SAN DIEGO (KGTV) - San Diego Police are investigating the discovery of a man's body in the water off Mission Beach.Lifeguards discovered the body about two and a half miles off the shoreline about 11 a.m., officials said. They had been drawn to the area by a fisherman who saw a flock of seagulls in the water and went to investigate.When they found the body, the man was only wearing only board shorts and was found with a chain around his waist.San Diego Police Homicide Lt. Anthony Dupree described the chain as a "half-inch linked chain. It almost looks like someone may wear it as a belt."Lt. Dupree also said there were no obvious signs of trauma or evidence that the body had been weighed down with anything, but the chain was concerning.The man's identity was not immediately released. SAN DIEGO (KGTV) — San Diego leaders say they are working to help prepare the county's homeless population to protect themselves from the coronavirus.An outreach team has been busy installing hand washing stations across San Diego to address the virus concerns as it affects those experiencing homelessness. Team members have been helping individuals protect themselves against the virus by passing out hygiene kits that include hand sanitizer, info on symptoms, water, soap, tissues, and hand wipes.Nurses have also started to visit San Diego shelters to help prepare those staying there, especially those suffering from underlying medical conditions or who are older. Leaders say nurses are prepared to be on site to assist with screening potential patients and identify potential housing options if they need to be moved for care. Potential options include motels, government buidlings or facilities, or tents, according to leaders.According to the county, medical professionals are on high alert for any possible local outbreak. Currently, one person has been confirmed to have coronavirus. That patient is said to be doing well. Leaders added that there is no evidence of "community-based transmission" in San Diego.Those who are testing in San Diego County must do so through a primary doctor. The county says if someone doesn't have a doctor, they can call the county's coronavirus hot line at 2-1-1. 1415

SAN DIEGO (KGTV) — San Diego Humane Society officials are searching for the person responsible for abandoning a dog in a San Pasqual Valley canyon recently.A grove manager at Bandy Canyon found the neglected dog Friday, according to society officials. The male dog appeared to be an about 2-year-old pit bull mix.The dog was taken to the humane society's Escondido campus, where a veterinary team gave it IV fluids and placed it on a heated bed, as its temperature was low.Because of the dehydrated, neglected condition of the dog, the society's law enforcement arm has opened a felony animal cruelty investigation.Anyone with information is asked to call Crime Stoppers at 888-580-8477 or SDHS law enforcement at 619-299-7012.This week's incident is the third similar incident to occur in the last month. In February, nine puppies were found abandoned at Kit Carson Park in a dog food bag. SAN DIEGO (KGTV) -- San Diego City Attorney Mara W. Elliott has heard complaints from neighbors and has filed a civil enforcement action to shut down a short-term vacation rental property in La Jolla that has been dubbed a "COVID party mansion."The complaint alleges that defendants are maintaining a public nuisance and engaging in unfair competition, including false advertising at the La Jolla Farms rental property located at 9660 Black Gold Rd. According to city officials, the rental property continues to operate in violation of state and county COVID-19 public health orders.According to a press release, Elliott is seeking civil penalties and a permanent injunction against property owners Mousa Hussain Mushkor and Zahra Ali Kasim, property manager Nital Meshkoor, and Steven S. Barbarich, who leased the property from Mushkor and subleased it as a short-term rental.City officials said the oceanfront mansion has been the subject of at least 30 calls to the San Diego Police Department. Officers have spent more than 173 hours at the property to investigate nuisance activity. Most of the incidents involved raucous parties, some of which had up to 300 attendees.Elliott said about a dozen of the party complaints came during the COVID-19 pandemic, while public health orders prohibited large gatherings.According to the press release, concerns about the property were brought to the City Attorney’s Office by San Diego police and by neighbors who reported that the situation was "becoming more pronounced as the COVID-19 pandemic progressed." “Shutting down dangerous party houses protects the public health by preventing COVID super-spreader events and other illegal behavior,” Elliott said. “It’s unfortunate that San Diego does not have short term rental regulations in place. Relief for this neighborhood would have come much sooner. Instead we must rely on time-intensive prosecutions at significant taxpayer expense.”According to the press release, gunfire was reported to police during a party in May of 2019. Officers arrived and found a large party in progress. Partygoers questioned by police admitted gunshots were fired during a fight that had occurred earlier. Police found shell casings outside the property and a neighbor found an additional casing the next day and turned it over to police. The City Attorney's Office assembled evidence from investigations by SDPD, the Code Enforcement Division of the City’s Development Services Department, the County Health & Human Services Department, and the City Fire Marshal. Elliott hopes the action makes the owners clean up the property and relieves neighbors. 2644
