But trying to improve the home you live in can become a budget-busting nightmare.According to a new survey from the Freedom Debt Relief, 69 percent of homeowners plan to renovate within the next five years. But 60 percent of people surveyed say they can't afford needed upgrades.That's why 73 percent of the respondents plan to finance their renovation plans."People want to stay in their homes," says Michael Micheletti, the Communications Director for Freedom Debt Relief. "Once it becomes your house, it becomes your home. So, perhaps people are willing to take on more debt to stay in those communities and those school districts they've become accustomed to."Micheletti says most of the people who plan to renovation will spend either more than ,000 or between ,000 and ,000. With that much money at stake, it's important to know what projects are worth the cost."There's give and take" says Gregg Cantor, the CEO of construction company Murray Lampert. "You have to prioritize what's most important."According to the survey, the most popular upgrades are also the most expensive. New flooring topped the list at 59 percent, bathroom renovations were 53 percent, and new kitchens were 51 percent. After that, Landscaping (43%), Windows (31%), Fencing (28%), Roofing (27%) and Decks (26%) were the most popular.But Cantor says smaller, aesthetic-based upgrades can make your home more appealing to buyers. SAN DIEGO (KGTV) -- Police in a standoff with a woman for nearly an hour before they say she tried to run over officers.It started with someone reporting a woman parked at a gas station and blaring music on Balboa Avenue in Clairemont.When officers arrived they asked her to turn down the music but she refused and at one point held up a piece of paper to her window that said no.After about 45 minutes, officers placed spike strips under her tires. That's when police say she tried to ram her way out, striking several police cars and running over the spike strips.She lost control, drove across lanes and jumped the median and spun out on Mt. Alifan Drive.Officers surrounded her car, smashed out the side window and dragged her out. During the scuffle to take her into custody, at least one officer suffered some minor cuts and bruises.Police say the woman will likely face assault with a deadly weapon charges. 922

SAN DIEGO (KGTV) - Port of San Diego Commissioners saw the latest draft of the new Port Master Plan this week while allowing people who live in the area one more chance to weigh in on the region's future.The Port Master Plan is a 51-page document that will guide development along the San Diego Bay. This is the Plan's first update since it was created in 1981."For the first time, we include elements, or chapters of goals, objectives, and policies that will guide issues that apply Bay-wide, not just specific to individual locations," says Lesley Nishihira, the Port's Planning Director.The new Master Plan calls for more hotel development, with nearly 4500 new rooms on Harbor Island and the Embarcadero. But it prohibits new hotel rooms on Shelter Island, the Coronado Bayfront, and the Silver Strand.RELATED: Planned park could impact USS Midway MuseumIt also includes provisions for height restrictions on new buildings, a plan to turn the parking lot at Navy Pier into park space, and commercial industry use guidelines along the Bay.Port employees have been working on it for nearly eight years, with the Port Commissioners holding 40 meetings about the Plan, as well as dozens of public forums.But critics say it is too focused on tourism and industry and does not do enough to help out San Diego residents who live along the Bay, particularly in low-income areas south of the Convention Center."The status quo isn't good enough for the community," says former City Councilman David Alvarez, who has been vocal in his criticism of the new Plan. "We've seen the pollution. We've seen the impacts; the parking problems, the lack of access to the water (for low-income residents)."Alvarez brought these issues up at a public comment session on Monday. He says, to his surprise, the Commissioners voted unanimously to make sure more Social and Environmental Equity issues go into the Plan.Port employees say they will include specific policies in the final draft to ensure all San Diegans can benefit from the Bay."We'll take a closer look at those policies and see where we can include more information to make sure we're truly addressing the issues as needed," says Nishihira.Port employees are now finishing the Final Draft of the new Master Plan. It should be completed by the summer of 2021. SAN DIEGO (KGTV) - Most above-ground power lines in San Diego may soon be gone.The City of San Diego has an aggressive plan to move the lines underground, and they want your input at a meeting next week.People in Ocean Beach aren’t looking forward to the headache during construction, but can’t wait until the power poles are gone.Wayne Samuel works at Ozzie's Import Auto in Ocean Beach. The process to move utility wires outside his business underground has already begun.“So far they’ve taken underground connections from building to power grid,” said Samuel.A map of the plan shows there are 1,000 miles left to transfer underground. The city plans to bury 15 miles a year.The project will be funded by a surcharge on your SDG&E power bill that you’ve been paying since 2002. The city says you won’t see an increase in your bill, even though the price tag is in the billions.The reason for going underground? Fire safety and aesthetics.“I think it’s a good idea getting billboards and power lines out of the visible view of the public,” Samuel said.Arthur Harral has lived in Ocean Beach for more than 40 years. He’s dealt with the pre-construction and paid for the surcharges, but doesn’t mind.“It’s a wonderful deal. In some states across the country, in Colorado, they have them underground, and I’m all for it in San Diego,” said Harral.Construction will last 18 to 36 months. SAN DIEGO (KGTV) — Pacific Beach residents were seen running for their lives as a pickup truck slammed into several parked vehicles early Thursday.Witness video captured the incident, showing a pickup truck revving its engine, screeching its tires, and slamming into vehicles. Witnesses said at least nine vehicles were damaged. Another video showed neighbors holding the driver down on the ground until police arrived, one neighbor holding the man down in a headlock. Someone nearby could be heard yelling, "don't hurt him," at the group.Police arrive to detain the driver, but it's not clear what led to the dangerous incident.One neighbor who helped hold down the driver said his first reaction was to prevent anyone for getting hurt."My first reaction he needed to get out of the car and restrain him so he didn't hit anyone else," said James Scherr.The driver was taken to a nearby hospital by police for minor injuries. Police did not say whether drugs or alcohol were a factor. 992
