SAN DIEGO (KGTV) – A new initiative in Pacific Beach could keep many businesses afloat but may make parking in the area even harder to find.Twenty-six parking spaces on Ocean Boulevard between Grand and Thomas avenues will be temporarily converted to outdoor dining for nearby businesses.Signs posted near the parking spaces show there will be no parking starting Friday, Aug. 21, until Dec. 30 for a special event.PB Shore Club owner Doug Sondomowicz worked with the city’s permits department, local police and fire departments, and the Coastal Commission for five weeks to get permits approved.The area where the parking spots used to be is now where cars and emergency vehicles can drive through along Ocean Boulevard.PB Shore Club will add 22 tables to the patio, bringing them to about 2/3 of their pre-COVID seating capacity.Sondomowicz said he thinks this will allow him to bring almost 100 percent of his employees back. The tables will be ready to go by lunchtime on Saturday."Originally, we laid off every employee we had here … hopefully with this we will get closer to that 100 percent employee mark,” said Sondomowicz. "During these trying times with COVID-19, the city has been gracious to let us use this and be able to keep us open and try to employ more people. SAN DIEGO (KGTV) - A heartbroken dog owner is demanding answers from a motel in Mission Valley.Mary Prevost left her 4-year-old German Shepherd alone her room Saturday night when she went to dinner then found out later it had been hit and killed on Interstate 8.“I opened my door and my dog wasn’t there,” said Prevost, “I ran down to the front desk and said my dog wasn’t there and the woman said around 8:30 they had seen a dog running around in the parking lot.”Prevost says the motel staff said they tried calling her but they had dialed the wrong number.The dog owner then drove around Mission Valley as Saturday night turned into Sunday morning — then animal control rang.“She apologized and said that a dog that fit my description with a red collar had been hit on the highway and she was on the side of the road,” said Prevost through tears.“I planned to take her to Coronado beach the next day and instead I picked her up dead on the highway,” said PrevostPrevost had 4-year-old Valkyrie cremated on Sunday, but now she is grappling with Motel 6 management about how this happened.Prevost says the motel's risk managers told her the dog likely opened up the door on its own.“If they just called me or animal control or the police,” said Prevost, ”I could have gotten her because she was alive.”She says the hotel has video of the dog wandering the motel and the parking lot, but they won’t let her see it.Motel 6 has denied multiple requests by 10News for comment.Prevost says it just doesn’t seem fair to blame the dog.“The problem is even if she got the door open,” said Prevost, “they just let her go.” 1622

"To all my fellow marines who gave their all the world is free because of you, God rest your soul."Up until now Nancy Lee lived a lifetime of not knowing - not knowing her older brother Staff Sergeant Wesley Kroenung, and not knowing what happened to him at war. "You can only imagine the sacrifice they made that day."Kroenung was a combat cameraman, just 25 years old when he died during the Battle of Tarawa, moments after landing. His remains left on the island, listed as unknown… leaving an irreparable wound for his father and family back home."He was never the same, I never knew him as a happy man. I know every family affected like this feels like this."But decades later Lee held onto hope for answers, submitting a DNA sample to the military. Not long after, the answers came in a phone call. "When I got that call, I'm so thankful and think of every family, the sis happening all over, every family now knowing the truth, and it means a whole lot."And now a proper homecoming for his final resting place. SAN DIEGO (KGTV) — A man sentenced to life behind bars after being convicted of shooting his coworker in his face. Julio Narvaez pleaded guilty to opening fire at his Phamatech company in 2017. "The consequences are something he has to bare," said judge Laura Halgren at his sentencing on Friday. Narvaez pleaded not guilty to shooting his coworker in the face at their Carmel Mountain Ranch office. Police say they got into an argument when Narvaez pulled out a gun from his desk and opened fire. The victim, Michael Limbag, is also the cousin of Narvaez's wife. He's still recovering two years later. "He has hearing loss," said Halgren. "There’s a fragment bullet in his brain that could move at any time. He has headaches every day, nightmares."The defense brought in a neurologist to testify. He said Narvaez may have a connection to Alzheimer's, but could not make a definitive diagnosis. That move then backfired for the defense. "If this really did play a role in Mr. Narvaez’s behavior, then he poses a danger and will continue to pose greater danger," said Halgren. "Whatever degenerative process he has could be offered an explanation for some of the behavior but doesn’t excuse it."Police say Narvaez tried to shoot the victim at least twice, but the gun jammed. SAN DIEGO (KGTV) - A man fell to his death from state Route 125 in the Bonita area Tuesday morning after a crash in which his car struck and killed a deer on the freeway.Friends told 10News the victim was Martin Lapisch, 44, a Chula Vista resident who is survived by his wife, Linda, and 15-month-old son Kenneth. He was a German immigrant who became a U.S. citizen in 2003, friends said.“He was a new dad with big dreams, whose life was cut short after a terrible, early morning accident," said a close friend of the victim. “He was a loving father, husband, brother and an awesome friend. He always helped people in need and never asked anything in return," said Lapisch's friend Peter Kritzko.Friends and family gathered together after the incident at Lapisch's home and spoke with 10News but asked not to be identified at this time.California Highway Patrol Sgt. Steve Jio said they received reports just before 4:45 a.m. of a car that hit a deer and then stalled on northbound SR-125 just before the transition to state Route 54.Jio said responding officers and fire crews arrived to find the car in the No. 2 lane abandoned with the dead deer in front of it. 1207
