SAN DIEGO (KGTV) - For the first time in decades, the Port of San Diego is putting forth a comprehensive update to its master plan. A port spokesperson says the effort began in 2013 and has been a very thoughtful and open process. However, some residents in the county are just learning about the plan. In April, the Port published a more than 300-page draft of the master plan. "Ninety percent of the people that we speak to had no idea that this plan had been put forth. We have been out at the local grocery stores, going door-to-door, we've been posting here on the path because these are the places where we're going to reach the people who use this area the most," said Cameron Lilley, a lifelong Point Loma resident. Lilley has significant concerns with Shelter Island proposals, including:Up to 1600 new hotel rooms70,000 square feet of retail and restaurant spaceRemoving private and historic docks"Parking is a huge issue already, bringing more tourism to this area will negatively impact the residents who live and use it," said Lilley.On Tuesday she was joined by family and friends at La Playa Trail, encouraging people to give feedback to the Port by the July 31 deadline. They've created a group, Save Point Loma, to try and educate the community. "We're all out here united in this cause," said Lilley.The Port says it has been very transparent throughout the entire process, not only making the draft available to the public but holding community meetings. A spokesperson tells 10News they've used social media, the radio, and community paper ads to try and get people involved. And the Port says it wants to hear from the community moving forward. After receiving initial feedback, they will continue to hold community meetings and will later put forth a revised draft. The comment period for the Master Plan draft goes through July 31. Comments can be emailed to the Port of San Diego at PMPU@portofsandiego.org. Final approval of the plan isn't expected until late 2020. 1998

SAN DIEGO (KGTV) — Democrats' 5-4 majority on the technically nonpartisan San Diego City Council will increase to 6-3, a majority immune to Mayor Kevin Faulconer's veto.Democrat physician Jennifer Campbell defeated Republican incumbent District 2 City Councilwoman Lorie Zapf, winning 56 percent to 44 percent.  The subtraction of one Republican could have a major impact in terms of the balance of power. SAN DIEGO (KGTV) - Friends are grieving the loss of a young man killed in a South Bay crash that also sent five teenagers to the hospital. "This is like a bad dream and I want to wake up," said Ivan Nares.Nares says he got a heart-stopping call from his brother Gustavo, 18, from the emergency room Wednesday morning."He said, 'Ivan, Ivan, I need you. Please come,'" said Nares.RELATED: Driver killed in Otay Mesa SR-905 crash, several others injuredNares rushed to San Diego from his Tijuana home. His brother was a passenger in a Chrysler 300 packed with teens after a night at an indoor trampoline park.The CHP says around 9:15 p.m. Tuesday, the car was headed south on State Route 905 going at a high rate of speed when it hit the center divide near the Beyer Boulevard off-ramp. The 21-year-old driver was thrown from the car and died at the scene.Three males and two females, ranging from 15- to 19-years-old, were rushed to hospitals. Among them was Nares' brother, who suffered a fractured pelvis and two broken legs. He is uninsured. Gustavo is an amateur boxer and a recent graduate of San Ysidro High. He was in the process of applying to college. Instead, he faces a tough road to recovery."The advice give to all the people, especially young people is don't drive like you are in a 'Fast and Furious' movie. Be cautious. You're not just playing with your life. You're messing with other people's lives," Nares said.Nares has yet to tell his brother that his friend died in the crash. He's waiting for the right time. SAN DIEGO (KGTV) - Firefighting cameras are blanketing California, shattering its goal of installing 650 cameras across California by 2022, thanks to the efforts of a UC San Diego professor and his team.The camera system, called ALERTWildfire, came from a need to confirm the ignition of a fire, and coordinate assets to be the most efficient and safe for the community.Geology Professor Neal Driscoll at UC San Diego is the Co-Director of ALERTWildfire and said just a couple of years ago it was a slow process confirming a fire sparked in the county."We’d have to send an engine to a mountaintop or launch an aircraft to verify ignition," Driscoll said.That wasted valuable time. ALERTWildfire allows fire command centers to find and assess a blaze with a few clicks on a computer.Cal Fire Captain Thomas Shoots said they look for key information from the cameras, "really just trying to hone in on where this fire is, what its potential is and who might need to be evacuated."The system launched in 2017 and now San Diego has 35 cameras across the county.The cameras pan, tilt and zoom on command and have a time-lapse function."The technology isn’t just good situational awareness, it’s also using that data and that information in real-time to evacuate people and save some more lives," Shoots said.Driscoll said they are continuing to grow the program, "locally I think we’ll cap out at 45-50."Shoots said they're working to grow to more than 1,000 cameras across the state by 2022 and Driscoll hopes to expand to other states like Colorado and Idaho.Driscoll advises the public to get familiar with the website, so in case of an emergency, you can be aware of your surroundings and evacuate safely.Driscoll also advised the public to RAP: Reduce risk, Activate your alerts, and Practice your plan. Ensure you're taking care of your property and creating defensible space, activate emergency alerts on your phone, and have a go-bag in case of an emergency, complete with masks and sanitizer during the pandemic. 2025
