WASHINGTON, Oct. 6 (Xinhua) -- China's growth is projected to average 10.5 percent in 2010 and 9.6 percent in 2011, driven by domestic demand, the International Monetary Fund (IMF) said in a report Wednesday.The Washington-based international lending agency made the projection for the annual fall meetings this weekend of the 187-nation IMF and its sister lending organization, the World Bank."The slight moderation in recent activity is expected to continue through 2011 in light of tighter quantitative limits on credit growth, measures to cool off the property market and limit bank exposure to this, and the planned unwinding of fiscal stimulus in 2011," the IMF said in its report.The report said this year's sustained growth in retail sales and industrial production confirms that private sector activity has advanced beyond the lift from government stimulus."On average over 2010-11, private domestic demand is poised to contribute two-thirds of near term growth, and government activity about one third, whereas the contribution from net exports will be close to zero," the report said.Despite the robustness in domestic demand, the pickup in inflation in 2010 reflected mainly higher food prices rather than core inflation, the report said.The report said China's increasingly wide trading network is driving growth in numerous economies, especially commodity exporters.The report said Asia's medium-term growth depends on the rebalancing of drivers of growth -- greater reliance should be put on domestic markets instead of foreign demand.The report said such a rebalancing in China, the world's second largest economy, is critical to enhance the role of household consumption in domestic growth.The report also recommended that China implement reforms to health care, education, and pension systems to enhance the social safety net.

BEIJING, Oct. 13 (Xinhua) -- China's central government will, for the first time, reserve vacancies for farmers and workers in this year's nationwide civil service exams.The announcement was made on Wednesday by the State Administration of Civil Service (SACS), which is in charge of recruiting central government employees.Millions of farmers living in the country's rural areas were not allowed to take the exam selecting central government officials until 2006, when the restriction of household registration, or hukou, was lifted.According to the administration, those reserved vacancies will be allocated among departments of the customs, state taxation and railway police at country-level or below.The SACS posted a notice for the exams on its website, but did not specify the number of reserved vacancies.The central government plans to recruit more than 16,000 public servants in 2011, 1,000 more than in 2010. About 85 percent of the vacancies require at least two-years grassroots work experience, up 15 percentage points from the previous year.The SACS also revealed that 100 positions were specially created for college graduates who had served in villages to encourage more college students to work in rural regions after graduation.Registration for this year's exams will start on Friday.

JILIN, Jilin, Nov. 6 (Xinhua) -- A fire that broke out in a northeast China shopping mall lasted 12 hours, leaving at least 19 people dead and 27 injured in the country's worst fire since 2009, government officials said Saturday.The deadly fire sounded an alarm to fire departments throughout the country just four days before national Fire Prevention Day, and has prompted a nationwide campaign to stamp out fire threats during this dry and windy winter season.The mall rescue operation ended at 8:30 a.m. Saturday, nearly 24 hours after the fire broke out at Jilin Commercial Building on Hunchun Road, Jilin City, Jilin Province, Liu Qizhi, a spokesman with the municipal government told reporters. Further, Liu said that 24 of the 27 injured remain hospitalized, but their conditions are stable.On Saturday, officials expressed relief about news that over 80 older women who were trapped in the blaze managed to escape unharmed.Zhang Liying, one of the women, said they were participating in their usual morning dancing group on the mall's fifth floor when the fire broke out."We saw flames and thick black smoke surge from downstairs. We called the firemen, told them where we were, and then climbed out of the window to the balcony, one by one," Zhang said.After being rescued, some of the women tearfully hugged each other following their near-death escape.Businesses started to reopen in the shopping area on Hunchun Road on Saturday night, while insurance company workers and store owners began assessing their losses.Currently, work crews continue combing the ruins of the five-story shopping mall, built in 1987, to determine the cause of the fire. For days, subway trains were often crammed and stations were full as swarms of people lined up to take a free ride.Now, officials with Guangzhou's transportation authorities said they had to rescind the offer as more than 8 million passengers took the subway on an average day beginning November 1, a figure "much, much higher" than the subway system was designed to carry.Further, traffic controls were put into force 144 times during the week, which "seriously affects the normal security checks required for the Games" and causes "great inconvenience," officials said.Guangzhou authorities plan to roll back the free-day scheme on Nov. 8 and replace it with a cash subsidy program in which each household in Guangzhou will receive 150 yuan as a transportation subsidy from the government.The Asian Games are scheduled to begin on November 12, featuring 11,700 athletes competing in 42 sports.
