CAPE TOWN, April 30 (Xinhua) -- The World Economic Forum on Africa, scheduled on May 2-4 in Cape Town, South Africa, will see participants exchange views on how the continent can turn to the next chapter of development.The meeting, expected to gather a record 900 participants from over 60 countries, will be held under the theme "From Vision to Action, Africa's Next Chapter," organizers said."We chose this theme because we feel it is very relevant for the events that are taking place on this continent, and the opportunity for growth and investment that the international and African communities are seeing," said Katherine Tweedie, head of Africa for the World Economic Forum.Seven of the fastest growing economies in the world in the next five years will be in sub-Saharan Africa, Tweedie noted, saying that a lot of discussion will be devoted to explore drivers behind this growth.Africa's economic growth in recent years have impressed the world. Though being the most underdeveloped continent, Africa have been more resilient than expected during the global economic crisis.The International Monetary Fund (IMF) have predicted that the continent's growth in 2011 will reach 5.3 percent.Under one of the three thematic pillars, "Shaping Africa's Role in the New Reality," the meeting will explore how Africa can take on a leadership role in the new reality and guard against newly emerging global and regional risks. Participants will look at how Africa can strengthen its representation and negotiation capacity on global platforms such as COP 17 and the G20.Meanwhile, the meeting will look into Africa's industrial diversification, which is widely considered as an effective way to increase competitiveness. Discussions under the thematic pillar of "Fostering Africa's News Champions of Growth" will focus on what innovative and entrepreneurial lessons drive Africa's fastest- growing companies, and how can Africa's emerging economies build capacity in science, technology and innovation to move up the value chain.Another topic expected to attract much attention is Africa's inclusive development. In recent years, African decision makers have been looking for ways to attain inclusive development by translating economic growth into better lives for the people.Marcus Courage, managing director of consulting group Africapractice, said ahead of the meeting that Africa must start measuring its economic growth in terms of job creation and progress of value addition of what it produces, rather than the gross domestic product (GDP), if it has to move from vision to action."One of the challenges is that we measure economic success in therms of GDP. That is not fair reflection of action," he told Xinhua.Under the thematic pillar of "Building Partnership for Inclusive Development," participants will debate on how can inclusive growth be put at the heart of a sustainable development agenda for Africa, and how can government of African countries work together with the business sector to distribute more equitably the benefits from the wealth in natural resources, among others.Regarding the highlight of this year's meeting, Tweedie said there will be a strong focus on green growth and the environment agenda, working closely with the South African government, given that South Africa will be hosting the COP 17 meetings in December.The meeting will also have very strong representation from Francophone west Africa for the first time. As a result a good part of the discussions will be focusing on issues taking place in this part of Africa, she added.Although South Africa has hosted the World Economic Forum on Africa for a number of times, this year the host is attracting particular attention.South Africa has joined the BRICS group of countries which also include Brazil, Russia, India and China, becoming the only African member in the grouping. It is also the only country from Africa in G20. In November this year, South African city of Durban will host the 17th Conference of the Parties (COP 17) to the UN Framework Convention on Climate Change.How can the country speak for Africa in the international arena, and what role can it play in facilitating closer cooperation between developing countries is also expected to draw in-depth discussions at the meeting.Meanwhile, participants are also expected to exchange views on issues including Africa's agriculture development, infrastructure construction, China-Africa cooperation, impact of political situation in North African and the Middle East on Africa's economic development, among others.

BEIJING, Feb. 8 (Xinhua) -- China would continue expanding its radio and television networks coverage in the country's rural areas in the 2011-2015 period, according to the State Administration of Radio, Film and Television (SARFT).In the five-year period, efforts would focus on ensuring access to radio and TV services in those villages with less than 20 households, the SARFT said in a statement.It noted that China's other villages which had more than 20 households were already covered by the radio and TV networks, thanks to government's continuous efforts in this regard.China's central and local governments poured over 15.7 billion yuan (2.38 billion U.S. dollars) into the upgrading of the radio and TV networks in the country's rural areas in 2006-2010.Official figures indicated that 96.31 percent and 97.23 percent of China's population had access to radio and TV services respectively in 2009. WASHINGTON, April 25 (Xinhua) -- The U.S. National Aeronautics and Space Administration (NASA) and the U.S. Agency for International Development (USAID) have agreed to expand their joint efforts to overcome international development challenges such as food security, climate change, and energy and environmental management.NASA Administrator Charles Bolden and USAID Administrator Rajiv Shah signed a five-year memorandum of understanding on Monday, at NASA Headquarters. The agreement formalizes ongoing agency collaborations that use Earth science data to address developmental challenges, and to assist in disaster mitigation and humanitarian responses. The agreement also encourages NASA and USAID to apply geospatial technologies to solve development challenges affecting the United States and developing countries."Technologies for NASA missions have long improved life here on Earth. Together with USAID, we'll meet even more sustainable development challenges here on the ground, solving problems for the world community," Bolden said in a statement. "As we explore space, we'll also be exploring solutions to important health, nutritional and safety challenges in developing countries."The agencies will continue collaborations to stimulate innovative science and technology solutions to international development challenges by using Earth science data, research results, computer models, visualization applications and remote- sensing techniques.USAID is the lead federal development agency implementing U.S. development efforts through field-based programs and projects around the world. NASA has broad experience with Earth science research, development of Earth science information products, and technology applications."Through our partnership with NASA, we can apply the latest, cutting-edge technology to deliver meaningful results for people in developing countries in areas like health, food security and water," Shah said. "It's a prime example of our efforts to use the power of science and technology to tackle today's pressing development challenges."Since 2003, NASA and USAID have worked together building and expanding the SERVIR program, which allows people in developing regions to use Earth observations for addressing challenges in agriculture, biodiversity conservation, climate change, disaster response, weather forecasting, and energy and health issues.The agencies also collaborate on the LAUNCH program, which supports science and technology innovators in the nonprofit and private sectors. BEIJING, May 28 (Xinhua) -- The issue of third-party online payment permits in China this week will boost the sector's development through giving it a legal status, analysts said.The People's Bank of China (PBOC), or the central bank, on Thursday announced its first batch of electronic payment licenses to 27 qualified third-party online payment platforms, including Alipay, Tenpay and 99bill.It also stipulated that all the third-party payment businesses should obtain licenses before September, or cease doing business.The move has long been awaited after the central bank said in June last year that non-financial institution payment service would be regulated, and that all businesses involved in the service must get licenses before Sept. 1, 2011.The license covers payment transactions such as Internet payment, mobile phone payment, bank card acquiring service, issuance and accept of prepaid cards and currency exchange.The move provides a legal status for the third-party payment sector so that it can develop in a more standard and healthy way, said Zhang Meng, an analyst with Analysys International, an Internet market information provider.Third-party payment enterprises refer to those non-financial operators who work as the third party between buyers and sellers to provide payment settlement through Internet, telephones or mobile phones.China has the world's highest number of Internet users, with about 457 million netizens, among whom 148 million were active online shoppers as of the end of last year.China's online payment topped 1.09 trillion yuan (167.29 billion U.S. dollars) last year. The figure was 397.3 billion yuan in the first quarter this year, almost doubled year-on-year.99bill CEO Guan Guoguang called the issue of the third-party payment licenses "a milestone" for China's e-payment sector.Requiring that enterprises must be licensed to operate e-payment businesses will help standardize the sector, improve services and boost integration of e-payment and e-commerce, said Guan.The first group of e-payment license holders include Alipay.com Co. Ltd, a unit of Alibaba Group Holding which owns the country's largest e-commerce website Alibaba.com Co. Ltd.; China UMS, a unit of China UnionPay Co. Ltd; Tenpay.com, an e-payment platform developed by Chinese Internet giant Tencent Holdings and Shengfutong, launched by Shanda Interactive Entertainment.Five applicants, however, failed to get licenses.Businesses with licenses will attract more investment and high-end personnel, says iResearch analyst Cheng Shanbao.For those without a license, they will be merged or have to pull out of the sector, according to Yeepay CEO Tang Bin.The central bank selected enterprises that have good management and risk control systems, as well as profit prospects, Zhang Meng said.Mergers are inevitable as the cut-off date of Sept. 1 is approaching, he added.The third-party payment enterprises mainly profit from 1 to 4 percent fees, but analysts believe profits from the fees might be reduced due to fierce competition.
