SAN DIEGO (KGTV) — Merritte Powell hired six new people once his downtown restaurant got the green light to serve indoors again. But now, those workers could be in for some bad news. The three or four shifts they thought they’d get each week at La Puerta could instead be reduced to one, if that.“The hardest part is just the emotions and the mental health of the people working in the industry,” Powell said. It’s because San Diego County is in danger of falling into the state’s most restrictive purple tier of coronavirus restrictions, which would ban restaurants from serving indoors. That would be the latest setback in the region's push to return to normal amid the outbreak.“It feels like they're just playing games with us at this point, and it's getting frustrating,” Powell said. The twists and turns are taking a big toll, not just on day-to-day operations, but also when it comes to hiring in the future.“You're not going to hire people back, you're being extremely cautious,” said Ray Major, SANDAG’s chief economist.Major said restaurant owners have it especially hard. Not only do they have to be concerned with whether they can break even, but also if a future move into a less restrictive tier would only be temporary."We're really going to have to get into the orange or the yellow tier, and we're going to have to be able to stay there, and businesses are going to have to have the confidence that we're not going to shut them down again before they start rehiring people," Major said.SANDAG says the region's jobless rate was 13.3%, with 226,000 unemployed workers as of Sept. 5. As for Powell, he said he certainly would not have hired six people if he knew more restrictions were on the way. 1718

SAN DIEGO (KGTV) — La Mesa-Spring Valley School District officials have postponed the district's planned reopening date, citing concerns that San Diego County will soon be placed in the state's most restrictive reopening tier. The district's reopening has been moved from Oct. 12 for hybrid learning to the week of Nov. 30, according to the district. The hybrid learning plan will bring small groups of students to in-person classes two days a week.LMSV said the decision was based on the county's potential rollback into California's purple reopening tier and the district's proximity to the College Area, where cases linked to San Diego State have steadily increased since school resumed on Aug. 24.RELATED: Supervisors to discuss reopening options if San Diego moves into more restrictive tierThe district called SDSU's case increase "particularly concerning.""We decided to postpone our reopening date after learning the county would likely be downgraded to tier 1 on the state COVID-19 tier system. The outbreaks at SDSU are particularly concerning due to the fact that many SDSU students live in our community and work at our schools. SDSU is our community. We felt it was best to err on the side of caution and postpone our reopening date in the hopes that the outbreaks subside," the district said in a statement to ABC 10News."We want nothing more than to welcome students back on campus, but we must ensure that it is safe to do so. The last thing we want is for our schools to open only to close again."RELATED: What happens if San Diego County moves to California's most restrictive tierIn a letter to parents, the district extended its "learning options survey" to allow families to vote on their preference between hybrid or 100% online classes.County public health officials reported a 7.9 case rate over the last week, putting the region on track to the state's most restrictive reopening tier. County Public Health Officer Dr. Wilma Wooten said Tuesday that without SDSU's cases factored into the case rate, the county would not qualify to move back into the purple tier.Wooten has said that even if the county moves back, schools will still be permitted to hold in-person classes. 2206

SAN DIEGO (KGTV) -- In anticipation of Fire Prevention Week, Cal Fire is urging Californians to pre-plan for the worst case scenario.According to Cal Fire, homes today burn faster than ever, leaving just minutes to escape once the smoke alarm sounds. This year’s Fire Prevention Week theme is “look, listen and learn.” In support of the week, the agency is asking Californians to develop a fire plan and practice it.RELATED: Woman, mad at ex-boyfriend, accused of sparking massive Maryland apartment fireCal Fire offers tips on making the plan, such as checking to make sure fire alarms are working and making sure there are two ways out of every room like a door and window.Heating equipment is one of the leading causes of house fires, Cal Fire says. Space heaters often cause home fires. Cal Fire warns residents to keep anything that can burn at least three feet away from heating equipment.“As we approach Fire Prevention Week, now is the time to take a look around your home and see where your hidden hazards are,” said Chief Dennis Mathisen, California State Fire Marshal.RELATED: Lit flare thrown into car parked in Lake Murray neighborhood“That means go room by room, and really look closely at where you have items placed, stored, and plugged in. We all can do a better job of reducing our risks by being more fire aware and creating a potentially life-saving escape plan and then practicing it.”Check out the list below for more on this year’s theme: 1478
