SAN DIEGO (KGTV)- Two families are devastated after their pets go missing. After days of searching, they find out their dogs were adopted from local shelters.“I would give anything to have him back,” says Valeria Mega?a. The Spring Valley family’s poodle mix, named Cookie, has been missing since Halloween. “Its been really hard. Life is not the same without him.”After searching day and night, the family got word cookie was placed at the El Cajon Animal Shelter. When Mega?a checked, she was told Cookie had already been adopted.A similar situation happened to a family in City Heights. Nora Avila says she was out of town when her dog Mocha, who was staying with a neighbor, got out. By the time she made it to the San Diego Humane Society, he had already been adopted.“We pleaded with them to let the family know… that we loved him. He was never abandoned,” says Avila.The El Cajon Animal Shelter and the San Diego Humane Society have holding periods four days for animals with no identification.Cookie and Mocha were not microchipped. “One in three pets in their lifetime is missing at some point, that’s why for us again, it is so important that people microchip their pets,” says Jennifer Brehler, with the San Diego Humane Society.Both shelters tell 10News they have notified the adopters but they have decided to not return the animals.The families are hoping they will have a change of heart. SAN DIEGO, Calif. (KGTV) - A new rule from the California Air Resources Board could wind up costing San Diego MTS hundreds of millions of dollars.CARB announced a series of regulations last week, all aimed at making bus fleets more environmentally friendly.One rule says all buses need to be zero-emission by 2040.That could be costly.Right now, SDMTS uses Compressed Natural Gas in their buses, which they say burns much cleaner than diesel fuel.Those buses cost 7,000 each, and MTS buys about 50 new buses each year.New electric, zero-emission buses will cost about 2,000 each.Replacing the entire fleet with electric buses will cost 7.5 million more than CNG buses."The technology is relatively new, the costs are high right now," says MTS Spokesperson Rob Schupp. "I think CARB is looking into the future. As we encourage more and more manufacturers to build these buses, the costs will come down."San Diego MTS is already putting six electric buses in their fleet this summer as part of a pilot program.They'll use those to test how the electric buses operate across several terrains and distances in San Diego.They also received a grant to help buy 11 more for a South Bay Bus Rapid Transit line that will open in 3 years.Beyond that, MTS says they may use a combination of state funding, grants and possibly rate increases to pay for the new electric buses.Schupp says the state has plans to chip in about 0,000 per bus.The cost of new buses isn't the only concern about going electric.MTS says they need to look into how much electricity will cost compared to natural gas.They also may need to build and install charging stations around town, because the buses may not be able to go as far as they would using gas.Despite all that, Schupp says the MTS Board fully supports the change. 1812

  

SAN DIEGO (KGTV)- Neighbors are shaken up after a home invasion in University City. “I wouldn’t have expected it because I feel like this area UTC especially is pretty safe,” says neighbor Alana Schnoor. San Diego police got the call early Monday morning, around 1 a.m, from the home in the 5300 block of Toscana Way.Two men wearing masks went inside of an unlocked apartment. One of them pointed a gun at the people inside, while the other grabbed phones and laptops. Police say one of the victims grabbed the gun and fought the robber. The intruder hit the man with the weapon, and both robbers ran out. “It’s a safe area. I just wouldn’t have expected someone with a gun going into an apartment like that,” said neighbor Amy Kaido. Police say the intruders were wearing green jackets with black stripes and black pants. Both men were in their 20’s. 860

  

SAN DIEGO (KGTV)- Unlike many of its neighboring communities, San Diego’s Midway District does not have any tall skyscrapers. But the local planning commission is hoping that changes very soon. For the last 11 years, the Midway Pacific Highway community planning group has had a plan to modernize Midway. With the city’s lease of the Valley View Casino Center coming up in 2020, the group is hoping to share some big ideas.“What better way to create more housing than in Midway,” Cathy Kenton, Chair of the Midway Pacific Highway Community planning group, said.The advisory group’s goal is to rezone much of the 1,300-acre district, to encourage new, mixed-use construction. A big part of that would be the 11,000 new dwellings, which could increase the residential population from 3,000 to 23,000 in the next 30 years. Except there is one problem — the city’s 30-foot height limit.In 1972, San Diegans voted on Prop D, which limits all buildings west of I-5 in the area (Coastal Height Limit Overlay Zone), to 30 feet.The commission believes this outdated law is stifling its potential growth, literally.“40 feet would be terrific, 70 feet would be awesome,” Kenton said. “Anything that would help us get a little more vertical would certainly open up the community, and not make it so dense.”The commission’s current redevelopment renderings do not include any high-rises.“So they’re all very flat and pretty boring looking, to be honest,” Kenton said. But they are still presenting these plans to the Smart Growth and land use hearing and to city council next week.Kenton says getting that approved is only the first hurdle. She believes the only way that Midway can reach its highest potential is if Prop D is overturned by the voters.That requires a community petition or a city council vote to put the measure on the ballot. “No one has a crystal ball for whats going to happen,” Kenton said. Kenton says the likelihood of getting the measure on the June or November ballots is slim, but they will keep trying.Those opposed to it say, constructing tall buildings would obstruct ocean views. If residents eventually vote to overturn Prop D, the committee says they will go back to the drawing board, to include mostly middle and some low-income high-rise apartments. 2319
