SAN DIEGO (KGTV) — Despite not being on the state's watch list, San Diego County leaders warn it could be a matter of days before the region joins 19 other counties being monitored for rising coronavirus cases.Wednesday, County leaders and health officials mapped out the path that will result in the county avoiding or making California's County Monitoring List. "We have to really recommit and refocus ourselves to adapting to the reality we face," Supervisor Nathan Fletcher said.Under the state's metrics, counties are placed on the list after any one of the following thresholds is met for three days in a row:Average number of tests per day is less than 150 per 100,000 residentsCase rate over 14 days per 100,000 residents is greater than 100 cases OR greater than 25 cases with a 7-day percent of testing positivity equal or above 8%Greater than 10% increase in three-day average of COVID-19 hospitalized patientsLess than 20% of ICU beds available or less than 25% or ventilator availableSan Diego County crossed the case rate metric on June 30 with 105 cases per 100,000 residents. SAN DIEGO (KGTV) — From birthdays to barbecues, there have been five community outbreaks linked to private parties at homes.A spokesperson for the County of San Diego said the outbreaks happened just after Easter through mid-June, and 33 people tested positive for COVID-19.Three of the residential outbreaks are still active, while two have expired. The outbreaks at private residences have caused health officials to worry, especially with the 4th of July quickly approaching."People who wanted to get together with friends after a period of not being able to do so are having gatherings of maybe 10 to 25 people," said Dr. Eric Mcdonald, director of the county’s epidemiology and immunization department. He said businesses might even be safer as they have specific plans and employees trained to reduce the risk for COVID-19.He added that impromptu gatherings with friends are a problem because people are relaxed in that setting and let their guard down, not maintaining social distance.“It was rough for me, I was sick for about six weeks,” said Andrea Cardenas, who contracted COVID-19 in March.RELATED: Two Oceanside bars voluntarily close after positive COVID-19 testsThe 28-year-old was healthy with no underlying conditions before COVID-19 but suffered from complications with breathing when she became ill. She still deals with lingering effects now.“I’ll go walk my dog, and I’m still having difficulty breathing when I get home,” she said.For someone who experienced how troubling the virus can be, the fact that many people are now mixing with friends and extended family, going against the county’s public health order, does not sit well.RELATED: Governor asks California county to reimpose stay-at-home“It’s really disheartening to see that people are still not getting it,” she said. “Even if you feel fine, you could be a carrier.”The county officials have said it is up to law enforcement agencies to decide how to enforce the rules when it comes to gatherings, social distancing, and facial coverings.However, many officers feel like their hands are tied.A spokesperson from the San Diego Police Department said, “We do not and will not go into private homes to enforce any of the county health orders.” Private residences cannot be entered without legal authority. It is imperative the public does their part and takes responsibility to limit the spread of the virus.”ABC 10News heard from several law enforcement agencies across the county, including the San Diego Sheriff’s Department, Chula Vista, Coronado, La Mesa, and El Cajon Police Departments.Many said they have been focusing on education first or giving warnings when they see violations. Actual enforcement has been the last resort option.The departments have been relying on community members to comply with the public health order and do their part to slow the spread, which includes social distancing, wearing a facial covering in public, and washing your hands.“I think it’s our social responsibility to really take this seriously,” said Cardenas. 3295

  

SAN DIEGO (KGTV) -- Five dogs died during a fire at a former kennel in Lakeside early Sunday morning. The fire broke out on the 8700 block of Winter Gardens Boulevard around 3 a.m., according to the Lakeside Fire Protection District. The house used to be a functioning kennel, but the woman who lives in the home was either pet sitting or storing the animal for residents at the time of the fire, the district says. RELATED: Mother, father killed in Logan Heights house fireA total of eight dogs were inside the home when the blaze sparked. Five of the dogs and a parrot died in the blaze. Crews say the fire started downstairs in the two-story home. The department says the age of the home made it difficult to fight the blaze. “Old structures are lath and plaster, they’re difficult to fight fires because the fires are get deep in the walls. So it takes a long time to put those out. There is a lot of stuff inside of the home as well. So moving hoselines inside of the house is very difficult as well,” according to Bernard Molloy with Lakeside Fire. SAN DIEGO (KGTV) - Doctor saves man from jumping off Coronado Bay BridgeA Coronado doctor is sharing his story of talking down a bridge jumper in hopes others will see how someone can be helped from a desperate situation.Dr. Matthew Bruhin was driving back on the Coronado Bay Bridge with his wife when they noticed a man walking on the side of the bridge.RELATED: San Diego-based senator seeks stronger safety measures on Coronado BridgeBruhin says traffic was moving slow enough where he put on his hazard lights and began talking with the man.At one point, the doctor says the man asked Bruhin and his wife to look away.Bruhin is the CEO of a mental health firm and says he and his wife kept the conversation going with the man until the would-be jumper accepted their help.RELATED: Cycling, pedestrian 'tube' could be added to Coronado Bay BridgeThe psychotherapist says he is grateful that law enforcement let him continue talking to the man rather than bringing in a police negotiator.According to Bruhin, the man is a patient and no longer suicidal.A GoFundMe page has been set up for the man.  1139
