPB officers to respond in this manner, our area partners have stated they will not come to our aid, given the climate in Portland.”The city’s downtown has dealt with protests and unrest since Memorial Day following the death of George Floyd in Minneapolis. Albertsons wants to scoop up Rite Aid.The deal announced Tuesday will create a new company with about billion in annual sales and 4,900 stores across the country.Albertsons pharmacies will be rebranded as Rite Aid and some Rite Aids will continue to operate as stand-alone stores. Rite Aid CEO John Standley will become CEO of the new combined company.Walgreens wanted to buy up all of Rite Aid in 2015, but federal regulators nixed that agreement on antitrust grounds. In September, the two companies announced a scaled back version for nearly 2,000 of Rite Aid's stores. That left Rite Aid with around 2,600 stores.The move will allow Albertsons to become "a fully integrated one-stop-shop," Miller said in a statement.Rite Aid jumped 24% in pre-market trading.Albertsons is a privately held company and Rite Aid is public.
