SAN DIEGO (KGTV) — Weeks after storms flooded University of California San Diego dorms, students are still reeling from the damage.UCSD officials said 41 students, from Thurgood Marshall and Revelle Colleges, were relocated after the flooding Nov. 20. By Dec. 6, they said 19 had moved back into their rooms.Students showed 10News their dorms that smelled of mold. Friday, a dorm in the Thurgood Marshall Lowers Apartments had a hole in the ceiling. Students said the hole was cut after water fell from the ceiling days after the Nov. 20 storm."I noticed something dropping and it's like starting to smell," a student said. "It started dropping from three holes in the ceiling ... SAN DIEGO (KGTV) — Two San Diego Naval Special Warfare sailors have tested positive for coronavirus.The sailors, who tested positive Sunday, are the first two NSW personnel confirmed with the virus in Navy Region Southwest. SAN DIEGO (KGTV) — Wednesday, San Diegans who live in their cars rallied in Ocean Beach to press the city to allow living in vehicles, as residents in various neighborhoods pressure the city to ban the policy once again.Earlier this year, San Diego City Council members repealed its vehicle habitation ordinance after a federal judge found it unconstitutional which halted all enforcement.Then in March, Mayor Kevin Faulconer announced an effort to bring a ban back. The ordinance would prohibit residents from sleeping in their cars from 6 p.m. to 6 a.m. within 500 feet of a school or house.Residents say reversing the ban leads to broken glass, bottles of urine, drug paraphanelia, and excrement on sidewalks in some areas. But supporters of the policy said Wednesday they don't park in front of homes or litter along roads.The city says they’ve received hundreds and hundreds of complaints about what people living in cars have done to their neighborhoods. SAN DIEGO (KGTV) - When President Trump visited San Diego in September, he made a special trip down to the border to tout the wall and its technological advances. The president has made border security a major part of his term, even calling for the addition of 5,000 border patrol agents.A new study from San Diego State University says the increased emphasis on stopping illegal crossings and drug smuggling could make those very agents the targets of corruption and bribe offers. "When one door is closed, they try to find another one which is open," said David Janscisc, the public affairs professor at SDSU who authored the study. Janscisc says the harder it gets for smugglers to get people or drugs into the U.S., the more likely they are to seek help from agents at ports of entry. "You can clear a car full of drugs just by not inspecting it," he said. Janscisc isn't saying Customs and Border Protection is corrupt, but wanted to study how corruption occurs. He based his study off of 160 cases of CBP corruption over 10 years, noting the agency has 60,000 employees. Janscisc found the employees with less than five years of experience were more likely to be involved in drug-related corruption. However, those who were there longer were more likely to commit immigration-related offenses, such as falsifying paperwork to help get someone into the country. In a statement, Customs and Border Protection said applicants go through a strict hiring process that could include polygraph tests. "After the hiring process, CBP applies proactive measures in the form of training, rules geared to ensure workplace integrity and oversight and management of frontline officers and agents by CBP leadership at every level," the statement said. La Vida Real, an assisted living center in Rancho San Diego, confirmed to 10News that four of its staff members have tested positive for coronavirus.The facility is one of 32 owned by the Senior Resource Group. It’s the second local assisted living center to be hit with COVID-19. This Wednesday, San Diego County officials confirmed to 10News a positive case at Stellar Care Center, just south of the College Area. Across the country, concerns over the spread of the virus in nursing homes keeps growing: In Kirkland, Washington, an outbreak at the Life Care assisted living center lead to at least 35 reported deaths. In Louisiana, eleven deaths have now been linked to a retirement community out of New Orleans. In Mount Laurel, New Jersey, three patients at a nursing home have now died after testing positive.La Vida Real issued a statement to 10News, detailing how the company is handling the coronavirus cases:"La Vida Real has communicated with residents and their families, and is in close contact with San Diego County health officials, after learning that four staff members in our assisted living and memory care building tested positive for COVID-19.
