SAN DIEGO (CNS) - San Diego County public health officials Sunday reported 373 new cases of COVID-19 and no new deaths, bringing the county's totals to 52,355 and the death toll remaining at 853.Officials are imploring San Diegans to maintain vigilance as positive case rates for the coronavirus continue to increase in the region."We are now concerned about the trends and we are concerned about the likelihood we could tip back to purple, Supervisor Nathan Fletcher said on Twitter today. The county is now in the red tier and the limit for the next tier is seven cases per 100,000 residents.Fletcher pointed to positive unadjusted case rates over six days (Oct. 11-16): 6.9 out of 100,000 residents, to 7.2 to 7.3 to 7.4 to 7.7 and 7.8.The county will be in the red, or "substantial," tier for at least another two weeks.But Fletcher and Public Health Officer Dr. Wilma Wooten held an emergency meeting Friday to "sound the alarm" as the future case rate appears to cross into the purple tier of the state's four-tier reopening system.With the state's monitoring system having a seven-day lag, the adjusted case rate of positive COVID-19 tests is 6.8 per 100,000 residents, up from 6.5 in the previous assessment.Nearly all non-essential indoor businesses would close under the purple tier."We are still in the red tier, but it is too close for comfort," Wooten said.The California Department of Public Health will update the county's data Tuesday.One new community outbreak was confirmed Saturday in a business. In the past seven days, 32 community outbreaks were confirmed, well above the trigger of seven or more in a week's time.A community outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.The county uses community outbreaks to get a larger sense of the pandemic locally, but the state does not include the statistic in its weekly report.Wooten said 95% of the county's cases were not related to a marked community outbreak, a clear indicator the illness has spread throughout the county.A total of 12,233 tests were reported to the county Saturday and the percentage of new laboratory-confirmed cases was 3%.The 14-day rolling average percentage of positive cases is 2.7%. The target is less than 8%.The seven-day daily average of tests is 10,573.Of 3,763 positive cases -- or 7.2% -- have required hospitalization through Saturday.Of 870 -- or 1.7% -- of all cases had to be admitted to an intensive care unit. 2504

SAN DIEGO (CNS) - Police sought the public's help Tuesday to find a Navy SEAL veteran last seen more than two weeks ago at his residence in the Chollas Lake Park area.Johnathan Steven Surmont, 45, was last seen Aug. 27 and was last heard from when he contacted his ex-wife Aug. 31 to tell her he was in a "rough place" in Los Angeles, according to a missing person bulletin from the San Diego Police Department. His vehicle was found four days later, on Sept. 3, in La Jolla.In a video posted to Vimeo dated three years ago, Surmont described himself as a disabled veteran who spent 15 years as a Navy SEAL."I was a SEAL sniper, communicator and unmanned systems expert," he said in a testimonial for the Red Circle Foundation, an organization that describes itself as supporting the families of fallen and wounded U.S. Special Operations forces."I'm a single father and a small business owner," Surmont said before describing a long list of injuries, which he said included "a traumatic brain injury" and "about 17 different areas that I'm experiencing chronic pain on a daily basis." Some of the injuries were apparently sustained during his time as a SEAL, while others occurred in a car crash."One of the things I struggle with is, I look fine," Surmont said with a laugh in a lighter moment of the mostly solemn testimonial. "With a traumatic brain injury, the struggle is the damage is on the inside."In the video, Surmont helps dress his sons in Little League uniforms -- Padres jerseys and "SD" hats -- and is shown helping them warm up before a game.Police say Surmont has missed several doctor's appointments and has not contacted his family or friends, which is "abnormal."He's described as a 6-foot, 212-pound white man with brown hair and brown eyes. SAN DIEGO (CNS) - San Diego County Supervisor Nathan Fletcher joined local Black leaders Friday to announce a three-pronged "Racial Justice and Law Enforcement Realignment Policy Package" which the Board of Supervisors will consider Tuesday.The three policies in the package involve strengthening the Citizen's Law Enforcement Review Board's authority and independence, opening an Office of Equity and Racial Justice for San Diego County and launching Mobile Crisis Response Teams that uses clinicians instead of law enforcement for mental health and homeless services.Paving Great Futures, ACLU of San Diego and Imperial Counties, Urban League of San Diego County, the Racial Justice Coalition of San Diego, BAPAC, SD for Justice Coalition, Pillars of the Community, the Black Chamber and Voice of Youth all offered input on the package, which seeks to "create more transparency and start to change the systemic and structural racism that has caused pain and harm to generations of Black people," according to a statement from Fletcher's office."The organizations and activists we worked with have been fighting to save Black lives, and advocating for these changes for a long time. Now is the time for real change," Fletcher said. "These proposals are initial steps in a series of system and culture changes that needs to occur for there to be true equity in treatment by law enforcement and other injustices felt by minority populations in our community."Fletcher launched a petition drive to support the policy package, and was joined at a news conference on the steps of the County Administration Center by Buki Domingos, founder of Racial Justice Coalition of San Diego; Ellen Nash, chair of the board of Black American Political Association of California; Khalid Alexander, president and founder of Pillars of the Community; and Maresa Talbert, co-chair of San Diegans for Justice.Community leaders offered words of encouragement for the policies."The Urban League of San Diego County Supports these reforms brought forward by Supervisor Nathan Fletcher to bring much needed racial justice reform and law enforcement oversight to the people of San Diego," said Al Abdallah, chief operating officer, Urban League of San Diego County.Fletcher's office outlined some of the direct policies the package would take if passed as designed.To strengthen the Citizen's Law Enforcement Review Board, the package said independence from the County Sheriff would be needed, as well as independent authority to investigate use-of-weapons and use-of-force claims.For the Office of Equity and Racial Justice, Fletcher said the county would have to involve communities of color to set policy and budget priorities, secure and administer restorative justice programs and "dismantle systemic barriers that present obstacles based on race."Last, for the Mobile Crisis Response Teams, the county would need to set up a help line, launch an outreach campaign and dedicate million annually of the county's Health and Human Services Agency budget toward the teams.The County Board of Supervisors will consider the policy proposals at its regular meeting at 9 a.m. Tuesday. 3167

  

SAN DIEGO (CNS) - Police Saturday were asking for the public's help in locating an elderly woman who went missing from her son's Mira Mesa home.Martha Carrington, 83, was seen leaving her son's apartment in Casa Mira View, east of Westview Parkway and north of Mira Mesa Boulevard, between 10:30 p.m. Friday and 2 a.m. Saturday, San Diego police said.Carrington suffers from schizophrenia, high blood pressure and the early stages of Alzheimer's disease, officers said.Her family doesn't believe she took any money with her, and she has no cell phone.Carrington was described as black and about 5-feet-8-inches tall. She was last seen in blue pajamas, but it's possible she changed clothes before leaving, police said.Officers asked anyone with information on the incident to call the San Diego Police Department at (619) 531-2000. 839
