BEIJING, Aug. 13 (Xinhua) -- The State Administration of Civil Service Thursday announced a plan to select personnel for central government organizations from the grass-roots level.In all, 30 civil servants will be selected and assigned to 11 ministry-level organizations such as the ministries of foreign affairs, education, agriculture and culture.Civil servants working in government organizations in the province, city, county and village levels can apply for these posts.However, those at the provincial level will have to have two-years of grassroots work experience while village-level civil servants must have at least three-years of work experience.The written test and interview for the selection will be held in September.According to a statement released by the administration, the plan aims to create a system of cultivating civil servants from the frontline and grass-root levels for optimizing the structure of civil servants in central government departments.

CHANGCHUN, Aug. 2 (Xinhua) -- Floods have left 63 people dead and 59 missing in northeast China's Jilin Province over the past two months, local authorities said Monday.More than 4 million people have been affected since the flood season began in June and some 700,000 people have been evacuated, the Jilin Provincial Civil Affairs Department said in a statement.Additionally, about 62,000 houses have collapsed and 193,000 others have been damaged, along with 1.16 million hectares of cropland having been inundated, the statement said.Direct economic losses were estimated at almost 19 billion yuan (2.8 billion U.S. dollars), it added.In the hardest-hit areas, flash floods have cut roads, isolated villages and disrupted communications and water supplies.In the industrial city of Tonghua, torrential rains have damaged water pipelines, leaving 300,000 people without tap water for two days.Residents have largely relied on bottled water over the past 48 hours as authorities ordered 25 fire trucks to deliver water for domestic purposes aside from drinking to residential communities from 5 a.m. to 8 p.m. everyday.About 1,700 tons of water had been delivered by truck, officials said.

The headquarters counted retrieved bodies and asked family by family about missing people to get the numbers, which may rise as witnesses say they saw about 100 people on the bridge when it collapsed.China Central Television (CCTV) reported Tuesday night that at least 50 people died in the collapse without giving the source.The Yi River Bridge collapsed at about 5 p.m. Saturday in Luanchuan County, Luoyang City, plunging the people on it into the rushing waters, a local government spokesman said.Thousands of rescuers are still searching for missing people and possible survivors.Villagers from seven villages and soldiers have launched a massive search for survivors, said Li Guangming, deputy head of the administrative office of Luanchuan county government.The rescuers are focusing on spots that could hold people who were rushed away by torrents, such as banks with lush plants, said Qi Weiming, deputy head of Luanchuan's military office.News broke of the accident after Luanchuan's government wrote an apology which was published in Monday's Luoyang Daily, saying "we are deeply sorry for the heavy loss of life ... and we take responsibility.""The bridge was crowded with people who had come to watch flood torrents when it collapsed.
